I am a manufacturer engaged in the planting and processing of Hunan dark tea. I have just entered the foreign trade business not long ago, and recently got my first export order to Southeast Asia with a total volume of 12 tons. I have been engaged in domestic sales before and have never been exposed to export customs declaration related processes.

A small freight forwarder I contacted said that dark tea belongs to pre-packaged food, and a lot of special documents are required. I went to the government service window twice but failed to prepare all the materials that meet the requirements. Now there are only seven days left before the sailing date.

If I fail to catch it, I have to pay the customer liquidated damages and container detention fees, and I am so anxious that I cannot sleep. I want to ask how to operate when hiring a professional dark tea export customs declaration agency, what materials I need to prepare in advance, whether all procedures can be completed before the sailing date, and what risks I need to avoid in advance?

First, complete the pre-document audit link. Dark tea is classified as pre-packaged food for export,so it is necessary to check five types of core documents in advance, including Customs Clearance Certificate for Outbound Goods, official certificate of origin, food label filing certificate, purchase and sales contract, and factory inspection report. The agency will complete the verification of the authenticity and compliance of the documents in advance, and help the customer supplement and correct missing or non-compliant materials,so as to avoid customs review rejection and document return caused by document problems from the source.

Second, connect all core operation nodes. After completing the document verification, connect with the customs in advance to complete the pre-declaration,and simultaneously match the booking manifest information to ensure that the manifest, customs declaration form and contract information are completely consistent. Reserve a 3-day buffer period before the sailing date in advance, and coordinate with the logistics fleet to arrange port entry on time,so as to avoid missing the customs cut-off time due to information errors and omissions or connection mistakes.

In terms of abnormal response plans,if the label verification fails, there is a fixed cooperative on-site rectification team that can complete label re-sticking at the port,no need to haul the goods back to the factory, which saves time cost. If customs inspection and sampling are required,we can coordinate to access the green channel for food sampling, shorten the waiting period, and reduce the risk of port detention.

In the final compliance implementation link, after completing customs clearance and release, the agency will sort out all customs clearance documents, complete the filing and archiving for export tax rebates, and deliver the complete customs clearance files,to ensure the smooth progress of subsequent export tax rebate and cross-border settlement links. The whole process can be tracked in real time, and abnormal situations will be synchronized in advance,so there is no need for customers to follow up repeatedly.

When declaring dark tea export, it is necessary to prepare documents such as the foreign exchange receipt voucher of this transaction, invoices of domestically purchased raw materials, and transaction confirmation letter in advance during the customs valuation link, to prove that the declared price complies with the transaction price criteria. In case of valuation disputes, it is necessary to provide supplementary materials in time to explain the impact of the brand, grade and vintage of dark tea on the price.

The price of dark tea of different grades varies greatly. Sorting out the transaction data of similar goods at the same port in the same period in advance can speed up the valuation process and avoid customs clearance delay caused by valuation disputes. In case of outstanding accounts, order rejection and other situations, you can apply for re-examination through the integrated customs clearance channel, sort out a clear closed loop of declaration logic, and quickly solve abnormal problems.

Dark tea is usually exported in full containers. When booking space, it is necessary to clarify the free storage period and free detention period of the shipping company in advance, and apply for extending the free detention period in advance, so as to avoid high container detention fees caused by customs clearance and inspection delays.

For exports to Southeast Asia, direct routes can be selected to reduce the risk of unpacking and transshipment in the transit link, and avoid quality changes of dark tea caused by moisture during transit. For orders close to the sailing date, you can lock the space in advance and reserve flexible space for space modification.

If you really cannot catch the original sailing date, you can quickly adjust to the next ship of the same route to reduce the loss of liquidated damages. After the bill of lading is issued, you need to check whether the consignee information and cargo name description are accurate, so as to avoid affecting the destination port customs clearance due to bill of lading errors.

The import VAT of dark tea in the destination country can be applied for VAT deferral according to the policies of the destination country. After deferral, there is no need to pay VAT in advance during customs clearance, which can relieve the capital occupation pressure of export enterprises, and only need to declare it during the current tax declaration.

If the customer has a registered entity in the destination country, it can match the local tax structure, optimize the tax cost of cross-border transactions, and avoid additional tax expenditure caused by base erosion. For different export modes, the tax accounting path can be sorted out clearly to isolate domestic and foreign tax risks and avoid double taxation.

