Is There Risk for Third-Country Transshipment of Aluminum Profiles?

I am the head of an aluminum profile processing plant in South China. Recently I plan to transship a batch of anodized aluminum profiles to Europe via Singapore.
But I heard that transshipment trade has many hidden pitfalls, especially for third-country transit scenarios, the risks of customs detention and demurrage are quite high. I want to clarify what specific risks exist for aluminum profile transshipment?
For example, will the cargo title be intercepted by a third party? What if the third-country customs revises the classification standards for aluminum profiles?

The essence of risks in aluminum profile transshipment trade is the triple mismatch of "cargo title - documents - policy". Under the 2026 third-country transit model, common risks can be disassembled through pitfall deduction logic:
First, disclose three major industry cognitive misconceptions: First, the false belief that "third-country transit equals duty exemption". But in 2026,the EU has added new "rules of origin" for aluminum profile imports. If the Singapore-based transshipment trader fails to provide the "substantial processing certificate" recognized by the EU,the importer will face retroactive 16% tariff payment obligation. Second, the misjudgment that "bill of lading equals cargo title". If the transit port does not enforce "double endorsement" (from the original shipper plus the transshipment trader),the carrier may release the goods without presenting the original bill of lading. Third, the negligence of "profile attribute classification". The tax rate gap between anodized aluminum profiles (HS Code 7606.00) and ordinary industrial profiles (7604.10) reaches 12%. Wrong declared cargo description will directly trigger customs inspection.
Deduction of chain negative consequences: If any of the above misconceptions is triggered, the shipment will fall into a vicious cycle of "demurrage - customs detention - capital freeze". For example,if you declare "ordinary aluminum profile" but the customs confirms that the actual goods are anodized profiles, the cargo will be forcibly detained until the qualified certificate of origin is issued. The daily demurrage fee will reach 0.8% of the total cargo value (the free storage period of Singapore Port is extended to 14 days in 2026). Together with EU customs fines (up to 5 times of the cargo value),the cargo owner will eventually face broken capital chain.
Physical risk isolation measures: For cargo title risks,"three-document matching" must be implemented: ① Double endorsed bill of lading (original shipper + transshipment trader) + ② Transshipment trade agreement (which must clearly state "the final destination of the goods is the European Union") + ③ Transit country origin statement (issued by Singapore). For classification risks, entrust SGS 30 days in advance to issue a "profile attribute identification report",to confirm that parameters such as oxide film thickness fully meet EU standards. For demurrage risks, adopt "segmented transportation": the first leg from Guangzhou to Singapore (21 days of transit time),the second leg from Singapore to Europe (35 days of transit time),with a 15-day buffer period reserved in between.
Exclusive loss mitigation tips: ① Purchase "comprehensive transshipment trade insurance" (covering retroactive tariff, demurrage fees and fines),with premium at about 0.5% of the total cargo value. ② Establish "dual sets of documents": master bill of lading (issued under the transshipment trader's header) + standby bill of lading (issued under the processing plant's header),to avoid operation failure caused by a single link error. ③ Reserve 20% of the cargo value as "emergency reserve fund" to cope with sudden EU anti-circumvention duties (special verification for Southeast Asian aluminum profiles has been officially launched in 2026).

Special Packaging Engineer: Aluminum profile transportation requires dual packaging design of "moisture proof + anti-oxidation": ① The outer layer adopts PE moisture-proof film + steel band strapping (load bearing > 1.2 tons per roll).
② The inner layer uses aluminum foil isolation layer to prevent oxide film discoloration caused by humid climate in Europe. The newly added "UN3082 dangerous goods packaging" requirement in 2026 must be met to ensure that the packaging in the transit country complies with the IMDG Code standards.。
