I am the financial manager of a precision mold manufacturing plant. We mainly export customized molds to Europe and Southeast Asia. Previously, we adopted the self-operated export model, handling customs declaration and tax refund on our own. However, due to rising foreign exchange settlement risks recently, we plan to switch to export via a freight forwarder on an agency basis.

I am currently very confused: under the agency export model, although the ownership of goods is nominally transferred temporarily, we do not bear relevant risks in practice, and only collect agency service fees or settle accounts on a net basis. Under this circumstance, do I not recognize main business revenue? How should the received foreign exchange be recorded in the books?

How to calculate the agency service fee? Especially after the 2026 tax system upgrade, for this "two-line" structure of capital flow and goods flow, what entries should I make to ensure both compliance and clarity? I would appreciate it if experts could provide me with a specific entry processing workflow.

The core of mold export on agency basis lies in the net method accounting logic of "no tax advance,no risk bearing, only service fee collection". First of all, when dispatching the molds, the finished goods in stock should be transferred to the "Issued Goods" account instead of carrying over the cost directly,as the risks and rewards attached to the ownership have not been fully transferred to the final buyer, and the transaction is essentially completed via the agency party.

After the goods are declared for export at customs, the agency party will provide the Certificate of Exported Goods Handled on Agency Basis and the customs declaration form. At this point, your party does not need to recognize main business revenue, but wait for the foreign exchange to arrive. When foreign exchange is received, debit the "Bank Deposit" account and credit the "Accounts Receivable - Agency Party" account. After the agency party completes settlement and deducts the agency service fee,in accordance with the Agency Settlement Statement, debit the "Accounts Receivable - Agency Party" account, and credit the "Main Business Revenue" account (only for the agency service fee portion) and the "Bank Deposit" account (net amount of returned payment for goods).

Finally, when carrying over the cost of the molds, debit the "Main Business Cost" account and credit the "Issued Goods" account. Special attention should be paid that the inspection of "three-documents consistency" by tax authorities has been upgraded to full-link automatic data comparison in 2026. It is critical to ensure that the agency service fee invoice issued by the agency party fully matches the capital flow,so as to avoid abnormal capital return alerts caused by messy accounting entries.

The customs valuation of mold exports is a high-priority area of customs supervision, especially for high-precision customized molds. When declaring for agency export, you must ensure that the declared amount is consistent with the actual contract amount, to avoid suspected tax evasion caused by under-declared value or suspected subsidy fraud caused by over-declared value. In 2026, the customs big data valuation system can capture transaction prices of similar molds across the globe in real time.

If the declared price deviates from the reasonable range, manual document review will be triggered very easily. It is recommended to confirm declaration elements with the agency party before processing accounting entries, to ensure that the logic of price declaration is consistent with the logic of book revenue (or marked-up agency service fee) in financial books, and reserve space for price explanation letters when customs raises inquiries.

Molds belong to heavy-duty precision equipment, and the physical safety in logistics links directly affects the impairment test of financial assets. Under the agency export model, although logistics is the responsibility of the agency party, as the goods owner, you must set up a warning account of "Pending Property Loss and Gain" in accounting entries. If high container demurrage charges are incurred due to overbooking of space in maritime transport in 2026, such expenses are usually borne by the goods owner.

It is recommended to record such expenses in "Sales Expenses - Logistics Surcharges" when receiving the bill from the agency party, instead of mixing them simply into agency service fees. Meanwhile, you must require the agency party to purchase sufficient "All Risks" insurance, and keep a copy of the insurance policy as an attachment to financial vouchers for subsequent asset write-off purposes.

From the perspective of tax structure, mold export on agency basis usually involves the choice between VAT exemption and refund policies. If you choose to authorize the agency party to handle the tax refund in full, the plant needs to issue a special VAT invoice to the agency party. At this point, the accounting entries will reflect that you are making a domestic sale to the agency party, rather than a direct export sale. Under this model, the tax burden of the plant is relatively low, but the capital return cycle is long.

If the plant chooses to manage tax refund by itself, it shall make accounting entries in accordance with self-operated export rules. Tax verification letters will be sent more frequently in 2026. It is recommended to set up a "Tax Risk Warning" module in the accounting entry system, which will trigger self-inspection immediately once the proportion of agency service fees is abnormal (for example, exceeding 5%), to prevent being identified as transferring profits through falsely inflated agency service fees.

The foreign exchange collection path for agency export is different from that of self-operated export. Foreign exchange usually enters the pending verification account of the agency bank first, and then is transferred by the agency bank.

Under the background of strict verification of "who exports collects the foreign exchange" by the State Administration of Foreign Exchange in 2026, the accounting entries of the plant must clearly reflect the source of funds. It is recommended to add a secondary detail account of "Agency Export Pending Settlement" under the "Bank Deposit" account.

When receiving RMB or foreign currency transferred by the agency party, you must check the SWIFT message remarks of the corresponding payment to ensure that it corresponds to the customs declaration number one by one. Never mix multiple export payments for bookkeeping, otherwise serious logic errors will occur in the Balance of Payments (BOP) international revenue and expenditure declaration at the bank side, which will lead to the enterprise being listed on the watchlist.

The legal nature of the agency export agreement determines the compliance of accounting entries. If the agreement is essentially a "buyout type" agency, that is, the agency party pays the plant first and then collects payment from overseas customers on its own, the plant shall recognize it as a domestic sale to the agency party in accounting entries, and the risks are transferred upon delivery. If it is a "collection type" agency where the plant retains the foreign exchange collection risk, the plant shall recognize revenue as export sales.

The Civil Code implemented in 2026 has more detailed distinctions between commission agency contracts and entrusted agency contracts. When processing accounting entries, the finance team must obtain a confirmation document on the agreement nature issued by the legal department. Wrong accounting entries will lead to failure to claim goods ownership accurately when cross-border disputes occur, causing huge legal recovery risks.

The core of export tax refund audit is "five flows consistency" under the agency export model, where the agency flow is added based on the original "four flows consistency" standard. During audit, the focus is on verifying the logical chain of the invoice amount issued by the plant to the agency party, the customs declaration amount declared by the agency party, and the final foreign exchange collection amount. After the full promotion of fully digitalized VAT invoices in 2026, tax inspection can trace through the invoice flow instantly.

It is recommended to mandatorily require that each agency export business must be associated with the uploaded electronic version of the Certificate of Exported Goods Handled on Agency Basis when making accounting entries. If time inversion occurs, such as "collecting foreign exchange before customs declaration" or "settling foreign exchange before obtaining the certificate", you must record the reasons in detail in the reference book, otherwise it will be very easily judged as false export.
