Reliable sourcing and import agency services.
I run a small daily necessities retail business. Recently, I often act as an agent for several regular customers to import niche beauty and household products from overseas. Previously, when I was figuring out accounting on my own, I mixed up the expenses of personal goods and company goods.
Last month, the tax bureau called for an inspection, saying that the documents for my input tax deduction did not match the ownership of the goods, and the entries for foreign exchange settlement were incorrect, resulting in abnormal account receivables. Now I not only have to supplement the materials but also fear being fined.
In addition, I don't know how to allocate the customs duties and value-added tax of different goods to the accounts of individuals and the company. I want to know how to standardize accounting specifically for the situation where a company acts as an agent for individuals' imported goods, which links need special attention to avoid pitfalls, and whether there are treatment methods in line with the latest policies.

First,it is necessary to clarify the division of rights and responsibilities for agent import: the company only provides agency services for individuals, the ownership of the goods belongs to the actual individuals, all import costs (customs duties,value-added tax, freight, etc.) are borne by individuals, and the company only collects agency service fees. Pre-document review should cover core documents: agent import agreement (clarifying rights and responsibilities),customs import declaration form (indicating the actual consignee as an individual),tax certificate (those with individual as the title need to be accounted for separately, and the service fee collected by the company needs to issue a value-added tax invoice),and foreign exchange payment voucher (which needs to match the amount of agency services rather than the value of personal goods).
The connection of core nodes needs to be handled in three steps: First, allocation of import costs: the customs duties and value-added tax of personal goods shall be borne by individuals, and the company shall only record the collected agency service fees into main business income,Second, compliance of input tax deduction: if the title of the tax certificate is an individual, the company shall not deduct this input tax,if the agency agreement stipulates that the company advances the tax,it shall be accounted for through other receivables and recovered from the individual later,Third, foreign exchange settlement: the company only handles the foreign exchange collection and payment of agency services, and the payment of personal goods shall be completed by individuals themselves or transferred through compliant channels to avoid large foreign exchange receivables unrelated to individuals appearing on the company's books.
For abnormal contingency plans: if the title of the declaration form is inconsistent with the payer, supplementary documents such as agency agreement and personal identification shall be submitted to the tax authority for explanation,if there is abnormal foreign exchange receivables,it is necessary to check whether there are unrecovered advance payments and clear them through current accounts in a timely manner. The final compliance implementation must ensure Four Flows Consistency (Contract Flow,Goods Flow,Invoice Flow,Capital Flow): the contract is the agency agreement between the company and the individual, the goods flow is the individual receiving the goods, the invoice is the agency service fee invoice issued by the company, and the capital flow is the collection and payment of agency service fees. It is strictly prohibited to confuse the accounting by allowing the funds of personal goods to flow into the company's books. It is necessary to ensure that all document information is synchronously entered into the linkage system of customs and tax authorities to avoid risks caused by data asymmetry.

It is necessary to distinguish between two modes of agent import: cross-border e-commerce 9610 mode or general trade mode. If personal goods are imported through general trade, the "consumer user unit" on the declaration form should be filled in as the actual individual, and the "declaration unit" should be filled in as the company.
The tax payment certificate on the declaration form should separately mark the part borne by the individual. When declaring, documents such as agency agreement, personal identification, and goods entrusted import certificate should be uploaded to ensure the matching of goods ownership and payment subject in the customs system, and avoid price assessment disputes caused by confusion of declaration subjects.
If a single-title tax certificate is issued, the taxes borne by the individual should be accounted for through other receivables and offset after recovery. The company only accounts for its own agency service fees and shall not include personal taxes in the company's input tax deduction scope. All documents should be retained for no less than 5 years for future reference.

In the logistics link, it is necessary to clarify the node of goods ownership transfer. The company is only responsible for arranging international logistics and customs clearance, and the ownership of the goods is transferred to the individual after the goods arrive at the port. Therefore, logistics fees should be settled with the carrier according to the actual amount incurred, and have no direct connection with the value of personal goods. It is necessary to avoid recording the freight of personal goods into the company's books and separately account for the logistics service fee part of the agency service.
If transshipment port transportation is selected, the actual consignee should be indicated as an individual on the bill of lading to avoid subject confusion when endorsing the bill of lading; the use of container detention fees and free storage period should be confirmed with the individual in advance. If additional expenses are incurred due to the individual's reasons, they shall be borne by the individual. The company only handles its own logistics operation fees and is strictly prohibited from recording personal expenses into the company's profits and losses. All logistics documents must match the agency agreement.

