Reliable sourcing and import agency services.
I am from a small and medium-sized enterprise engaged in cross-border household consumer goods. We just obtained the self-operated import and export right this year, and we used to export with purchased customs declaration documents before. Now we want to switch to the formal agency mode to reduce costs and get tax refunds, but we have not been clear about what exactly agency import and export covers.
Some small agencies say they only provide customs declaration support, while others claim to offer full-package services. We are worried that after signing the contract, many services will require extra charges, and that some necessary links will be left unattended, leading to cargo detention or tax refund failure.
Recently, the quotations of several agencies we contacted differ by almost double. Now I just want to figure out what exactly the service scope of formal agency import and export includes, and which services are mandatory and which are optional, so that we can compare and select the suitable one.

Agency import and export services can be divided into two categories according to the full link: basic mandatory services and optional value-added services. We will disassemble them one by one by process node. The first link is pre-document review. Basic services include pre-verification of import and export contracts, packing lists, invoices and customs declaration forms, checking the accuracy of basic information, and screening obvious coding classification errors. For special goods,pre-review service for classification consultation will also be provided. Many small agencies default this part as value-added service and charge extra fees.
The second core node is customs clearance and logistics connection. Basic services include customs clearance document preparation and declaration, coordination of customs inspection arrangement, and basic logistics docking such as space booking and trailer arrangement. It should be noted that the basic services of most formal agencies do not include the logistics freight itself, but only include operation coordination. If you need a full-package solution, you can choose the logistics integration service in value-added services.
The third link is back-end compliance and implementation. Basic services include foreign exchange collection and payment docking operation and sorting and declaration of export tax refund documents. This part is the core demand for many enterprises to choose agencies. Formal agencies will include document filing and tax letter verification coordination in basic services.
Optional value-added services include supply chain structure optimization, special goods packaging design, tax planning, legal review and other contents, which can be selected according to the enterprise's own needs. In terms of exception response plans, formal agencies will reserve abnormal problem response quota, provide basic solutions for common problems such as inspection abnormalities and valuation disputes, and will not charge additional emergency handling fees. The final service scope will be clearly specified in the contract, with clear division of rights and responsibilities,to avoid hidden charges.

The customs declaration link in agency import and export is the core basic service, which usually includes customs declaration form entry, declaration, tax payment on behalf, and integrated customs clearance docking. In case of abnormal situations such as valuation disputes, form deletion and re-declaration, and secondary declaration, most formal agencies will include basic exception handling in the agency fee, and only complex valuation consultation will be listed as value-added service.
Many low-cost agencies only include basic declaration in their services, and charge extra fees when encountering exceptions, and even shirk handling responsibilities, resulting in high costs caused by cargo detention at ports. It is necessary to confirm whether the contract clearly includes the handling rights and responsibilities of conventional customs declaration exceptions, as well as the response process for valuation disputes, so as to avoid no one to coordinate when problems occur in the later stage, resulting in cargo detention, extra costs such as port demurrage and storage fees, and even affecting the enterprise's customs credit rating.

For logistics related services in agency import and export, basic services generally include space docking, bill of lading information verification, transit and port change information synchronization, and coordination of demurrage and free storage period application, excluding actual out-of-pocket expenses such as sea freight, trailer fees, and terminal handling charges. If enterprises choose the full logistics agency service, value-added contents such as route optimization, cargo right control, and emergency plan adjustment for container rollover will be included.
Many small and medium-sized cargo owners are easy to confuse the scope of agency services, mistakenly thinking that the agency fee includes all logistics costs, and only find that they need to pay additional logistics fees after signing the contract, resulting in budget deviation. It is necessary to confirm in advance whether the logistics service is only operation coordination or includes full cost integration, and clarify the division of rights and responsibilities in different scenarios, such as whether the agency is responsible for adjusting the space for free in case of space shortage and container rollover.

For tax related services in agency import and export, basic services include payment of import and export taxes on behalf, tax bill verification, and sorting of basic information for conventional VAT declaration. Value-added services include VAT deferral planning, cross-border related transaction pricing adjustment, cross-border tax risk isolation design and other contents.
For export enterprises, the basic declaration of export tax refund is generally included in the basic agency service, and complex tax structure planning belongs to value-added service. Many enterprises mistakenly include all tax planning in the basic agency fee, and only find that they need to pay extra fees when they need to adjust the structure in the later stage.
Some enterprises also give up compliance planning to save costs, but incur more tax costs instead. It is necessary to judge whether to choose value-added tax services according to their own business scale.

