I am a small and medium-sized merchant engaged in cross-border export of home furnishing products. I just expanded into the EU and Southeast Asian markets this year. I often encountered problems when handling customs declaration and logistics on my own before.
Last month, a shipment sent to Rotterdam was detained at the port for 3 days due to incomplete documents, which cost me nearly 20,000 yuan in extra fees, a huge pitfall. Now I want to find an agency company to provide full-package export services. I have inquired with 3 companies so far, and their quotations differ by almost double.
Some charge 1.5% of the cargo value, some charge 3,000 yuan per shipment, and they also mention additional fees for tax refund expediting and inspection handling. I have no idea about the normal charging standards, and want to know what items are included in export agency fees, how to judge if there is arbitrary charging, and which charging model is more suitable for small and medium-sized sellers like me with a per-shipment cargo value of 100,000 to 300,000 yuan.

First of all,it should be clear that formal export agency fees in the 2026 market are all split by service modules, and there is no so-called "all-inclusive fixed price" without detailed breakdown. The big difference in the quotations you received is mainly due to the different service scopes included by each agency. The charging model based on cargo value usually includes full-chain services of customs clearance, foreign exchange settlement, and export tax refund, while the per-shipment charging model mostly only includes basic customs declaration, with value-added services priced separately.
For small and medium-sized sellers like you with a per-shipment cargo value of 100,000 to 300,000 yuan,it is recommended to prioritize the full-chain charging model of 0.8%-1.2% of the cargo value, and avoid the model of separate per-shipment billing plus value-added services. When encountering abnormal situations such as inspection and official inquiry, the additional fees of the latter model are usually 2-3 times the market price, and the extra expenditure per shipment can easily exceed 5,000 yuan.
Regular fees include three categories: The first category is basic service fees, covering the entire process of document review, customs declaration, foreign exchange settlement, and tax refund declaration, with no extra miscellaneous fees. The second category is reimbursable expenses, including port miscellaneous fees, international freight, and insurance premiums, all with traceable invoices, and the agency company does not earn price differences. The third category is optional value-added service fees, such as expedited customs clearance, overseas warehouse consignment, and VAT deferral declaration. The price of such services is agreed in advance, and you can opt out if you do not need them.
To judge whether there is arbitrary charging, you only need to follow two standards: First, all charging items are provided with a detailed breakdown in advance, and there are no hidden fees added afterwards. Second, the reimbursable part provides formal invoices issued by official authorities, and private price markup by the agency company is prohibited. In addition, you can require the tax refund arrival time limit and abnormal handling fees to be written into the service contract,so that you can directly deduct the service fees once arbitrary charging occurs.
Finally,as you export home furnishing products to the EU,you can also apply for VAT deferral, which can save nearly 2,000 yuan in prepaid tax per shipment, fully covering the agency service fee expenditure. The actual comprehensive cost is about 3% lower than operating on your own.

Fees for the customs declaration process are usually included in the basic service fee. Fees for handling valuation and classification disputes will not be charged additionally by formal agencies. If it is necessary to delete and re-declare or make a second declaration, a maximum operation fee of 200 yuan per time will only be charged if it is caused by incorrect document information provided by the merchant.
All losses caused by the agency company's declaration errors shall be borne by the agency. After the integration of national port customs clearance in 2026, the unified standard for customs declaration service fees is 150-300 yuan per shipment.
Any separate customs declaration fee exceeding this standard belongs to premium charging, and merchants can directly request a reduction. In addition, for services such as license handling and certificate of origin application, the charging standard for each certificate is 100-200 yuan, no pre-payment is required, and payment can be made after the certificate is issued.

Logistics fees are reimbursable items. Formal agencies will provide at least 3 logistics solutions for merchants to choose from, respectively marked with different time limits, prices, free detention period and free storage period policies, and will not force merchants to choose high-premium solutions. For the problem of space overbooking and container rollover on European and American routes, the space guarantee fee charged by formal agencies shall not exceed 5% of the freight at most.
If container rollover still occurs after paying the space guarantee fee, the agency shall bear all detention fees and port storage fees, and give priority to arranging the nearest voyage for supplementary shipment. In addition, if overseas warehouse transit is applied, the storage fee quotation shall be calculated on a weekly basis, with no minimum consumption requirement. Merchants can adjust according to the actual pick-up time, and do not need to pre-pay the full month's storage fee.