The core of tax treatment is to distinguish between the company's agency income and the cost of personal goods. The agency service fee shall be subject to value-added tax at a rate of 6%, and the corresponding input tax deduction shall be the company's own operating costs (such as office expenses, logistics agency fees, etc.).
For the import value-added tax of personal goods, if the title of the tax certificate is an individual, the company shall not deduct it, and it shall be accounted for through other receivables and collected after the individual pays; if the title of the tax certificate is the company (advance payment mode), the part borne by the individual shall be recorded as receivables, and the value-added tax shall be withheld and paid in accordance with regulations (if applicable). It is necessary to ensure that the book data in tax declaration completely matches the data of import tax certificates to avoid situations where input tax deduction is inconsistent with actual business.

Foreign exchange collection and payment must strictly comply with the compliance requirements of cross-border RMB or foreign exchange settlement. The company only handles the foreign exchange collection and payment of agency services and shall not collect or pay the payment for personal goods on behalf of others.
If an individual needs to make foreign exchange payment through the company's account, it is necessary to go through relevant filing procedures with the foreign exchange bureau in advance to ensure that the fund purpose is agency service fee and shall not be declared as payment for goods. Cross-border RMB settlement has realized automatic verification, and it is necessary to ensure that the bank message is consistent with the amount and purpose of the agency agreement to avoid illegal records caused by inconsistent fund purposes.
When settling foreign exchange, the funds of agency service fees shall be accounted for separately and shall not be mixed with the funds of personal goods. All documents such as foreign exchange collection and payment vouchers, agency agreements, and declaration forms shall be retained for no less than 5 years for inspection.

A standardized agent import agreement must be signed to clarify clauses such as goods ownership, expense bearing, and division of rights and responsibilities to avoid subsequent disputes. The agreement should specify that the company only acts as an agent and does not bear risks such as goods quality and customs clearance delays, and all import responsibilities for the goods are borne by the individual.
If a goods ownership dispute arises, the agreement is the core legal basis. It is necessary to confirm whether personal goods involve infringement.
If so, the individual shall bear legal responsibility, and the company only provides agency services and shall not bear joint liability in the agreement. In addition, the insurance responsibility for personal goods should be clarified: the individual shall purchase insurance, and the company only assists in handling it to avoid insurance disputes affecting accounting.

If the goods need customs inspection, the company shall prepare documents such as agency agreement, personal identification, and goods list in advance, and inform the inspection officer that the goods are imported by entrustment of an individual and the ownership belongs to the individual. During inspection, it is necessary to confirm that the seals are intact, and the individual's representative must be present during container unpacking inspection to avoid liability disputes caused by inconsistent quantity of goods.
The inspection records should be archived synchronously with the agency agreement and declaration form. If incorrect classification of goods is found during inspection, it is necessary to contact the individual for correction in a timely manner to ensure correct tax calculation, and additional tax expenses shall not be incurred on the company's books due to inspection issues.

The packaging of goods must comply with the compliance requirements of customs and international transportation. If they are fragile or dangerous goods entrusted by individuals, MSDS (Material Safety Data Sheet) must be prepared as required, and standard-compliant packaging must be used to avoid customs detention or damage caused by packaging problems.
If the packaging fee is borne by the individual, it shall be accounted for separately and shall not be included in the company's agency service fee cost. It is necessary to ensure that packaging inspection certificates are complete and meet the customs' verification requirements for dangerous goods packaging.
If port detention fees are incurred due to packaging problems, they shall be borne by the individual. The company only accounts for its own packaging operation fees and shall not mix them with personal fees.

In the long run, the agent import mode can be optimized. By signing framework agreements with individuals and uniformly accounting for agency service fees, the administrative cost of single ticket processing can be reduced.
Use digital tools to realize the whole-process management of agent import, including document upload, expense allocation, accounting, etc., to ensure data accuracy and avoid errors in manual accounting. In addition, it is necessary to plan the import logistics path, select a scheme with lower cost and more stable timeliness, and use the savings in logistics costs as a discount on agency service fees to improve the satisfaction of individual customers, while ensuring the compliance of accounting and avoiding risks caused by mode chaos.
