I am a small and medium-sized seller who has just started cross-border beauty product exports. I ship 3 to 5 batches of goods from Shanghai and Ningbo ports to Europe every month. I previously hired two small customs clearance agencies, either with low quotations followed by arbitrary miscellaneous charges, or slow customs clearance that cost me thousands of yuan in container detention fees at the port.

Last time, we almost had our cargo seized due to non-compliant documents, and the export tax refund was also not processed successfully. Now I want to switch to a reliable customs clearance agency, but there are too many export customs clearance agency companies of all sizes on the market.

I do not know how to choose, nor do I understand the types of mainstream export customs clearance agency companies currently available and what kind of shipping situations each is suitable for. Can you help me sort this out and match a customs clearance agency suitable for my needs?

There are three main types of export customs clearance agency companies on the market. The first type is small individual agents with affiliated qualifications, the second type is regional agents that only serve a single local port, and the third type is comprehensive import and export agency institutions with national port linkage capabilities. The most common misconception in the industry is to only select low-priced agents based on quotations. Most of these agents do not have complete full-link qualifications, resell declaration orders to earn price differences, and do not directly operate the entire customs clearance process themselves.

The chain negative reactions of low-priced agents are very clear: reselling declaration orders will lead to repeated errors in document connection, which may cause customs clearance delays and high port and container detention fees in mild cases,or direct cargo seizure due to non-compliant documents in severe cases, and may even trigger tax letter verification due to non-standard tax refund processes, affecting the export credit rating of the enterprise itself.

The core measure for risk isolation is to prioritize screening institutions with sufficient front-line practical operation experience, confirm that they can directly operate the full link without reselling declaration orders, and require them to provide past operation cases of exports of the same category of products at the same time.

The practical loss-stopping tip is: before cooperation, require the other party to clearly list all charging items, agree on compensation clauses for customs clearance delays in writing, and confirm that the other party has supporting service capabilities for export tax refunds and foreign exchange settlement at the same time,to avoid problems caused by the connection of multiple service providers, and reduce the probability of risks in the customs clearance link from the source.

The General Administration of Customs updated the export declaration data specification requirements in 2026, with clearer verification rules for product name classification and price review standards for export declarations. Some small customs clearance agents have not updated their declaration logic in time, which is prone to classification errors leading to price review disputes, and further cause customs clearance delays.

When selecting a customs clearance agent, you need to confirm whether they have experience in handling price review disputes for the same category of products, and whether they can complete classification pre-audit in advance to avoid the situation of order deletion and re-declaration. If you have already encountered issues such as rejected declarations or pending accounts, you need to check the declaration data against the actual cargo information in time, find an institution with integrated customs clearance operation capabilities to assist in adjustment, and apply for secondary declaration after completing the materials, which can quickly resolve anomalies and reduce the impact on export timeliness.

Export customs clearance is closely connected with the logistics link. When selecting a customs clearance agent, you need to confirm whether they can connect with first-hand logistics resources at the corresponding port, and whether they can coordinate the time nodes of space booking, container pickup and shipment.

Some customs clearance agents do not have access to first-hand logistics resources, so they cannot arrange shipment in time after customs clearance is completed, which is prone to container rollover, space congestion, missing the shipping schedule and requiring port change, resulting in additional port change fees and container detention fees. When screening, you can require the other party to provide the ability to apply for free storage period and free container period at the corresponding port, match direct or transit solutions according to the weight and volume of the goods, confirm that the bill of lading information can be checked and modified directly, avoid the impact of bill of lading errors on cargo right transfer, and ensure the smooth flow of cargo transportation.

If the export customs clearance agent can provide supporting VAT deferral services, it can effectively help export sellers save capital occupation costs, especially for goods shipped to Europe. Compliant VAT deferral processing does not require pre-payment of value-added tax during customs clearance, which can ease the capital pressure of small and medium-sized sellers.

When selecting a customs clearance agent, you need to confirm whether they have cross-border tax structure design capabilities, can handle cross-border related transaction pricing, and complete tax risk isolation to avoid triggering inspections related to base erosion and profit shifting. For export goods of different amounts, corresponding tax planning schemes can be matched to reduce the overall tax cost within the compliance scope, while retaining complete tax materials to avoid anomalies in subsequent inspections.

