I'm the owner of a small factory that exports electronic products. Recently, I want to find an agent company for export. I heard that agent export can get tax refunds, but I don't understand the process at all. Last week, I asked an agent who said I need to provide VAT invoices, customs declarations, etc., but I'm worried that incomplete or inconsistent documents will prevent me from getting the tax refund.
Also, I heard that tax verification is very strict now—what if it doesn't pass? Besides, does the agent company charge a fee based on the tax refund amount or the cargo value? Are there any additional hidden fees? For example, are there any pitfalls in customs declaration fees or logistics fees?
Also, is the tax refund money directly transferred to the agent's account or my account? What if the agent embezzles it? I can't figure out these problems, so I don't dare to find an agent casually. Please tell me in detail.

The core of agent export tax refund is "consistent documents + closed-loop process". In 2026,customs and tax authorities will have stricter requirements for the consistency of the four flows (contract, invoice, customs declaration, foreign exchange collection). Let's start with pre-review: as the principal, you need to first confirm whether the agent company has "import and export operation right + tax refund agency qualification"—this is the prerequisite. Then document preparation: the agency agreement must clearly specify "tax refund ownership" (2026 regulations prohibit agents from withholding tax refunds). The special VAT invoice must completely match the commodity name, specification, and quantity on the customs declaration. Note that the invoice issuance date should be earlier than the export date on the customs declaration (with an error not exceeding 30 days).
The connection of core nodes is divided into three steps: 1) Before customs declaration: The agent needs to synchronize pre-declaration with the tax authority, check whether the pre-recorded information of the customs declaration is consistent with the invoice to avoid later modification of the declaration,2) After customs declaration: Complete foreign exchange collection verification for the customs declaration within 30 days (paper verification forms will be canceled in 2026,and electronic ledger comparison will be used),3) Tax refund declaration: Within 60 days after the customs declaration is closed, the agent needs to submit the VAT invoice certification result, electronic data of the customs declaration, and foreign exchange collection voucher to the tax system. Note that the "cross-border e-commerce retail export tax refund filing" is newly added in 2026—if you are doing B2C export, you need to provide additional order flow.
Exception plan focuses on tax verification: The tax authority will send letters to the principal, agent, and supplier. You need to prepare "four flows archiving" in advance (scanned copies of original contracts, logistics tracking records, foreign exchange collection slips, invoice deduction copy). If the tax verification involves the supplier, you need to communicate and cooperate in advance to avoid failure of tax verification due to the supplier being out of contact. In addition,if the invoice certification is inconsistent, you need to apply for red-letter issuance and re-issuance within 15 days—overdue will affect the tax refund declaration deadline.
For final compliance implementation, note: The tax refund will be directly transferred to your company's corporate account (agent accounts are prohibited from collecting tax refunds in 2026). The agent fee is charged at "3%-5% of the tax refund amount" (excluding miscellaneous fees such as customs declaration and logistics, which need to be clearly specified in the agreement). If the agent requires charging based on cargo value,it is most likely a hidden pitfall. In addition, some regions will implement "electronic tax refund declaration" in 2026—you need to confirm whether the agent has electronic port operation authority to avoid delayed declaration.

In 2026, customs will upgrade the requirements for "commodity code consistency" in agent export declaration. If the commodity code in the agent declaration does not match the supplier's invoice, the customs declaration will not be able to match the invoice, leading to tax refund failure. In addition, the "export port" on the customs declaration must be consistent with the actual departure port.
If the agent chooses a non-direct port for declaration to reduce costs, it will trigger customs "cross-regional declaration verification" and increase the probability of tax verification. Also, the "domestic source of goods" on the customs declaration must be consistent with the supplier's location.
If you purchase from multiple suppliers, you need to correspond to the source of goods separately to avoid account suspension. If there is an error in the customs declaration, you need to apply for cancellation and re-declaration within 10 days after customs clearance—overdue will affect the tax refund declaration period.

In agent export tax refund, "bill of lading endorsement" in the logistics link is key. The 2026 regulation requires that the consignee on the bill of lading must be consistent with the "exporter" in the agency agreement.
If the consignee on the bill of lading is written as an overseas customer, it will lead to unclear transfer of goods ownership, and the tax authority cannot confirm the authenticity of the export. In addition, demurrage fees and free storage period will affect the timeliness of document submission.
If the goods are detained at the port for more than 7 days, the agent may delay submitting the customs declaration and miss the tax refund declaration period. It is recommended that you clearly specify "free storage period not less than 14 days" in the logistics agreement, and require the agent to provide a "copy of the on-board bill of lading" (with the shipping company's seal) as an auxiliary document for tax refund to avoid tax refund failure due to logistics link delays.

