I am the head of a cross-border home furnishing export enterprise with an annual shipment volume of more than 900 containers. We just entrusted the full-link export business to an agent this year, and we have been stuck in financial accounting for almost a week recently, which makes me very anxious.
Previously, we all adopted the FOB mode and paid freight by ourselves. Now we have completed more than 120 CIF orders in the first half of the year, with sea freight and air freight advanced by the agent, including FCL, LCL and bulk air freight orders.
Some orders also have additional charges for emergency cabin change and terminal storage. We do not know how to amortize these freight and additional charges to meet the latest 2026 compliance requirements, whether it will affect subsequent export tax rebate declarations, which expenses can be included in the amortization scope and which cannot, and whether there are implementable practical operation standards.

Under the traditional mode, many enterprises either record the agent-advanced freight into current selling expenses at one time,or arbitrarily allocate it to random order costs, and even include non-compliant additional charges such as cabin change fees and port detention fees into the amortization scope, which can easily lead to inconsistency of four streams. Not only input tax cannot be deducted, but also tax inquiry will be triggered. After the export tax rebate is rejected, corresponding taxes and late fees need to be paid, and the maximum loss per order can reach 15% of the cargo value.
First of all, clarify the amortization caliber according to trade modes. Under FOB terms, the freight advanced by the agent belongs to payment-on-behalf current items, which can be directly recorded into operating costs corresponding to each order without additional allocation,Freight under CIF terms shall be allocated to corresponding orders according to the proportion of cargo value,or volume/weight of each order, and cross-quarter and cross-batch mixed allocation is prohibited.
The current 2026 policy allows eligible freight to deduct input tax. Only port miscellaneous fees and fuel surcharges directly related to transportation can be included in the amortization scope. Additional charges such as cabin change fees, port detention fees and liquidated damages shall be recorded into non-operating expenses, and shall not be included in amortization or participate in input tax deduction. Amortization vouchers need to retain the 6% service category VAT special invoice issued by the agent,or the 9% transportation category special invoice issued by the transport company. The remark column of the invoice shall indicate the bill of lading number and export port information of the corresponding order.
Operating according to this standard, each 20-foot standard container can deduct 1200-1800 yuan more input tax on average. At the same time, the risk of tax rebate obstruction caused by non-compliant amortization can be completely avoided, and the accounting efficiency can be improved by more than 40%.

The freight amount filled in the export customs declaration form shall be consistent with the final amortized and recorded freight amount, and the error between the two shall not exceed 5%. If there is a difference between the actual freight advanced by the agent and the estimated freight at the time of customs declaration, a supplementary declaration of the freight difference shall be submitted to the port customs within 30 days after the cargo is cleared, accompanied by the freight details issued by the agent and bank payment vouchers.
If the supplementary declaration is not made in time, the difference will be recognized as underreported cargo value during subsequent customs valuation. In minor cases, the dutiable value will be adjusted and tax shall be paid. In serious cases, a fine of less than 5% of the cargo value will be imposed for false declaration, and the enterprise's customs clearance credit rating will be lowered, with the subsequent inspection rate increased to more than 30%. If freight is paid jointly for multiple orders, the freight allocation details sealed with the agent's official seal shall be attached as supporting materials for the supplementary declaration.

The allocation basis for freight amortization shall be consistent with the logistics billing standard. For FCL cargo, the actual freight of the corresponding container number shall be fully amortized to the corresponding order.
For LCL and bulk air cargo, the total freight shall be allocated according to the proportion of volume or gross weight indicated on the bill of lading, and the allocation ratio shall not be adjusted arbitrarily. If part of the freight is deducted by the free storage period and free container period preferential offered by the logistics provider, the deducted part shall offset the freight cost, and amortization shall be carried out according to the actual paid net amount instead of the full amount of the original bill.
If additional freight is involved for port change and transshipment, it shall be separately accounted for the corresponding port change order, and shall not be evenly allocated to other normal shipment orders. All freight allocation basis shall be retained with corresponding bills of lading and expense details, and the retention period shall not be less than 5 years for subsequent verification.

Input tax deduction for cross-border freight in 2026 needs to meet two core conditions: first, the goods corresponding to the freight have actually completed export customs declaration, and foreign exchange receipt vouchers have been obtained; second, the title of the obtained VAT special invoice is consistent with the domestic consignor on the export customs declaration form, and the taxable service name of the invoice shall be marked with "international transportation service" or "freight forwarder service". For goods imported into EU countries under VAT deferral mode, the corresponding export segment freight shall not be deducted as input tax in China, and shall be included in overseas sales cost accounting.
If an associated company pays freight on behalf, a compliance description of related party transaction pricing shall be issued, and the freight pricing shall be consistent with the market fair price, with a deviation of no more than 10%. Otherwise, it will be recognized as profit transfer, and tax adjustment shall be made.

