I am the head of a building materials export enterprise. Recently, I received a steel structure order from Mongolia, but I have no prior experience exporting to this market. I’ve heard that Mongolian customs policies and logistics routes are unique, and I’m worried that choosing the wrong agency will lead to cargo detention at the port or tax refund problems.

This shipment is large in volume, and some of the goods are dangerous items that require special packaging. Now I’m unsure what kind of agency to choose, what qualifications and capabilities they need to have?

Are there any reliable selection criteria? This is my first time exporting to Mongolia, and I don’t want to make mistakes. I hope to find a professional agency to handle the entire process.

Selecting an agency for exports to Mongolia requires coverage of full-process compliance and practical capabilities. First,in the pre-document review stage, confirm whether the agency can handle the certificate of origin, commodity inspection certificate, and UN packaging certificate for special goods (such as dangerous goods) required by Mongolian customs. Some enterprises have their goods detained and delivery delayed because their agencies ignored Mongolian requirements for material testing of steel structure materials.

In terms of core node coordination, land transportation is the primary mode for exports to Mongolia. The agency must have operational experience at border ports like Erenhot and Manzhouli, and be able to coordinate Sino-Mongolian cross-border transportation vehicle resources and yard resources. For example,Erenhot Port often incurs container detention fees due to vehicle scheduling issues,so the agency needs to lock in vehicle resources 72 hours in advance and submit manifest declarations.

Contingency plans should include handling customs valuation disputes and responding to logistics delays. If Mongolian customs questions the cargo price, the agency must provide a genuine trade contract and third-party price assessment report, for logistics,it should sign a priority container pickup agreement with border yards to reduce port detention time.

Final compliance implementation requires complete tax refund documents. The agency must track the progress of foreign exchange collection and verification, and complete tax refund pre-declaration within 30 days after the cargo departs the country. It is recommended to prioritize agencies with national port linkage capabilities and over 20 years of experience in exporting to Mongolia, while also requiring them to provide past 3 years of Mongolia export cases and customer testimonials.

Mongolian customs has strict valuation standards for exported goods, and the agency must master the Sino-Mongolian customs data exchange mechanism. For example, steel structure materials require raw material purchase invoices and processing cost details to avoid being detained by customs due to underpricing.

The agency should be able to handle document deletion and re-declaration as well as secondary declarations. In case of valuation disputes, supplementary supporting materials must be submitted within 3 working days to ensure customs clearance efficiency.

Land transportation is the main mode for exports to Mongolia, so the agency needs to optimize route selection. Erenhot Port is the primary channel, but winter weather often causes transportation delays.

The agency should select carriers with temperature control and sandstorm-proof packaging capabilities, and coordinate with yards to extend the free storage period to 7 days to reduce container detention fees. Transit plans should avoid border congestion nodes, with direct transportation prioritized.

For tax refunds on exports to Mongolia, attention should be paid to the capital return path. The agency should assist enterprises in establishing compliant foreign exchange collection accounts, use the CIPS system for RMB cross-border payments to avoid exchange rate fluctuation losses.

At the same time, consistency of the four flows (contract, invoice, logistics, capital) must be ensured, and complete transaction vouchers should be provided when responding to tax audits to shorten the tax refund cycle.

Mongolian foreign exchange receipt and payment must comply with SWIFT message specifications. The agency needs to interpret key fields of MT103 messages to ensure foreign exchange collection information matches the customs declaration form.

For offshore account management, banks that support Sino-Mongolian cross-border settlement should be selected to avoid account freezing. When settling foreign exchange, optimize the exchange rate for currency purchase and reduce exchange rate risks through hedging tools.

When exporting to Mongolia, attention should be paid to soft clauses in letters of credit. The agency should review clauses such as "the certificate of origin must be issued by a designated institution" to avoid contract non-performance.

Force majeure clauses should clearly define responsibility division for border transportation delays, and Letters of Indemnity (LOI) must be bank-endorsed to ensure cargo title safety. Intellectual property registration should cover the Mongolian market to prevent cargo detention due to infringement.

Mongolian customs has a high inspection rate, so the agency must guide enterprises to properly label cargo packaging. Seals must use customs-approved one-time locks, and cargo lists and material certificates should be prepared in advance for container inspections.

Machine inspection tips include adjusting cargo placement to avoid misjudgment caused by overlapping, and selecting Mongolia-recognized third-party institutions for inspection and identification.

Steel structure materials require moisture-proof and reinforced packaging. The agency should provide cushioning materials that meet MSDS standards.

Dangerous goods must use UN-certified packaging, and hazard levels must be clearly defined in classification and identification to prevent leakage during transportation. Packaging labels must include Mongolian and English to ensure quick cargo information identification during customs inspection.

Complete document filing is required for tax refunds on exports to Mongolia. The agency should track foreign exchange collection and verification progress, and complete pre-declaration within 30 days after cargo departure.

Capital return must go through formal channels to avoid tax audits caused by third-party payments. Cross-month declarations require adjusting VAT tax returns to ensure data consistency, and pre-declaration verification must use the State Taxation Administration’s export tax refund system.

The supply chain for exports to Mongolia needs optimized inventory linkage. The agency should provide CIF/FOB trade term conversion solutions to reduce logistics costs.

The cost calculation model should include border transportation fees, customs duties, and tax refund benefits to ensure maximum profits. International trade structure design should take the Sino-Mongolian Tariff Agreement into account and use preferential tax rates to reduce costs.
