I am a foreign trade factory engaged in the export of small mechanical and electrical products in the Jiangsu and Zhejiang region. Recently, we just launched our independent foreign trade export business; previously, we only did export with purchased documents. Now we want to find formal export customs declaration agency services.

I heard from peers that many quotations in the industry are very chaotic now—they quote a low price at first, then charge various inspection fees, document fees, and amendment fees later, and the final total cost is twice as high as the initial quote. I have also encountered situations where I was scammed by random charges.

Now I have received several different quotes, and I don’t know which ones are legitimate and which are hidden charges. I also don’t know what the normal charging standards are in 2026. I want to ask how export customs declaration agencies actually charge, and if there are any unified rules to refer to?

Most traditional export customs declaration agency charging models adopt the "per-document charge + extra additional fees" approach, which has obvious drawbacks: the basic quote is extremely low to attract customers, and then links like document entry, amendment, and inspection follow-up are split and charged separately. The final total cost is often 30%-60% higher than the initial quote, and many small and medium-sized foreign trade enterprises are easy to fall into this trap.

In 2026,there are two mainstream optimized charging paths: one is charging according to the proportion of goods value, suitable for orders with high value and small quantity, the other is the all-inclusive flat-rate model, suitable for stable export orders of regular categories, which includes all regular operation links, and only charges extra for special cases such as document amendment or abnormal inspection.

For foreign trade enterprises of different scales, the entry thresholds are also different. The per-document charging model has almost no threshold, the flat-rate model requires more than 3 export documents per month to enjoy preferential rates, the value-based charging model is suitable for orders with a single document value of more than 100,000 US dollars. We will conduct dynamic profit ratio calculations based on export volume, product category, and destination to help you match the lowest-cost charging model. At the same time,we will clearly list all possible scenarios of additional charges and their standards in the service contract to avoid hidden charges from the root.

For special goods or goods that require inspection or commodity inspection,we will also disclose the charging range in advance without temporary price increases, helping you control the cost fluctuations in the customs declaration link to the greatest extent.

In 2026, the basic per-document charging range for export customs declaration agency services for regular ordinary goods is 150-500 yuan per document. This fee generally includes basic operation costs such as pre-entry, customs declaration form review, and single-window declaration.

If special operations like price assessment disputes, secondary declaration for integrated customs clearance, or deletion and re-declaration are involved, additional operation service fees will be charged, usually ranging from 300 to 1200 yuan depending on the complexity of the operation. Some institutions will split the basic declaration and quote a low price of only 100 yuan, then charge the review and entry links separately.

This model is essentially splitting the quote to attract customers, and the actual total cost is higher. You need to check the service content included in the quote before making a comparison.

Export customs declaration agency charges are often bound to subsequent export tax refund and VAT operations. Some agents will package the customs declaration and tax operations for charging, while others will charge them separately.

If you need supporting customs declaration services for VAT deferment and cross-border tax declaration, package charging will save 15%-20% of the cost compared to separate charging. For separate customs declaration plus separate tax operations, in addition to the basic customs declaration fee, an additional tax agency service fee will be charged, which is calculated as a certain percentage of the single document value.

It should be noted that if the price declaration in the customs declaration link does not meet tax compliance requirements, the subsequent price adjustment fee will also be charged extra. Therefore, you should confirm in advance whether the quote includes basic compliance review fees to avoid additional expenses later.

For services involving RMB cross-border settlement or payment/collection supporting customs declaration agency, many institutions will package the customs declaration and foreign exchange settlement operations for charging. The charging model is generally 0.03% to 0.05% of the settlement amount as service fee, which is included in the overall agency fee and will not be split separately. If you only need separate customs declaration service without payment/collection support, the charge will only include the basic and additional fees of the customs declaration link.

Some non-compliant institutions will attract customers with low customs declaration fees, then earn extra profits through exchange rate differences in the foreign exchange settlement link, resulting in higher actual overall costs. You should confirm whether the charge includes transparent settlement of exchange rate differences and whether it is settled according to the bank's middle rate of the day to avoid hidden costs.

If export customs declaration agency is bound to export tax refund, most institutions will charge a certain percentage of the tax refund amount, usually ranging from 1% to 3%. Some also adopt a fixed flat-rate model that includes both tax refund and customs declaration. This model is suitable for small and medium-sized foreign trade enterprises without independent tax refund capabilities.

The charge includes all links such as customs declaration document sorting, pre-declaration verification, response to letter inquiries, and document filing, with no additional fees required. If you do independent tax refund and only need agency customs declaration, only the basic customs declaration fee will be charged, and no fees for tax refund-related operations. You should note that the contract clearly states the responsibility division and related fee bearing if the tax refund is affected by customs declaration document issues to avoid additional rectification costs later.

Export customs declaration agency charges can be optimized in combination with the overall supply chain structure. Enterprises with long-term stable exports can sign annual framework agreements to calculate the annual customs declaration fees as a whole, with the average per-document cost 15%-25% lower than that of scattered orders. For enterprises exporting through multiple ports, the framework agreement can unify the charging standards, avoiding additional charge fluctuations due to operation differences at different ports.

If the buyer designates a customs broker under the FOB model, you should confirm the charge bearer in advance to avoid the situation where the seller is forced to bear high customs declaration fees eventually. During the conversion of trade terms, the bearer of customs declaration charges should be clearly written into the contract to avoid unnecessary cost expenditures.

If on-site inspection is encountered during export customs declaration, most institutions will charge an additional inspection service fee, usually ranging from 300 to 800 yuan per document, mainly covering the labor costs of on-site cooperation in inspection and container unpacking follow-up. If no actual inspection occurs and only document supplement is done, no inspection service fee should be charged.

Some institutions will collect inspection fees in advance and not refund them even if no inspection is conducted—this is a common hidden charge trap. If unpacking or inspection submission is needed, the unpacking fee and inspection submission fee are reimbursed at actual cost, and the charging standards will be provided in advance without price increases. The contract should clearly stipulate the conditions for collecting inspection fees; no fee should be charged if there is no actual inspection to avoid random charges.