For cross-border receipt and payment of dark tea export, CIPS RMB cross-border payment and settlement can be adopted to avoid the exchange rate fluctuation risk of RMB against foreign currencies. Compared with SWIFT, CIPS has faster arrival speed and lower handling fees. When declaring receipt and payment of foreign exchange, it is necessary to accurately declare the name of the goods and the transaction amount, which should be consistent with the information on the customs declaration form, so as to avoid foreign exchange settlement obstruction caused by inconsistent information.

If you use an offshore account to receive payment, you need to complete the compliance declaration in advance, complete the foreign exchange settlement and account balancing as required, and avoid the risk of account control. You can choose an appropriate foreign exchange settlement time point according to the real-time exchange rate to optimize the foreign exchange settlement income.

The trade contract for dark tea export should clearly define the responsibility division for abnormal situations such as incorrect HS code classification and customs detention, so as to avoid unclear rights and responsibilities after disputes. For orders paid by letter of credit, it is necessary to check the soft clauses of the letter of credit in advance, such as whether it is required to provide the inspection certificate that can only be issued by the customer.

Such clauses need to be negotiated and modified in advance to avoid the situation that the customer deliberately finds faults and makes payment impossible. If it involves the transfer of goods title, it is necessary to clarify the rules of bill of lading endorsement and transfer, adjust the goods title control clauses according to the payment method, and if necessary, require the other party to issue a bank guarantee to ensure the safety of foreign exchange receipt.

During the customs inspection of dark tea export, prepare documents such as factory inspection report and ingredient description in advance to cooperate with the on-site verification of the customs. If there is image abnormality in the customs X-ray inspection, it is necessary to explain in advance that dark tea is compressed tea with high density, and you can apply for manual unpacking and verification.

When unpacking, arrange staff in advance to cooperate in checking the cargo location and quantity, so as to avoid wrong unpacking and wrong counting. If inspection and appraisal are required, cooperate with the customs to complete sampling, keep the sampling records well, and follow up the progress of the test report. If the test result shows non-conformity, apply for re-evaluation in time, and provide the test report proving that the product meets the standards of the destination country to promote the resolution of the problem.

Dark tea is a hygroscopic food, so the export packaging should be properly moisture-proof. The humidity in the cabin is high during sea transportation, so moisture-proof desiccant can be added to the inner packaging, and waterproof film coated cartons can be used for the outer packaging. When loading full containers, moisture-proof films can be laid on the inner wall of the container to avoid the goods getting wet by sea condensation.

The packaging of pre-packaged dark tea should meet the food label requirements of the destination country, complete the label pre-review in advance, clearly mark the product name, production date, shelf life, ingredients, country of origin and other information, to ensure that the label meets the food supervision requirements of the destination country. For bulk dark tea exported in large packages, packaging materials that meet food contact standards should be used, and corresponding MSDS reports should be provided to prove that the packaging materials meet safety requirements.

After completing the customs declaration of dark tea export, it is necessary to collect all documents required for export tax rebates in time, including the export tax rebate copy of the customs declaration form, purchase invoice, export contract, and foreign exchange receipt voucher, complete the document filing as required to ensure the consistency of four flows, and meet the verification requirements of the tax authority.

In case of tax correspondence investigation, sort out the corresponding procurement, shipment and capital flow materials in advance, cooperate with the investigation, so as to avoid tax rebate suspension caused by incomplete materials. You can complete the pre-declaration verification of tax rebate in advance, adjust the wrong information in time, ensure the smooth progress of the tax rebate process, avoid tax rebate delay caused by cross-month declaration, complete the foreign exchange receipt verification in time after receiving the foreign exchange, and meet the time limit requirements for tax rebate.

For dark tea export, the supply chain structure can be adjusted according to the order volume and delivery time. Small-batch multi-batch orders can choose LCL shipment to reduce unit logistics cost, and large-batch orders can choose FCL shipment to lock in lower sea freight prices. In terms of trade term selection, if the customer is responsible for destination port customs clearance, FOB terms can be selected; if the customer requires full-process agency, CIF terms can be selected.

Adjust the quotation and responsibility division according to the terms, and establish a cost actuarial model, including customs declaration, logistics, insurance and other expenses into the accounting, to avoid profit loss caused by cost omission. You can adjust the inventory according to the peak and off seasons, prepare commonly used document templates for export in advance, shorten the order response time, and improve the overall supply chain efficiency.