Foreign exchange collection and payment related services are the core back-end services of agency import and export. Basic services include foreign exchange collection and payment instruction docking, SWIFT message verification, foreign exchange settlement and purchase operation, and CIPS RMB cross-border payment docking. Basic compliance verification is included in the agency fee.
If enterprises need complex operations such as offshore account management, exchange difference optimization, and account reconciliation, they generally belong to value-added services. Many enterprises easily ignore the compliance requirements for foreign exchange collection and payment, thinking that the agency only needs to help collect and pay money.
In fact, non-compliant foreign exchange collection and payment operations will lead to account control and affect subsequent business development. Formal agencies will incorporate basic compliance verification into basic services, check violation risks in advance, and avoid problems such as pending accounts and foreign exchange settlement failure.

For legal related services in agency import and export, basic services generally include basic review of trade terms and contract formulation of agency rights and responsibilities. Value-added services include L/C soft clause review, force majeure clause adjustment, cargo right transfer agreement review, intellectual property customs protection filing assistance, guarantee clause review and other contents.
Many small and medium-sized foreign trade enterprises easily ignore the risks at the legal level, thinking that legal review is not required for agency import and export. In fact, unclear division of rights and responsibilities can easily lead to subsequent cargo right disputes, payment losses and other problems. Formal agencies will provide basic contract rights and responsibilities review, and complex legal needs require separate selection of value-added services to clarify the division of rights and responsibilities in advance and avoid subsequent legal disputes.

For inspection related services in agency import and export, basic services include inspection notice interpretation, inspection coordination arrangement, seal authenticity verification, and basic coordination of unpacking inspection. In case of complex situations such as need for inspection and appraisal, analysis report interpretation, and abnormal result appeal, basic services generally include docking coordination, and additional third-party testing fees shall be borne by the enterprise itself.
Some agencies list the appeal operation as value-added service. Many cargo owners do not know the service scope of the inspection link, mistakenly thinking that the agency will cover all fees, and only find that they need to pay extra fees when encountering exceptions.
Even they fail to pass the inspection and the goods are detained due to lack of advance coordination. It is necessary to confirm the service content of the inspection link in advance, clarify which fees are included in the agency fee and which need to be reimbursed on actual basis.

Packaging related services in agency import and export generally belong to value-added services, and basic agency services do not include packaging design and review. For ordinary goods, you only need to provide packaging that meets the requirements, and the agency will conduct basic packaging compliance inspection.
For special goods such as dangerous goods, fragile goods, and constant temperature goods, services such as MSDS preparation and interpretation, UN dangerous goods packaging certification, and customized packaging solutions are required. These are all value-added services and require additional payment. Many cargo owners who send special goods easily ignore the packaging compliance requirements, thinking that the agency will be responsible for packaging review.
In fact, if this value-added service is not selected, the agency only conducts basic inspection, which is easy to lead to customs clearance detention due to non-compliant packaging, resulting in unnecessary losses. When sending special goods, you must confirm in advance whether the packaging compliance review service is included.

Export tax refund related services are the core content of export-oriented agency import and export. Basic services include tax refund document sorting, pre-declaration verification, on-time declaration, document filing, and cooperation with tax letter verification to ensure that the four-flow consistency inspection meets the requirements. This part is generally included in the basic agency fee.
If it is necessary to deal with complex problems such as cross-month declaration, historical pending account adjustment, and capital return compliance sorting, this part generally belongs to value-added services and requires additional charges. Many enterprises that have just started tax refund do not know the service scope of the tax refund link, mistakenly thinking that the agency will cover all historical problem handling.
In fact, basic services only include tax refund operations for current normal business, and historical legacy issues need to be handled separately. Be sure to confirm the service scope in advance to avoid tax refund failure caused by incomplete document filing and uncooperative response to letter verification, resulting in losses to the enterprise.

Supply chain structure planning services in agency import and export all belong to value-added services, and basic agency services do not include this part. Basic services are only responsible for completing the import and export operation of a single order according to the requirements of the enterprise.
Supply chain planning includes designing inventory linkage strategies according to the enterprise's order volume and inventory status, optimizing costs by adjusting trade terms, and building a long-term international trade structure to help enterprises reduce the overall supply chain cost. Many large-scale enterprises with high annual import and export volume can save a lot of hidden costs by choosing this value-added service.
For small, medium and micro enterprises with small order volume, they only need to choose basic services without additional costs. They can choose whether to need this service according to their own business scale and development plan.
