I am the financial director of a foreign trade enterprise mainly engaged in general trade export of clothing, and this year I am in contact with agency export tax refund services for the first time. The quotations from several agency institutions I have contacted vary greatly: some charge a service fee of 2% of the tax refund amount, some charge 0.5% of the customs declaration amount, and others charge separate document fees and exchange rate difference adjustment fees.
I completely cannot figure out the standards and worry about hidden charges behind low prices, such as additional charges for tax correspondence, document filing fees, etc. In addition, we also have consignment processing export business, and want to know if the quotation for such business will be different from self-operated export? How to judge whether the quotation is compliant and reasonable, and whether it will fall into compliance risks?

The quotation for agency export tax refund is not a single standard,it is mainly composed of three parts: basic service fee, additional service cost, and risk premium. The basic service fee is usually charged at 1%-3% of the tax refund amount or 0.3%-0.8% of the customs declaration amount, which covers core operations throughout the process such as document review, tax refund pre-declaration,formal declaration, tax correspondence docking, and tax refund fund transfer.
There are obvious differences in quotations for different trade types: the quotation for general trade self-operated export is the most conventional, for consignment processing export, since additional verification of processing contracts, raw material input invoices, factory capacity certificates and other materials is required, the quotation will increase by 10%-20%,the tax refund declaration process for cross-border e-commerce 9610 and 9710 modes is more simplified, and bulk businesses can enjoy rate discounts, with the basic service fee as low as 0.2%-0.5% of the customs declaration amount. It should be noted that some non-regular institutions will list tax correspondence docking, document filing, and document modification and re-declaration as additional charge items, while regular agencies will include them in the basic service fee without separate price increases.
The core standard for judging the reasonableness of a quotation is whether it covers the full-process compliance costs: In 2026,the "data linkage verification" mechanism between customs and tax authorities has been fully implemented, and agencies need to assign special personnel to handle tax correspondence, document spot checks, data verification and other work. An excessively low quotation (such as a rate lower than 0.2% of the customs declaration amount) is likely to have hidden charges, and additional fees will be added in the subsequent tax correspondence and document modification links,or even lead to declaration delays.
Exchange rate difference handling is also a hidden variable in quotations: Regular agencies will clearly specify the way to bear exchange rate differences in the contract, some institutions will charge additional fees in the name of "exchange loss subsidy",compliant quotations will include exchange rate difference risks in the basic cost without separate charges. In addition, the risk premium for large-value tax refund businesses will increase slightly because the probability of tax verification is higher.
Finally,it is recommended to require the agency to provide the latest quotation detail list for 2026,clarify the corresponding service content for each charge, and avoid ambiguous expressions. At the same time, check whether it has the export tax refund agency qualification and the pass rate of tax correspondence of past clients to ensure that the service corresponding to the quotation can meet the latest compliance requirements.
