Which Account Does the Export Tax Refund Finally Credit When Conducting Agency Export Business

Reliable sourcing and import agency services.
I run a small production factory making outdoor furniture. We recently hired an agency to handle export business for the first time. We have been focusing on domestic sales before, and this time we received a foreign order of 100,000 US dollars.
Considering it is too troublesome to apply for import and export rights and handle export tax refund procedures on our own, we chose to cooperate with an agency. When signing the agreement now, I just realized that I heard from peers that some agencies will withhold the tax refund in their own accounts for two to three months before transferring it to us, and some even refund to the wrong account which is unrecoverable. I am a bit worried.
I would like to ask where the compliant agency export tax refund is actually transferred to? Can it be directly credited to our factory's own account? If it is transferred to the agency's account, how can we ensure we receive the money on time? Is there a compliant way to designate the refund account?

According to the latest export tax refund management regulations in 2026,the refund path of agency export tax refunds is mainly determined by the tax refund subject qualification filed for export tax refund, and it is not fixed to the same account for all modes. At present, the mainstream agency export operations in China are divided into two modes, corresponding to different refund paths, which need to be clarified in the filing link in advance to avoid subsequent abnormalities.
If the entrusting party has tax refund qualification,it can directly designate its own account as the refund account. In actual operation, you only need to clearly indicate the tax refund subject and receiving account in the agency export agreement and tax refund filing information, and submit the agency agreement and the entrusting party's account opening information to the competent tax authority for pre-audit in advance. After passing the audit, the tax refund will be directly transferred from the state treasury to the designated public account of the entrusting party, without going through the agency's account, which fundamentally avoids the risk of payment being withheld.
If the entrusting party does not have independent tax refund qualification, and the agency handles the tax refund on its behalf, the tax refund will first be credited to the special public tax refund account of the agency, and then transferred to the entrusting party by the agency in accordance with the agreement stipulations.
A common industry risk is that some small agencies use private accounts to transfer tax refunds for tax avoidance purposes. This operation will be identified as capital backflow by the tax authority, which will directly trigger letter verification, and in severe cases, the refunded tax will be recovered and the tax refund qualification will be suspended. All transfer operations must be conducted through public accounts. When signing the agreement, you should clarify the transfer time limit, reserve a response plan for abnormal tax authority audit, and stipulate the liability for breach of contract for overdue transfer in advance,so as to ensure the tax refund is credited in full and on time, and isolate risks in a compliant manner.

Before handling agency export tax refund, you need to confirm the requirement of four-flow consistency in advance, and the refund account information must match the transaction subject. If the tax refund is directly transferred to the entrusting party, you need to ensure the subject information of supply flow, capital flow, logistics and tax refund flow are consistent, and the receiving account of the entrusting party must be the same as the account filed for the transaction.
If the account information is changed, you need to submit a change application to the competent tax authority three working days in advance to avoid the tax refund being pending. If the tax refund has not been credited for a long time, you should first check the pre-declaration information of the tax authority to confirm whether the receiving account information is correct, then follow up the refund progress of the state treasury, and handle the abnormal pending account in time to avoid affecting subsequent tax refund business.

The 2026 new export tax refund regulations clarify the tax refund account requirements for different entities. For small and medium-sized supply enterprises that entrust agencies to export, if they choose the mode of agency collecting and refunding first then transferring, they need to clarify the tax bearing issue for the transfer in the agency agreement to avoid subsequent tax difference disputes.
If the tax refund is directly credited to the supplier's account, you need to complete the tax declaration filing in advance, and include the agency export income into your own tax declaration system to avoid the tax risk of unreported income. At the same time, for agency export business settled in cross-border RMB, the refund account can be a general RMB account, and there is no need to open an additional pending verification account, which simplifies the operation process.

The receiving account of agency export tax refund needs to meet the compliance requirements for foreign exchange receipt and payment. No matter whether the tax refund is credited to the entrusting party's account or the agency's account, it needs to match the corresponding foreign exchange receipt information.
The foreign exchange receipt information of CIPS RMB cross-border payment needs to be consistent with the subject filed for tax refund, so as to avoid compliance problems caused by inconsistency between the foreign exchange receiving subject and the tax refund subject. For agency export business with foreign exchange received in offshore accounts, you need to file with the State Administration of Foreign Exchange in advance, clarify the receiving subject of the tax refund, ensure the entire foreign exchange receipt and payment chain is compliant, and will not be identified as abnormal foreign exchange settlement.

The refund path of agency export tax refund needs to be clearly written into the agency cooperation agreement. Whether it is agreed to directly refund to the entrusting party's account or transferred by the agency, you need to clarify the refund time limit, handling methods for abnormal situations and liability for breach of contract.
If the agency fails to transfer the tax refund on time in accordance with the agreement, the entrusting party can claim liability for breach of contract according to the agreement terms to recover its own losses. The agreement also needs to clarify the cooperation responsibilities of both parties during tax authority inspection, so as to avoid the tax refund being withheld due to one party's non-cooperation, which damages the rights and interests of the other party.

In the customs declaration information of agency export, you need to clearly indicate the tax refund subject for export tax refund. If the domestic consignor on the customs declaration is the agency and the tax refund subject is marked as the entrusting party, you need to clearly indicate the entrusting party's information and receiving account information in the remark column of the customs declaration, so as to avoid refund delay caused by unclear information during tax authority audit.
If the customs declaration information is wrong, you need to delete and re-submit the declaration in time, and modify the relevant information, so as to avoid the tax refund being transferred to the wrong account, which will extend the crediting time by 1-2 months in the subsequent correction process.

For enterprises that conduct agency export for a long time, they can choose the appropriate refund path according to their own tax refund qualification and capital demand. If you have great capital turnover pressure, you can prioritize the direct collection mode to reduce the time loss of intermediate links and accelerate capital return.
If you do not have tax refund qualification, you can choose the special tax refund account of the agency for collection, and agree on the transfer time limit with the agency in advance to lock the fund crediting time, which facilitates capital planning for the supply chain. The capital costs of different modes vary, so you need to make a choice after calculation according to your own turnover demand to optimize the cash flow of the overall supply chain.

The logistics information of agency export needs to match the tax refund subject information. The consignor information on the bill of lading needs to be consistent with the subject of the agency export agreement.
If the tax refund is directly transferred to the entrusting party, the bill of lading information needs to clearly mark the entrusting party as the actual consignor, so as to avoid the suspension of tax refund caused by inconsistent logistics information during the tax authority's letter verification. In case of port change or ship change, you need to update the logistics information to the tax refund handler in time to ensure the logistics information is consistent with the tax refund information, which will not affect the audit and crediting of the tax refund.
