I am the person in charge of a small and medium-sized foreign trade enterprise engaged in home goods export. Last week, we just dispatched two batches of full-container goods to the Netherlands.
Our freight forwarder just mailed back the paper customs declaration form and dock receipt to our company today, and the electronic sea way bill is still waiting for the formal issuance by the shipping company. I heard from peers that someone missed the tax refund declaration deadline last year, resulting in hundreds of thousands of RMB of tax refund being completely unobtainable, and the enterprise was required to pay supplementary tax as if the sales were domestic.
I am very tangled now: if I submit the declaration in a hurry, I am afraid that the system will reject it due to incomplete documents, which will delay time instead; if I delay it for too long, I am afraid of violating compliance rules. I just want to confirm clearly that when is the fully compliant time to apply for export tax refund after export, whether there are corresponding time requirements for different document collection nodes, and whether the 2026 newly released relevant policy has adjusted the time rules.

In accordance with the current export tax refund management rules of 2026,the core starting node for export tax refund declaration is the day after the goods formally leave the territory, and the customs completes the uploading of customs clearance information on the China International Trade Single Window. Enterprises can initiate pre-declaration verification from that day.
For the pre-document review details, you need to check first whether the customs declaration form electronic information and the input VAT special invoice information have been synchronized to the tax system. When both types of information are complete, you can formally submit the declaration without waiting for all paper documents to be collected. The conventional latest declaration deadline is before the deadline of the VAT filing period in April of the next year. For the two batches of goods you exported in 2026,as long as you complete the declaration before the end of the VAT filing period in April 2027,it falls within the compliance scope.
For the core node connection,if your bill of lading and foreign exchange collection vouchers are not fully collected temporarily, you can submit the declaration first, and then make up all foreign exchange collection materials before the end of the VAT filing period in May,no extension application is required in advance. If you encounter tax verification correspondence during this period, you will have a 3-month buffer period for document sorting, and it will not be directly judged as overdue.
For abnormal contingency plans,if you still do not collect all supporting documents by the end of the April declaration period of the next year, you can file a tax exemption declaration first, and do not need to pay output VAT as if the sales were domestic. Only batches that have neither obtained tax refund nor filed tax exemption declaration will be required to pay tax as domestic sales.
Now that you have the customs declaration form in hand, you can first submit a pre-declaration on the China International Trade Single Window to verify whether the electronic information is synchronized. Declare the batches with available information first, and submit supplementary declarations for batches with unsynchronized information after the shipping company issues the bill of lading and confirms that the goods have formally left the territory. There is no need to worry about rushing work or overdue at all.

The uploading of customs declaration form clearance information is the core prerequisite for triggering the synchronization of tax refund electronic information. If you find that the tax system still cannot find the customs declaration form data one week after submitting on the Single Window, you can directly initiate an information synchronization application on the Export Tax Refund Comprehensive Service Platform, upload the scanned copy of the paper customs declaration form and submit it to the local customs document examination department for background data push.
The supplementary push process can be completed in as fast as 3 working days. If there is a record of deleted and re-submitted declaration before, you need to confirm that the newly generated customs declaration form number has been filed in the General Administration of Customs ledger system, to avoid information disconnection leading to subsequent declaration rejection by the system.
For batches that have completed declaration, if you receive a document rejection prompt indicating inconsistent information, immediately check whether the three core fields (export date, HS code, and goods value) on the customs declaration form match the input invoice. Do not modify the data randomly and resubmit, to avoid triggering risk warnings.

The signature time of the actual outbound departure of goods is the core basis for the tax authority to verify the authenticity of export. After you get the dock receipt now, you can actively contact the shipping company to request the formal copy of the on-board bill of lading, confirm that the on-board date on the bill of lading is later than the export date on the customs declaration form, to avoid logical contradiction.
If the actual outbound departure time is later than the original export date on the customs declaration form due to container rolling, you should timely request a container rolling statement from the freight forwarder as an auxiliary supporting document, and keep it for document filing when submitting the tax refund declaration subsequently. If your goods take a transit route, you should request the copy of the second leg bill of lading in advance, instead of only keeping the first leg bill of lading, to fully support the entire logistics track when encountering subsequent verification correspondence, and avoid being judged as false export business due to incomplete logistics documents.

