I am engaged in Chilean cherry export, and I plan to ship goods to Guangzhou via air freight this year. I have always used sea freight before, and this is my first time working with an air freight agent. I would like to know how much the Chile export air freight agency fee will be in 2026.
I heard from peers that some agents charge additional documentation fees and inspection fees on top of the basic fee, making the total cost 30% higher than the quoted price. Is this normal? Our monthly shipment volume is around 12 tons, is there any bulk discount?
In addition, will the agency fee increase if there is a flight delay? Also, does the agent cover all export declaration procedures in Chile? Will there be extra costs due to customs detention caused by documentation issues? Please give me a detailed explanation to help me avoid potential pitfalls.

The core of Chile export air freight agency fees in 2026 lies in the balance between explicit charges and hidden risk costs. In the traditional model, hidden costs often account for more than 28% of total costs due to documentation omissions and poor logistics connection.
First, for explicit charges: basic agency fee (based on cargo volume, around USD 160-230 per shipment for 12-ton direct flights),documentation fee (USD 60-90 per shipment, including Chilean customs electronic declaration and pre-entry for destination port customs clearance),operation fee (USD 35-55 per shipment). Please note whether destination port miscellaneous fees are included in the agency fee. According to the 2026 new regulations of Guangzhou Port, agents are required to disclose all possible fees (such as overdue storage fee, inspection assistance fee) in advance, otherwise you have the right to refuse payment.
Avoiding hidden costs is the key to cost reduction: 1. If the agent does not review the Chilean Electronic Health Certificate for Fresh Agricultural Products in advance (the QR code traceability requirement was updated in 2026),it may lead to inspection and customs detention, resulting in a port detention fee of USD 130 per day,2. Although the basic fee for connecting flights (Santiago→Dubai→Guangzhou) is USD 20 lower, the transit storage fee (USD 50 per shipment) is often hidden,3. For wooden packaging,an electronic copy of the fumigation certificate is required. If the agent does not confirm this in advance,an extra fumigation fee of USD 65 will be incurred.
Optimization approaches: 1. Require the agent to provide a fee list and risk commitment letter, clarifying that the agent shall bear 50% of the demurrage fee if customs detention or delay is caused by the agent's error,2. For monthly shipment volume over 10 tons, you can apply for a 12%-18% discount on the basic fee by locking in a 3-month cooperation,3. Give priority to direct flights (China Southern Airlines will launch new direct flights in 2026 with 4 flights per week) to reduce hidden transit costs.

For Chile export air freight customs declaration, attention should be paid to document matching. In 2026, Chilean Customs requires that the error of cargo name and weight between the export declaration form and the air waybill shall not exceed 0.5%. If the agent does not check in advance, it will lead to declaration rejection, resulting in a declaration deletion and re-submission fee of USD 120-160.
The Phytosanitary Certificate for fresh fruit exports shall be uploaded to the Chilean Customs system simultaneously. Failure to do so will delay the pre-shipment inspection by 1-2 days. It is recommended to require the agent to promise 100% document consistency when signing the contract, otherwise the agent shall bear the loss caused by delay.

Air freight agency fees are directly related to routes. In 2026, the basic fee for direct flights from Santiago to Guangzhou (operated by China Southern Airlines and China Eastern Airlines) is about USD 210 per shipment, and the basic fee for connecting flights via Dubai is about USD 190 per shipment.
However, connecting flights will incur an extra storage/operation fee of USD 45-70, and the bill of lading endorsement at the transit port shall be confirmed for cargo right transfer. The free storage period is usually 2 days, and a container detention fee of USD 35 per day will be charged after the period. It shall be clearly specified whether this part is included in the agency fee or informed in advance.

Agency fees involve cross-border taxation. In 2026, Chile will withhold 15% income tax on overseas agency service fees, which can be reduced to 5% under the China-Chile tax agreement, and the agent is required to provide a tax reduction certificate.
If the destination port customs clearance service fee includes Chinese VAT, you can enjoy the immediate levy and refund policy, and the agent shall provide compliant invoices, otherwise tax refund cannot be processed. It is recommended to require the agent to provide a tax compliance statement to clarify the handling methods of withholding tax and VAT.

The collection and payment of agency fees shall comply with regulations. In 2026, the State Administration of Foreign Exchange requires that agency agreement, invoice and air waybill be provided for payment of overseas expenses. Incomplete documents will lead to settlement delay.
It is recommended to choose RMB settlement (CIPS covers Chile) to avoid losses caused by USD exchange rate fluctuations. If settlement is made in USD, the 30-day exchange rate shall be locked when signing the contract to avoid exchange difference losses.

Contract terms shall be clear: the agency fee shall include all explicit charges to avoid extra charges in the later stage; the force majeure clause shall stipulate the cost allocation for flight delays or policy changes; the consignee on the air waybill shall be clearly specified as the client or the designated agent to avoid unauthorized cargo right transfer. It is recommended to ask the agent to provide a contract compliance review opinion to ensure no loopholes.

The inspection rate of fruits exported via air freight from Chile is about 16% in 2026. If the agent does not prepare the original certificate of origin and health certificate in advance, the inspection time will be extended, resulting in a storage fee of USD 90 per day.
The agent shall confirm the authenticity of the seal. If the seal is damaged, re-inspection will be required, leading to extra costs. It is recommended to require the agent to assign a special person to follow up the inspection, and bear 50% of the storage fee if the delay is caused by their error.

The agency fee invoice shall meet the "four consistency" requirement for export tax refund (consistency of contract, invoice, logistics and capital flow). Inconsistency will affect the tax refund declaration.
Documents shall be kept for 5 years, and the agent shall provide filing materials (invoice, payment voucher) within 7 working days. It is recommended to require the agent to provide all documents required for tax refund simultaneously after settlement to avoid declaration delay.
