I am the head of a small-scale domestic agricultural planting cooperative. This is our first time engaging in agricultural product export this year, and we plan to ship 10 containers of frozen fresh fruits and vegetables to Southeast Asia.

We do not have import and export operation rights, and have no contact with formal export procedures at all. We have contacted three or four agencies for quotation, and the quotes vary greatly: some offer extremely low prices, saying that only a small amount of miscellaneous fees will be charged later; some offer a very high all-inclusive price, saying that it covers all fees for the whole process.

I am very confused now, afraid that if I go for the cheap option, I will be charged a lot of hidden fees later, and I also don't want to spend unnecessary extra money. I want to figure out how the agency export of agricultural products is charged in 2026, what items are included in the fees, whether there will be additional charges, how much the fee difference is for different cargo volumes, and how to calculate the cost to avoid pitfalls.

The traditional charging mode for agency export of agricultural products mostly takes 1%-3% commission of the cargo value,or adopts a one-size-fits-all all-inclusive package price. Both modes have obvious drawbacks: for bulk agricultural products with low value and high weight, the commission based on cargo value will lead to much higher overall cost, the one-size-fits-all all-inclusive price usually pre-calculates the abnormal handling fees that are unlikely to occur, which unnecessarily increases the export cost.

The current mainstream optimized approach in the industry in 2026 is to split charges by service modules, which are divided into basic agency fees and value-added service fees: The basic agency fee is charged per order, ranging from 1000 to 1800 yuan per order, including basic services such as customs declaration, manifest declaration, and qualification borrowing,value-added service fees are charged according to actual needs, including logistics booking, tax refund processing, compliance testing, etc。each item is quoted separately,so you don't need to pay for services you don't need.

For different cargo volumes, there is corresponding room for fee fluctuation: for FCL cargo of more than 10 containers per export order, you can enjoy a 10%-15% discount on the overall fee,LCL cargo is charged according to the proportion of the cargo volume in the container, and you will not be required to pay by the whole container, which further reduces the cost of small-batch exports.

This split charging mode has a very low access threshold. As long as you can provide formal agricultural product origin certificates and inspection and quarantine certificates, you can pay according to the split mode, with no minimum cargo volume requirement. We will dynamically calculate the cost-benefit ratio according to your single export cargo volume, destination port and required services, issue a clear and sealed fee list in advance, list all charging items in advance, and there will be no hidden fees that are not notified in advance, helping you accurately control the overall export agency fee within the preset budget.

The fee for the agricultural product export customs declaration link is generally included in the basic service fee of agency export, and no additional fee will be charged unless special circumstances occur: for example, the declaration information is incorrect and the form needs to be deleted and re-declared, or the customs has a dispute over the declared value of agricultural products and needs to re-evaluate the price. Such unconventional operations will incur additional fees, which generally range from 500 to 1000 yuan, and the specific amount is adjusted according to the operation complexity.

All additional operations will be notified and confirmed in advance, and no fee will be charged after direct operation. In view of the characteristics of agricultural products, check whether the commodity code classification is accurate in advance, which can avoid the fee for form modification caused by classification errors, and also avoid the impact on customs clearance efficiency caused by classification errors. All fees in the customs declaration link will be clearly listed under the customs declaration item of the fee list, and will not be confused with fees of other links, which is convenient for verification.

Logistics-related fees belong to value-added service fees and will not be compulsorily included in the basic agency fee. The fees for FCL and LCL commonly used for agricultural product export will be calculated in real time according to the sea freight price at the time of booking, and no price increase will be made in advance.

The port change fee incurred under the circumstances of container rollover and space explosion will be transferred according to the actual bill collected by the shipping company, and no additional service fee will be charged. For the transportation of fresh agricultural products, we will apply for corresponding free storage period and demurrage reduction in advance, which can help save unnecessary additional charges.

If temperature-controlled container transportation is required, we will also directly give the quotation of the shipping company, only charge a small booking operation fee, and will not resell at a premium. All logistics-related fees will be attached with the price list or bill of the shipping company for verification.

