I am a domestic factory with my own home furnishing brand. This year, I just planned to open parallel export channels for B2B and B2C in Southeast Asia and Europe. I have been doing domestic sales before and have never been exposed to export-related processes.
Recently, when looking for an agency, I found that the agency export brands in the market are varied, some are purely customs declaration backers, some are full-cycle hosts, with a price difference of nearly double. I now cannot distinguish what types these brands are, and don't know how to choose a type suitable for my small and medium-sized factory that just started exporting and has unstable order volumes.
I am afraid that if I choose the wrong one, I will either waste money or be investigated for non-compliance. Could you please help me sort out what common types of agency export brands there are and which situations each is suitable for?

Currently, agency export brands in the market mainly fall into three categories: The first is the qualification affiliation type, which only provides export qualification affiliation and basic customs declaration services, without connecting to other links such as logistics, foreign exchange collection, and tax refund,The second is the semi-hosting service type, which provides basic services such as customs declaration, international logistics, foreign exchange settlement and collection, and the tax refund link is operated independently by the brand,The third is the full-cycle hosting type, which covers all links of the entire process from goods preparation and customs declaration to logistics distribution, foreign exchange collection and tax refund.
Many newly exporting entities tend to make two cost mistakes when selecting a service: either choosing a low-cost agency that only provides affiliation due to greedy for low quotations, ignoring that all compliance risks in this model are borne by themselves. Once there are document errors or non-compliance with tax refund, they will face tax bureau inquiries, fines or even cargo detention, and the implicit cost is far higher than the saved service fee,or blindly choosing full hosting, paying unnecessary full-cycle service fees, raising fixed operating costs.
Newly entered export entities with an annual export volume of less than 10 million yuan should prioritize matching with semi-hosting type agencies, only need to pay basic service fees, can control the tax refund link independently, with lower implicit risks, entities with stable order volumes and annual export volume of over 10 million yuan should choose full-hosting type, which can release operational manpower to focus on front-end business.
Before selection,it is necessary to first clarify your own annual export scale, then match with the corresponding agency brand type. Do not simply take the quotation level as the selection standard, and conduct dynamic benefit ratio calculation in combination with compliance risks and implicit costs,so as to select a type that meets your own needs.

Different types of agency export brands have clear differences in responsibility division during customs declaration. Affiliation-type agencies only provide qualification headings, and declaration data is provided by the client.
Once there are problems such as false declaration and incorrect commodity classification, the responsibility is mainly borne by the client, and the agency only bears joint and several liability; semi-hosting agencies will be responsible for pre-auditing declaration documents and checking commodity codes. After declaration problems occur, the agency will cooperate to complete work such as deleting and re-declaration and handling price verification disputes; full-hosting agencies are fully responsible for the entire declaration process, and all customs clearance-related issues are handled by the agency.
For the integrated customs clearance declaration scenario, the customs clearance authority of different types of agencies also differs. Full-hosting agencies usually cover joint customs clearance across the country's ports, while affiliation-type agencies mostly only serve a single port, which needs to be confirmed in advance.

Different types of agency export brands have obvious differences in logistics service authority. Affiliation-type agencies do not intervene in the logistics link.
All booking, bill of lading, port change, and container detention fee negotiations are handled by the client, and the agency only provides basic documents required for customs clearance; semi-hosting agencies can assist in connecting with cooperative shipping companies, booking space, enjoying the agency's agreed freight rates, and can also cooperate in handling abnormal situations such as port changes and container rejects, with expenses reimbursed on an actual basis; full-hosting agencies are responsible for the entire logistics path planning, space locking, and abnormal handling throughout the process, can directly provide end-to-end logistics distribution services, and can also obtain lower agreed freight rates relying on their own cargo volume advantages to help control logistics costs. The cargo ownership control process is also more standardized.
