I am a merchant engaged in entrepot trade of consumer electronic products. This year, I just switched the transshipment port from Singapore to Port Klang, Malaysia.

Last month, three batches of goods were required by customs to supplement documents due to mismatched waybill information, almost incurring high port detention fees. Now I want to figure out what types of waybills need to be provided throughout the entire entrepot trade process?

What requirements do the issuance, endorsement, and retention of waybills need to meet under different transshipment modes? Is there any way to avoid in advance the risks of customs clearance, foreign exchange payment, and tax refund caused by non-compliant waybills?

First, conduct pre-vetting of front-end documents. The matching degree of four core information items (consignor/consignee,cargo name, container number/seal number, gross weight/net weight) in three core documents (first leg waybill, transshipment port document exchange voucher, second leg waybill) must reach 100%. For unpacking and container replacement operations at the transshipment port, keep the unpacking records and new container seal number vouchers simultaneously to avoid information gaps.

At the core node connection level, waybill endorsement should match the cargo ownership transfer path. Order bills of lading need to complete a full endorsement chain, blank endorsement or skip-level endorsement is not allowed. For telex release waybills,an additional copy of the telex release guarantee issued by the carrier must be provided and uploaded to the customs single window simultaneously to match manifest information.

For exception plan setting, reserve a 7-working-day buffer period for document verification in advance. If customs raises a price audit query, you can directly retrieve the logistics track data and warehouse receipt records of the transshipment port as supporting materials for the waybill without waiting for data feedback from overseas carriers.

For final compliance implementation, keep the full set of original waybills and electronic scanned copies. The retention period must not be less than 5 years, covering the full traceability cycle of tax verification and foreign exchange verification. At the same time, file all additional documents of the transshipment link separately for easy access at any time.

Before submitting the entrepot trade waybill, it is necessary to match the underlying data of the customs manifest system first. The transport tool name, voyage number, and bill of lading number of the first leg and second leg waybills must be completely consistent with the manifest declaration information.

If container replacement occurs at the transshipment port, the old container number, new container number, and container replacement operation time should be marked in the waybill's remarks column, and a third-party certificate of the container replacement operation should be submitted to customs simultaneously. If the system logic verification fails, you can apply for the manual verification channel and submit the full logistics track proof and cargo ownership transfer agreement as auxiliary materials to avoid additional customs clearance time costs caused by direct deletion and re-declaration.

The issuer of the entrepot trade waybill must be a carrier with NVOCC qualification or its authorized agent. Waybills issued by unqualified freight forwarders on their own are not accepted as compliant certificates. When exchanging documents at the transshipment port, confirm that the consignor field of the second leg waybill is consistent with the consignee field of the first leg waybill.

If the consignor information needs to be modified, an endorsement certificate of cargo ownership transfer must be issued simultaneously to avoid subsequent cargo ownership disputes. When applying for free storage period, submit a copy of the waybill to the terminal operator simultaneously. After matching the manifest information, you can apply for a maximum 14-day transshipment free storage period to reduce logistics costs in the transshipment link.

The entrepot trade waybill is a core document for calculating cross-border logistics costs and confirming transaction authenticity. The freight amount marked on the waybill must be completely consistent with the actual paid freight flow and invoice amount.

If there is a freight discount or difference adjustment, the carrier must issue a difference adjustment statement to avoid being identified as non-compliant in cost allocation during tax verification. Vouchers for additional fees such as container replacement fees and storage fees incurred at the transshipment port must be kept bound with the waybill as compliant supporting materials for pre-tax deduction of corporate income tax, and no separate tax adjustment is required.

When verifying the payment and receipt of foreign exchange for entrepot trade, a full set of waybill copies must be provided. The information on the country of origin, transshipment country, and destination country of the goods on the waybill must be completely consistent with the transaction country in the foreign-related payment and receipt declaration.

If passing through multiple transshipment ports, the names and stay times of all stopover ports should be marked in the waybill's remarks column. When handling RMB cross-border payment and receipt via the CIPS channel, you can directly upload the electronic scanned copy of the waybill to the bank's document system without submitting the paper original, and the verification time can be shortened to 2 working days.

The cargo ownership clause of the entrepot trade waybill must be consistent with the cargo ownership transfer node agreed in the trade contract. If the cargo ownership is agreed to be transferred at the transshipment port, the consignee field of the waybill should be marked as an order title, and the second leg waybill should be issued after completing the corresponding endorsement to avoid disputes over cargo ownership.

If force majeure causes the waybill to be unable to be issued on time, the carrier must issue an official delay certificate and simultaneously issue a performance notification letter to the trade counterparty to avoid triggering liability for breach of contract.

When conducting on-site inspection of entrepot trade goods, you need to carry the full set of original waybills with you. The container number and seal number marked on the waybill must be completely consistent with the seal number of the actual arrived container.

If the seal is damaged or has replacement traces, you need to provide the seal replacement record and unpacking inspection record of the transshipment port as supporting materials simultaneously to avoid being judged as abnormal goods. Before machine inspection, submit the waybill information to the inspection window in advance. After matching the system data, you can take the priority inspection channel to shorten the inspection waiting time.

The cargo packaging information on the entrepot trade waybill must be completely consistent with the packaging type and quantity of the actual goods. If transporting electronic products containing lithium batteries, the corresponding UN number and dangerous goods class should be marked in the dangerous goods identification column of the waybill, and the corresponding dangerous goods transport label should be pasted simultaneously.

The remarks column of the waybill should mark the moisture-proof and shock-proof requirements of the packaging to remind the transshipment port operators to operate in accordance with specifications and avoid cargo damage during the transshipment link.

When applying for tax refund for entrepot trade, electronic scanned copies of the full set of waybills must be provided. The cargo name and quantity on the waybill must be completely matched with the information on the export declaration form, value-added tax invoice, and foreign exchange receipt slip to meet the verification requirement of four flows consistency.

If cargo splitting or merging operations occur at the transshipment port, an additional detailed list of splitting and merging must be provided and kept bound with the waybill to avoid being identified as having doubtful transaction authenticity during tax correspondence and affecting the tax refund progress.

The choice of transport path for the entrepot trade waybill can be optimized by combining the tariff policy and logistics cost of the transshipment port. When choosing the dual transshipment port mode, the operation division of the main transshipment port and secondary transshipment port should be marked on the waybill, and the corresponding logistics cost accounting model should be matched simultaneously.

If the CIF trade term is used to sign the second leg transport contract, the responsible party for freight and insurance premiums should be clearly stated on the waybill to avoid deviations in subsequent cost accounting.