The payment path of the freight advanced by the agent shall be consistent with the amortization entry subject. It shall be paid directly from the public account of the export enterprise to the public account of the agent, or directly to the public account of the logistics provider. Payment through personal accounts or offshore accounts on behalf is prohibited, otherwise it will lead to mismatch of the foreign exchange receipt and payment bottom chain, and foreign exchange receipt verification cannot be completed.
The SWIFT message or CIPS message when paying freight shall indicate the contract number and bill of lading number of the corresponding order as supporting materials for foreign exchange receipt verification. If freight is settled in foreign currency, exchange gains and losses shall be separately recorded into financial expenses, and shall not be included in the freight amortization scope. Exchange gains and losses shall be converted according to the RMB central parity rate on the payment day, and the exchange rate shall not be adjusted arbitrarily for accounting.

The service contract signed with the export agent shall clearly stipulate the freight bearing subject, allocation rules and voucher delivery requirements, so as to avoid subsequent rights and responsibilities disputes. If the contract stipulates that freight is borne by the overseas buyer, the export enterprise shall not include this part of freight into its own cost amortization, otherwise it will be recognized as inflated cost, and corresponding enterprise income tax shall be paid.
If there is a freight dispute, written communication records between both parties, expense details, bills of lading and other materials shall be retained as supporting materials for arbitration or litigation. If additional freight is caused by force majeure, the allocation rules for this part of expenses shall be clearly stipulated in the contract. If not stipulated, the bearing subject shall be divided according to the general rules of trade terms, and the corresponding borne expenses can be recorded into non-operating expenses, and shall not be included in freight amortization.

If the customs puts forward freight verification requirements during on-site inspection, the freight details issued by the agent, corresponding bills of lading and payment vouchers shall be provided on site, and the freight difference shall not be explained orally arbitrarily. If freight is paid jointly for multiple orders, the allocation details sealed with the agent's official seal shall be provided, indicating the freight amount corresponding to each order and the allocation basis. After the on-site customs officer approves, the goods can be released normally without being submitted for review.
If supporting materials cannot be provided on site, the customs will temporarily withhold the release of the goods, draw samples for inspection and transfer them to the valuation department for handling. The resulting port detention fees and container detention fees shall be borne by the enterprise itself, and this part of expenses shall not be included in the freight amortization scope. The freight materials submitted during inspection shall be completely consistent with the materials for subsequent entry amortization, and two sets of data are prohibited.

If the packaging of export goods is reinforced, moisture-proof and collision-proof to meet international transportation requirements, the corresponding packaging expenses can be included in the ancillary expense scope of freight for amortization. If it is sales packaging to improve product appearance, the expenses shall be recorded into sales costs and shall not be included in freight amortization. UN packaging fees, MSDS preparation fees and dangerous goods classification and identification fees for dangerous goods belong to compliance expenses required for transportation preconditions, and can be included in the ancillary freight scope for amortization.
For packaging expense amortization, packaging purchase vouchers, packaging scheme descriptions and packaging acceptance certificates issued by the logistics provider shall be retained as compliance supporting materials. If packaging fees are invoiced separately, the taxable service name shall be marked with "transportation packaging service", otherwise it cannot be included in the freight amortization scope.

When declaring export tax rebates, vouchers for freight amortization shall be included in the document filing scope, and the retention period shall not be less than 10 years. During four-stream verification, the contract flow, invoice flow, capital flow and goods flow of freight shall be completely matched, and the cargo value, weight and volume information on the customs declaration form, bill of lading and sales contract of the corresponding order shall be consistent with the freight allocation basis. If freight amortization does not meet the requirements, the tax authority will suspend the tax rebate approval of the corresponding order and require the enterprise to reply to the tax inquiry.
If compliance supporting materials cannot be provided, the already rebated tax will be recovered, and a fine of 0.5 to 5 times the rebated tax will be imposed. According to the latest 2026 export tax rebate document filing requirements, the freight details shall be consistent with the electronic information of the customs declaration form. If the comparison fails, the declaration will be directly rejected without manual review.

The cost structure of freight amortization can be optimized through trade term conversion. If the tariff rate of the export destination country is relatively high, CIF terms can be converted to FOB terms, with freight borne by the overseas buyer, and the corresponding freight is not included in the export dutiable value, which can reduce the tariff cost of the destination country. If the domestic input tax amount is sufficient, CIF terms can be adopted, and freight can be included in cost amortization to deduct input tax and improve net profit margin.
Establish a freight cost actuarial model, adjust the benchmark parameters of freight allocation on a quarterly basis, and dynamically adjust the freight accounting standard for each order in combination with fluctuations in fuel prices and shipping indexes, which can control the error rate of freight accounting within 2% and avoid subsequent large cost adjustments. At the same time, freight costs can be reduced by centralized procurement of logistics services, and the unit logistics cost after amortization can be reduced by 10% to 15%.