In 2026, some European countries will implement "export VAT deferral". However, when exporting through an agent, as the principal, you need to pay attention to the connection between "domestic VAT deduction" and "overseas deferral".
If the VAT of the goods you purchased has been deducted, you can apply for a tax refund after the agent exports; if you have not deducted it, you need to confirm whether it meets the "zero-tax rate export" conditions. In addition, in terms of tax planning, the "small-scale taxpayer agent export exemption" policy is newly added in 2026, but it needs to meet the "annual export volume not exceeding 5 million yuan".
If you are a small-scale taxpayer, you need to confirm with the agent in advance whether this policy applies to you to avoid tax refund failure due to incorrect declaration as a general taxpayer. Also, in tax verification, if your supplier is a small-scale taxpayer, you need to provide "purchase vouchers + payment records" to avoid failure of tax verification because the supplier cannot provide input invoices.

The "foreign exchange collection link" of agent export tax refund must comply with the 2026 foreign exchange management regulations. Foreign exchange collection must be directly transferred from the overseas customer's account to your company's corporate account. If it is transferred through the agent's account, it will trigger "capital return" verification and lead to the suspension of tax refund. In addition, the foreign exchange collection amount must be consistent with the customs declaration amount (error not exceeding 5%).
If the difference exceeds 5%, you need to provide a "contract change agreement" to explain the reason. In 2026, the use of CIPS RMB cross-border payment is encouraged. The foreign exchange collection slip must include the "CIPS message number". If using SWIFT payment, you need to confirm whether the message contains the "export foreign exchange collection identifier" to avoid invalid foreign exchange collection vouchers. Also, if you are a cross-border e-commerce exporter, you need to provide "PayPal/Payoneer foreign exchange collection flow" to match the customs declaration—otherwise, you cannot get the tax refund.

The "clause design" of the agent export agreement is the key to avoiding risks. In 2026, the agreement must clearly specify: 1) Tax refund ownership: The tax refund is directly paid to the principal; 2) Responsibility division: If the tax refund fails due to the agent's document error, the agent must compensate for the loss; 3) Confidentiality clause: The agent shall not disclose the principal's purchase price and customer information.
In addition, if the agent requires a "performance bond", you need to confirm that the beneficiary of the bond is your company, not the agent, to avoid abuse of the bond. Also, if you have a dispute with the agent, you need to agree on "arbitration by the Shanghai International Arbitration Center" in the agreement to avoid cross-border litigation costs. In addition, pay attention to the "exclusivity clause" in the agreement—if the agent requires exclusive agency, you need to clearly specify "only for specific products" to avoid restricting your other export channels.

In 2026, the "four flows consistency verification" in tax verification will be stricter. You need to prepare the following archives in advance: 1) Contract flow: Agency agreement, purchase contract, sales contract (with overseas customers); 2) Invoice flow: Special VAT invoice (deduction copy), agent service fee invoice; 3) Logistics flow: On-board bill of lading, packing list, logistics tracking record; 4) Capital flow: Foreign exchange collection slip, bank receipt for payment to supplier, agent service fee payment voucher.
If the tax verification involves "supplier authenticity", you need to provide the supplier's business license and tax registration certificate (electronic version). If the supplier is from another place, you need to provide "logistics transportation voucher" to prove that the goods are from the supplier to the port. In addition, if you are applying for tax refund for the first time, the tax authority will conduct a "on-site verification"—you need to prepare goods inventory records and production records in advance to avoid failure of verification.

The "cost optimization" of agent export tax refund needs to start from trade terms and supply chain structure. In 2026, it is recommended to use the "FOB Shanghai" trade term—you are responsible for domestic logistics and customs declaration, and the agent is responsible for international logistics and tax refund. This can reduce the agent's operation cost and thus reduce the service fee.
In addition, if you purchase from multiple suppliers, you can use the "centralized declaration" method—unified declaration by the agent to reduce the number of documents and improve declaration efficiency. Also, for "inventory linkage" in the supply chain, if you have multiple warehouses, you need to confirm the "inventory transfer records" with the agent in advance to avoid inconsistency between the "quantity" on the customs declaration and the actual inventory.
In addition, the "RCEP tax refund preferential" is newly added in 2026—if your goods meet the RCEP origin rules, you can apply for additional tax refund. You need to confirm with the agent in advance whether they have the qualification to handle RCEP origin certificates.