Most of the tax-related fees involved in agricultural product export are tax refund agency service fees, which are generally charged according to a certain proportion of the tax refund amount, mostly between 1% and 3%. The specific proportion is adjusted according to the tax refund amount, the higher the tax refund amount, the lower the charging proportion.

If you don't need to handle tax refund on your behalf, this part of the fee will not be charged. If you export to RCEP member countries, we can also help apply for tariff reduction.

The corresponding certificate of origin handling fee is a low fee, generally 200 to 300 yuan per copy, with no additional price increase. If the export is arranged in the VAT deferral mode, a fixed service fee will be charged per operation, no commission will be charged based on the cargo value, which reduces the tax service cost of large-value goods.

Most of the fees related to cross-border receipt and payment of foreign exchange are included in the basic agency fee. Only when you need to handle exchange rate locking or special RMB cross-border settlement, a small amount of operation fee will be charged.

The exchange handling fee charged by the bank will be transferred according to the actual bank bill, with no additional price increase. If you need to optimize the exchange rate of foreign exchange purchase and settlement, we will help you choose the appropriate settlement time point, only charge a fixed operation fee, and will not take a cut from the exchange rate difference.

For small and scattered orders of agricultural product export, we can also provide compliant foreign exchange settlement services, which are charged at a fixed rate per order, no commission is charged according to the amount, reducing the compliant settlement cost of small orders. All fees in the receipt and payment of foreign exchange link will be listed in advance, and there will be no hidden fees.

Services related to contract review and letter of credit review for agricultural product export belong to value-added services, which are charged at a fixed rate per time, not based on cargo value. If there are problems such as soft clauses of the letter of credit and unclear agreement on force majeure clauses, we will point out the risks in advance, and no additional fee will be charged for the corresponding modification suggestions.

Only when we need to draft or modify the trade contract on your behalf, a fixed service fee will be charged. If you need to handle cargo right transfer and issue a letter of guarantee, we will also charge a fixed fee per project, all fees will be notified in advance, and no price increase will be made later. In view of the common quality disputes in agricultural product export, we will also make risk hedging arrangements in advance in the contract terms, and no additional fee will be charged for the corresponding clause adjustment.

For the customs inspection link of agricultural product export, normal inspection will not incur additional agency fees. Only when container unpacking, relocation and inspection are required, the fees charged by the port authority and the testing institution will be transferred, and no additional agency service fee will be charged.

If you standardize the packaging of agricultural products and check the declaration information in advance, you can greatly reduce the probability of inspection abnormalities, and there will be no additional inspection-related fees. If there is an abnormal seal and on-site coordination is required, our on-site personnel will handle it directly, and no additional coordination fee will be charged. All fees incurred from inspection will be attached with the charging documents of relevant institutions for verification, and no false increase of fees will be made.

The fee for handling tax refund for agency export of agricultural products is generally charged according to the proportion of the tax refund amount, or you can choose fixed charging, and you can choose the more cost-effective way according to the tax refund amount. The fee covers all processes including document sorting, pre-declaration verification, tax inquiry response, and document filing, no additional itemized fees will be charged.

If there is a tax inquiry due to supplier problems, we will assist in handling the whole process, and no additional tax inquiry service fee will be charged. We will check the consistency of the four streams in advance to avoid tax refund failure caused by non-compliance and additional losses. All tax refund-related fees will be agreed in advance, and no additional fees will be charged after the tax refund is received.

For customers engaged in long-term agricultural product export, we can provide overall supply chain cost optimization, and the fee is a fixed annual planning fee, which is more cost-effective than single agency fees. We will optimize the choice of trade terms and combined manifest declaration according to your annual export cargo volume and destination distribution, helping you reduce the overall agency and logistics costs.

For example, combining multiple small orders for declaration can reduce the expenditure of basic agency fees, and the overall cost can be reduced by about 10%-20%. We will dynamically adjust the charging scheme every year, adjust the preferential margin according to the actual export volume of the year, and will not remain unchanged. All annual charging schemes will list various preferential terms in advance, which is clear and transparent.
