I am a small business owner in electronics exports. Recently, I want to find an agency to ship a batch of goods to Southeast Asia, but I heard from colleagues that there are many fee traps—some quote low prices but later add inspection fees, some have unclear VAT refund deductions.
Last week I asked one agency, whose quote had vague "comprehensive service fees" and said "if customs valuation adjustments occur, extra fees will be charged". I want to know how agency import and export fees work in 2026, which are mandatory items, which are hidden traps, and also, what is the fee difference between different ports (like Shanghai vs. Ningbo), will it affect VAT refund speed?
Also, how much can the "VAT Deferral" they mentioned help me save? All these need to be clarified, otherwise I’m afraid of suffering losses.

The core of agency import and export fees in 2026 is "full-link cost transparency" rather than a single service fee quote. The traditional model often splits "document fees, customs declaration fees, logistics fees" vaguely, leading to subsequent hidden costs accounting for over 20%—for example, some agencies hide "customs inspection pre-fees",which are doubled if actual inspection occurs,or charge "handling fees" in the VAT refund process (normally 1%-3% of the VAT refund amount, but more than 3% is unreasonable).
First, mandatory items can be divided into three categories: Basic Operation Fees (Document Review + Customs Declaration Submission) (charged per batch, around 300-500 yuan per batch at Shanghai Port),Logistics Node Fees (Booking + Trailer + Port Charges) (charged by cargo volume/volume,around 1200-1800 yuan per CBM for Southeast Asia routes),Tax Service Fees (VAT Refund Declaration + VAT Compliance) (VAT refund deduction 1%-3%,VAT Deferral handling fee around 200 yuan per shipment).
Second, port differences need attention: Shanghai Port has high customs clearance efficiency, with slightly higher trailer fees (around 800-1000 yuan per truck),but Ningbo Port has lower port charges (around 300 yuan per CBM). If cargo volume ≤5 CBM,Shanghai is more cost-effective,if ≥10 CBM,Ningbo’s cost is 2%-5% lower.
Regarding VAT Deferral,it has been fully implemented in the EU in 2026. Non-EU enterprises can defer import VAT payment when exporting (no need to pay first and refund later). Calculated based on 15%-20% of cargo value for VAT,if cargo value is 1 million, cash flow can be saved by 150,000-200,000 directly. The agency handling fee is only 200 yuan per shipment, which is a high-cost-performance option.
Finally, the key to avoiding traps: require the agency to provide a "detailed item quote",clarify "abnormal fee trigger conditions" (such as needing to provide customs valuation notice if valuation adjustment occurs, otherwise no extra fees),and sign a "lump-sum fee agreement" (no additional fees except force majeure).

After the update of customs valuation rules in 2026, the disputes over agency customs declaration fees focus on "deviations in declared dutiable value". If the agency fails to review the consistency of invoices and contracts in advance, leading customs to adjust according to the "minimum price", "valuation service fees" will be generated (some agencies charge 0.5%-1% of the cargo value).
It is recommended to require the agency to provide a "pre-valuation report" before declaration, clarifying the difference between the dutiable value and the enterprise’s declared value; if the difference exceeds 5%, recheck invoices, bills of lading and other documents. In addition, under the integrated customs clearance system, the difference in customs declaration fees between Shanghai and Ningbo ports mainly lies in "off-site declaration fees" (about 200 yuan per batch), but the valuation standards are unified, so there is no need to worry about port differences affecting dutiable value.

Logistics fees account for over 60% of agency fees. Due to the "west coast US congestion transmission", booking fees for Southeast Asia routes fluctuated greatly in 2026 (around 1500 yuan per CBM in peak season, around 1000 yuan per CBM in off-season). Agencies often hide "detention fees" (if containers exceed free detention period by 3 days, 50-80 yuan per container per day is charged).
It is recommended to clarify "7-day free detention + 10-day free container period" in the contract, and require the agency to provide "booking confirmation" indicating the free container period. In addition, under FOB terms, the agency’s trailer fee needs to clarify whether it includes "container pickup fee" (about 150 yuan per container); under CIF terms, confirm whether "insurance fee is based on 110% of cargo value" (insurance fee is about 0.3%-0.5% of cargo value).

VAT Deferral is an important value-added item in agency fees in 2026. Note its "applicable scope": only for exports to countries/regions that implement VAT Deferral such as the EU, UK, Japan, etc., and enterprises need to provide "export customs declaration + transportation documents".
The agency’s VAT Deferral service fee is usually charged by "shipment" (about 200 yuan per shipment), but some agencies will additionally charge "tax planning fees" (0.2%-0.3% of cargo value), which is an optional fee and does not need to be paid if cargo value ≤500,000. In addition, the pricing of cross-border related transactions needs to comply with BEPS rules. If the agency provides "transfer pricing report", the fee is about 3000-5000 yuan per year; confirm whether it is included in the service fee.

Fees in the payment and settlement link are often ignored. After the popularization of CIPS RMB cross-border payment in 2026, the agency’s exchange settlement handling fee decreased from 0.1% to 0.05% (minimum 50 yuan per transaction). If the agency uses offshore accounts for payment and settlement, note "foreign exchange management fee" (about 0.1%-0.2% of cargo value).
It is recommended to choose CIPS channel, which can save about 30% of exchange settlement costs. In addition, if the enterprise needs "forward exchange settlement" to lock in exchange rates, the agency’s handling fee is about 100 yuan per transaction; clarify the "exchange rate lock period" (maximum 6 months) to avoid additional losses due to exchange rate fluctuations.

The "fee terms" in the agency contract need key review. A common trap in 2026 is "hidden liquidated damages": if the enterprise fails to provide documents on time, the agency charges "late fee" (1% of service fee per day), but does not clarify the "deadline for document submission". It is recommended to clarify in the contract that "document submission deadline is 3 working days before shipment", and agree that "liquidated damages cap is not more than 10% of service fee".
In addition, note the cargo ownership transfer clause: whether the agency has the right to release the bill of lading without receiving payment. If the contract stipulates "release against copy of bill of lading", confirm whether the "copy of bill of lading" is issued by the shipping company to avoid cargo ownership loss.

Inspection fees are a major source of hidden costs. In 2026, the inspection fees (container stripping fee + labor fee) at Shanghai Port are about 800-1200 yuan per container.
If the agency fails to inform the "inspection probability" (about 10%-15% for electronics) in advance, it will lead to additional expenses for the enterprise. It is recommended to require the agency to provide an "inspection risk assessment report" before declaration, clarifying inspection probability and fee standards.
If actual inspection fees exceed the assessed price by 10%, the agency shall bear the difference. In addition, require the agency to accompany during inspection, confirm that "inspected goods are consistent with declaration", and avoid detention due to agency operational errors.

The disputes over VAT refund service fees focus on "deduction base". In 2026, some agencies deduct based on "declaration amount" (not actual VAT refund amount), leading to overpayment by the enterprise. The normal deduction should be "1%-3% of actual VAT refund amount".
It is recommended to require the agency to provide a "VAT refund calculation table", clarifying that VAT refund amount = declaration amount × tax refund rate (confirm whether the tax refund rate is the latest). In addition, if the enterprise needs "express VAT refund" (funds arrive in 7 working days), the agency’s express fee is about 300 yuan per shipment; confirm whether "express service is included in the service fee".
In addition, note document filing: whether the agency provides "full set of filed documents" (customs declaration, bill of lading, invoice, contract). Missing documents will affect subsequent VAT refunds; clarify the "responsibility for document filing" in the contract.
