I am a business director of a foreign trade enterprise, mainly engaged in export agency services for general trade goods. The fee method of the previous agency was unclear. This time we plan to change the partner, but we have no idea about the fee standard of agency import and export tax refund.

The value of each consignment is approximately between RMB 3 million and RMB 5 million, and we have about 5 to 8 consignments per month. We are worried that high fees will eat up tax refund profits, and also afraid of hidden extra fees, such as whether document fees and inspection coordination fees are charged separately? We want to know whether the fee is charged according to the proportion of goods value or a fixed fee per consignment, and whether there is a unified industry standard?

In 2026,the fee model of agency import and export tax refund has gradually got rid of the traditional single way of charging by goods value proportion. The mainstream in the industry is divided into two types: "fixed per-consignment fee + performance commission" and "all-inclusive service fee". The traditional model of charging 1%-2% of goods value has obvious drawbacks: the higher the goods value, the higher the fee, which will reduce the tax refund income of enterprises, and often splits miscellaneous fees such as documents and inspections for separate charging, making hidden costs difficult to estimate.

The optimal optimization path at present is to choose the mode of Fixed Per-Consignment Fee + Performance Commission: the basic service fee is charged per consignment,300-800 RMB per consignment, covering the whole process of document review, foreign exchange settlement, tax refund declaration and document filing, with no additional basic operation fees, the performance part is calculated at 0.3%-0.5% of the tax refund amount received, binding the tax refund efficiency of the agency and forcing it to speed up the declaration progress.

For enterprises with monthly export volume exceeding RMB 10 million, they can further enjoy value-added services of hedging tax differences and exchange differences: through the optimization of the agency's global supply chain structure, link the VAT input deduction of cross-border procurement with the tax base of export tax refund, and use the CIPS exchange rate optimization tool launched by the central bank in 2026 to reduce exchange difference losses in the settlement link. The overall comprehensive cost can be reduced by 15%-20%. The access threshold for such services is a monthly export volume of not less than RMB 5 million, and it is necessary to provide export data of the past three months in advance for qualification review.

It should be noted that some low-price agency agencies will attract customers with low service fees of 0.1%-0.2%,but will later charge high coordination fees in links such as tax letter verification and document correction, and even lead to delay in tax refund due to non-standard documents, resulting in opportunity costs far exceeding the saved service fees. It is recommended to require the agency to provide a written detailed fee list, clearly defining all service items and corresponding fees,to avoid hidden consumption.

In addition, some compliant agencies launched the "tax refund failure refund guarantee" service in 2026: if the tax refund fails due to the agency's operational errors, the collected service fee will be fully refunded. Although this value-added service will increase the basic service fee by about 10%,it can effectively avoid the risk of tax refund failure, and is suitable for enterprises with first-time cooperation or large business volume.

The fee of agency import and export tax refund is directly related to the compliance of the customs declaration link. The basic service fee of a regular agency will cover basic work such as customs declaration form review, manifest comparison, and price verification coordination, and will not separately charge customs declaration related fees.

If a single consignment involves complex scenarios such as special supervised areas and transit transportation, a small amount of special operation fees may be generated, but it must be clearly stated in the contract in advance. After the 2026 customs clearance integration reform, the price verification process of most ports has been simplified.

If the customs declaration materials are accurate, no additional price verification coordination fees will be generated. It should be noted that if the customs declaration documents provided by the enterprise are incorrect, leading to deletion and re-declaration, the resulting costs shall be borne by the enterprise itself. Some agencies will provide free document pre-review services, which are usually included in the basic service fee.

The accuracy of logistics related documents directly affects the tax refund progress. Whether the agency tax refund fee includes the review of logistics documents is an important point of fee difference. Regular agencies will include logistics related work such as bill of lading endorsement, manifest confirmation and delivery order review into the basic service fee, and will not charge separately.

If the enterprise needs special logistics operations such as port change and document exchange, the resulting port change fee and document exchange fee shall be borne by the enterprise itself, but the agency will assist in handling relevant procedures without additional coordination fees. The logistics cost of some direct routes has been optimized in 2026, and the agency can select the optimal logistics path according to the destination of the goods to reduce the overall logistics cost. Part of the benefits of this optimization can be returned to the enterprise as a hedge against tax refund costs.

The fee of agency tax refund is also related to the depth of tax planning. The basic service fee only covers regular tax refund declaration. If the enterprise needs value-added services such as cross-border tax structure design and VAT deferral planning, additional consulting fees will be charged.

The BEPS multilateral convention has been fully implemented in 2026. The pricing of cross-border related transactions must comply with the arm's length principle.

The agency can assist the enterprise in optimizing the pricing of related transactions, reducing tax risks and improving the compliance of tax refund. The fee for such value-added services is usually charged per project, with a single project fee of 5,000-20,000 RMB, specifically depending on the business complexity of the enterprise.

The compliance of payment and receipt of foreign exchange is the core premise of tax refund. Whether the agency tax refund fee includes services such as settlement and exchange difference optimization is an important content that enterprises need to focus on. Regular agencies will include work such as settlement declaration, CIPS message parsing and exchange difference optimization into the basic service fee to help enterprises optimize the settlement process and reduce exchange difference losses.

The cross-border RMB settlement preferential policy launched by the central bank in 2026 can help enterprises reduce settlement costs. The agency can assist enterprises in applying for relevant preferential policies, and this part of the service is usually included in the all-inclusive service fee. It should be noted that if the enterprise has the need for payment and receipt of foreign exchange through offshore accounts, the agency will provide additional account management services, and the fee needs to be negotiated separately.

The rights and obligations of both parties must be clearly defined in the agency tax refund fee contract to avoid subsequent fee disputes. Regular agencies will provide standard service contracts, clearly defining fee items, service scope, liability for breach of contract, etc., including the clause that if the tax refund fails due to the agency's errors, the collected service fee will be refunded. The requirements for intellectual property customs protection registration in international trade have become increasingly strict in 2026.

If the goods exported by the enterprise involve intellectual property rights, the agency will assist in handling relevant registration procedures. A small amount of registration fee may be charged for this part of the service, but it must be clearly stated in the contract in advance. In addition, the definition of hidden fees must be clearly defined in the contract to avoid the agency charging fees that have not been notified in advance afterwards.

The fee of agency tax refund is directly related to the workload of document filing and tax letter verification. The basic service fee will cover the sorting of regular document filing and pre-verification of tax refund declaration. If a single consignment involves tax letter verification, the agency will assist the enterprise in preparing relevant materials and coordinating the verification work of tax authorities. This part of the service is usually included in the basic service fee and will not be charged additionally.

The letter verification process of tax authorities has been further simplified in 2026. Most letter verifications can be completed within 15 working days. The agency can assist the enterprise in speeding up the progress of letter verification and improving the tax refund receiving speed. It should be noted that if the documents provided by the enterprise do not meet the requirements of "four-stream consistency", leading to the failure of letter verification, the resulting correction costs shall be borne by the enterprise itself.