If your enterprise is included in the newly expanded paperless management pilot for export tax refund in 2026, you can complete the tax refund pre-verification without submitting paper foreign exchange collection vouchers. After completing foreign exchange collection later, you only need to upload the electronic archive of the foreign exchange collection receipt in the system. If your overseas customer uses cross-border RMB payment, the payment voucher of the Cross-border Interbank Payment System (CIPS) can be directly used as the foreign exchange collection supporting document, no additional verification certificate from the State Administration of Foreign Exchange is required.
If some batches of goods cannot collect foreign exchange within the specified time, you can submit a deemed foreign exchange collection filing in the system. After the filing is approved, it will not affect the tax refund application, nor will it generate additional tax-related costs. There is no need to forcibly find a third-party payer overseas to make up the foreign exchange collection record.

Before submitting the tax refund declaration, you can first check the foreign exchange collection time node of the corresponding export order. If the foreign exchange collection time is later than the declaration time, you only need to supplement and input the foreign exchange collection receipt information after completing the collection, which will not affect the tax refund review progress.
If your foreign exchange collection is transferred through an offshore account, you should keep the screenshot of the SWIFT message of the entire transfer chain in advance to prove that the name of the payer is consistent with the name of the overseas purchaser, so as to avoid being judged as abnormal capital flow subsequently. When settling foreign exchange, try to choose a settlement amount that has a deviation of no more than 5% from the goods value on the customs declaration form. A small range of exchange difference belongs to normal fluctuation, no separate difference statement is required, and no compliance verification will be triggered.

If you subsequently encounter delayed payment by overseas customers which results in failure to collect all vouchers on time, you can use the deferred payment agreement signed by both parties as an auxiliary supporting document for filing, no additional approval process is required. If the export order stipulates that the balance will be paid 3 months after the customer signs for receipt of the goods, such clause belongs to normal international trade settlement agreement, which fully meets the foreign exchange collection time requirement for tax refund and will not be judged as non-compliant.
All proforma invoices and purchase and sales contracts signed with overseas purchasers that you keep now must be marked with the exact same goods value, quantity and foreign exchange collection time nodes as the customs declaration form, to ensure completely self-consistent document logic. You can directly submit them for verification when encountering verification correspondence, no need to make up documents temporarily.

If your export batches were previously selected by customs for on-site inspection, you should sort and archive the inspection notice, inspection record screenshot and release certificate in advance, and place them in the tax refund document filing folder of the corresponding batch. If container unpacking operation was carried out during the inspection, you should keep the unpacking photos at that time and the release document signed by the customs officer.
When the tax authority conducts verification correspondence subsequently, you can directly submit these materials to prove the authenticity of the actual export of goods, no need to provide other additional explanations. If your goods are home goods with wooden packaging, the copy of the fumigation certificate at that time can also be filed together with other documents, to further improve the evidence chain of the entire export business and reduce the probability of being judged as abnormal business.

Many of the home goods you export involve wooden packaging and cushion packaging for fragile items. You just need to keep the copies of corresponding packaging documents and packing list details, and make them correspond one-to-one with the product name and quantity on the customs declaration form. If some goods are hazardous chemical home coatings with UN number, you should prepare the copy of the dangerous goods packaging use appraisal result form in advance.
If it is required in subsequent tax refund verification, you can provide it directly without temporarily asking the testing institution to reissue the certificate. All detailed documents related to goods packaging and packing must match the container seal number information on the bill of lading, to ensure completely unified information of all logistics nodes and avoid logical conflict.

You can sort out all export documents in hand now, check that the goods value, quantity, and product name of the four types of materials (customs declaration form, input invoice, foreign exchange collection receipt, and logistics bill of lading) are completely consistent to ensure the matching of four flows. Process each doubt prompt given by the system after submitting the pre-declaration one by one.
Do not ignore the doubts and force the submission of formal declaration, so as not to be included in the tax refund risk verification list. Cross-month export batches do not need to be declared separately, multiple batches can be submitted together in the same declaration period, which will not affect the tax refund arrival speed. All documents filed for document compliance must be kept for more than 10 years, and can be directly retrieved for subsequent spot checks by the tax authority, which will not result in compliance penalties.