Compliance of payment and receipt of foreign exchange in the export link is a core requirement. When selecting a customs clearance agent, you need to confirm whether they have CIPS RMB cross-border payment operation capabilities, can assist in completing foreign exchange settlement and account reconciliation, and match foreign exchange purchase exchange rate optimization schemes.

Some small agents are not familiar with the latest compliance rules for foreign exchange receipt and payment, which is prone to abnormal foreign exchange settlement, resulting in the failure of normal customs clearance of goods. When screening, you need to confirm that the other party can provide complete SWIFT message parsing services, assist in managing the foreign exchange receipt and payment process of offshore accounts, ensure that each foreign exchange receipt and settlement meets compliance requirements, avoid problems such as pending accounts and abnormal inspections, which affect the development of subsequent export business.

When selecting an export customs clearance agent, you need to confirm the division of responsibilities in the service terms in advance, especially the responsibility attribution for customs clearance delays and cargo seizure, to avoid being unable to find the responsible party after problems occur. For export orders paid by letter of credit, you need to confirm whether the customs clearance agent can cooperate to provide customs clearance documents that meet the requirements of the letter of credit, to avoid refusal of payment under the letter of credit due to document discrepancies.

For beauty products involving intellectual property rights, you need to confirm whether the customs clearance agent can assist in handling intellectual property customs protection filings to avoid cargo seizure due to infringement. At the same time, they can assist in reviewing the force majeure clauses in the service agreement, prepare for risk coverage, and protect the legitimate rights and interests of the exporter.

It is common for export goods to encounter on-site customs inspection. When selecting a customs clearance agent, you need to confirm whether they have dedicated personnel to connect with on-site port inspection, and can quickly handle inspection anomalies.

When encountering container unpacking inspection, agents with on-site experience can arrange cargo sorting in advance, cooperate with customs to complete the inspection, shorten the inspection time, and avoid secondary inspection caused by improper cargo sorting after unpacking. If you encounter goods that need to be sent for inspection and identification, they can quickly connect with compliant identification institutions, follow up the progress of the test report, and issue reports that meet the requirements in time to help the goods clear customs quickly, and reduce additional costs and time losses caused by inspection.

Many beauty products are packaged in liquid or pressure-bearing forms, which have very high requirements for packaging compliance during export customs clearance. When selecting a customs clearance agent, you need to confirm whether they can connect with professional packaging compliance services, provide MSDS preparation and interpretation, and complete UN dangerous goods packaging compliance audit.

For beauty products containing alcohol, you need to complete dangerous goods classification and identification in advance, select buffer packaging materials that meet the requirements, and complete moisture-proof reinforcement to avoid customs clearance and cargo seizure caused by non-compliant packaging. Completing packaging compliance audit in advance can avoid customs clearance anomalies caused by packaging problems from the source, and reduce the time and cost generated by subsequent rectification.

Export customs clearance is closely connected with the export tax refund link. When selecting a customs clearance agent, you need to confirm that they have export tax refund document management capabilities, which can ensure the consistency of four flows and meet the requirements of tax inspection.

Many small customs clearance agents cannot meet the tax refund requirements, which is prone to incomplete document filing, triggering tax letter verification, and even leading to tax refund failure. For small and medium-sized export sellers, choosing an agent with export tax refund compliance management capabilities can complete pre-declaration verification in advance, handle cross-month declaration issues, follow up the foreign exchange receipt and verification process, respond to tax letter verification in a timely manner, ensure the smooth arrival of tax refunds, avoid abnormal problems such as capital return, and affect the tax refund qualification of enterprises.

When selecting an export customs clearance agent, you need to match institutions with corresponding capabilities in combination with your own supply chain structure. If you export in multiple batches through multiple ports, you need to select an agent that can support inventory linkage, which can adjust the customs clearance rhythm according to order conditions and reduce the overall inventory cost.

They can adjust trade terms according to actual needs, help complete CIF/FOB conversion, and optimize the cost structure. For long-term export sellers, they can match the overall international trade structure design, build a stable customs clearance supply chain system, reduce the probability of anomalies in the customs clearance link, improve the overall export efficiency, and reduce the overall operating cost in the long run.