Export tax refund related services are usually included in the basic service fee, and no additional "tax refund expediting fee" is required. In 2026, the normal review time limit for export tax refund by the tax authority is 3-5 working days, and eligible Class A enterprises can realize same-day arrival.
The so-called "expedited tax refund" is mostly that the agency company uses its own Class A enterprise qualification to help you declare in advance, which will not generate additional administrative costs. Separate expediting fees belong to arbitrary charging.
If it involves EU VAT deferral declaration, the service fee standard for a single declaration is 300-500 yuan per shipment, which will not be charged according to the proportion of cargo value, nor require pre-payment of VAT deposit. You only need to provide compliant sales chain proof to handle it.

Foreign exchange settlement services are included in the basic service fee. Formal agencies will not charge additional settlement handling fees.
The settlement exchange rate adopts the real-time bank mid-market rate, with a maximum exchange difference of less than 0.2%, which is the fee charged by the bank, and the agency company will not earn exchange difference. If RMB cross-border settlement is required, the settlement cost through the CIPS channel is exactly the same as that of the SWIFT channel, with no additional fees.
If account reconciliation and exchange adjustment are required, a maximum operation fee of 100 yuan per time will only be charged if it is caused by incorrect foreign exchange receipt information provided by the merchant. All losses caused by the agency company's operation errors shall be borne by the agency.

The service contract must specify the details of all charging items and the charging standards for abnormal situations. Do not sign vague clauses such as "all additional expenses shall be borne by Party A". For abnormal situations such as inspection and official inquiry, it should be clarified that all fees and losses caused by the agency company's operation errors shall be borne by the agency company.
In addition, if the agency is required to issue a guarantee letter, handle intellectual property registration and other services, the single charging standard is 500-1000 yuan per time, which is not linked to the cargo value, nor requires pre-payment of deposit. Payment can be made after the service is completed.
Do not sign clauses with "minimum service term". Merchants can terminate the cooperation at any time without paying liquidated damages.

All fees incurred from customs inspection are reimbursable. The container unpacking fee and moving fee invoices issued by the port will directly correspond to the specific container number, and the agency company will not mark up additionally.
If it is a normal X-ray inspection without unpacking or container unloading, no inspection service fee will be charged. Only when manual on-site cooperation for inspection is required, a maximum labor fee of 300 yuan per time will be charged.
If sample submission and testing are required, the testing fee is charged by the customs with formal administrative fee invoices, and no additional "sample submission coordination fee" is required. Such fees are all fictitious hidden consumption by the agency company, and merchants can directly refuse to pay.

If your cargo requires special treatment such as moisture-proof reinforcement and dangerous goods packaging, the packaging fee is a reimbursable item. The agency company will provide the procurement certificate of packaging materials and the breakdown of labor costs, and will not earn price differences. For wooden packaging of home furnishing products, the fumigation fee with IPPC mark is 200-300 yuan per cubic meter, which will not be charged according to the proportion of cargo value.
If you need to prepare MSDS reports and dangerous goods classification identification reports, the charging standard for each report is 1000-1500 yuan, and the validity period of the report is 1 year. It is not necessary to re-prepare for each shipment. If the agency company requires a report fee for each shipment, it belongs to arbitrary charging, and merchants can directly request a reduction.

Document filing and official inquiry handling services related to tax refund are included in the basic service fee, and no additional "official inquiry handling fee" is required. In 2026, the official inquiry handling time limit of the tax authority is 7-10 working days, and it can be passed normally as long as the four flows are consistent.
The so-called "official inquiry coordination fee" is a fictitious charging item by the agency company. If cross-month declaration and pre-declaration verification are required, no additional service fee will be incurred. Only when the tax refund fails due to incorrect input invoices provided by the merchant, the agency company will charge a maximum adjustment fee of 500 yuan per time.
The tax refund loss caused by the agency company's declaration error shall be fully borne by the agency. In addition, the foreign exchange receipt verification service is completely free, and no additional fees will be charged.
