I am a small-to-medium-sized foreign trade enterprise exporting home goods. We just expanded into cross-border B2B business in Southeast Asia in 2026. Our previous part-time accountant has just left, and the new accountant told me that all input tax corresponding to export tax refunds must be fully transferred out. However, last month I had 12 self-produced orders eligible for the exemption/credit/refund policy.

If all input tax is transferred out, I would bear nearly 140,000 RMB in additional costs. Currently, there is 210,000 RMB of input tax pending credit on the books. Next week, I need to submit the pre-declaration for this month's tax refund. I am very anxious now, afraid of either transferring out too much and incurring unnecessary costs, or transferring out too little and triggering a tax warning that could lock the refund account. I just want to understand whether input tax must be transferred out for export tax refunds, which scenarios require it, and which scenarios do not require any action, so as not to accidentally violate policy red lines.

First,it is necessary to correct a common misconception in the industry: not all businesses applying for export tax refunds require full transfer-out of input tax. Undifferentiated full transfer-out can instead cause unnecessary cost losses for the enterprise.

During the preliminary document review stage,it is essential to first match the applicable refund policy to your specific business: For export businesses of manufacturing enterprises eligible for the exemption/credit/refund policy, only the portion of input tax corresponding to the difference between the levy rate and the refund rate must be transferred out. The portion of input tax eligible for normal refund declaration does not need to be transferred out and can directly participate in the calculation of carry-over credit. For export businesses of pure trading enterprises eligible for the exemption/refund policy, the portion of corresponding input tax equal to the difference between the refund rate and the levy rate needs to be transferred out. The portion of input tax already declared for refund can be directly separated from the total input tax amount, full transfer-out is not required.

If it is discovered after a refund has been declared that input tax transfer was omitted,it can be adjusted and supplemented in subsequent declaration periods by filling in the input tax transfer-out column in the supplementary form for VAT (Form 2). Simultaneously, submit an explanatory statement to the competent tax authority for filing. This will not directly trigger a warning.

After all input tax transfer-out operations are completed, retain supporting documents with consistent "four flows" (contract, invoice, payment, and goods flow) for inspection for a full 5 years. If an audit inquiry is received later, these documents can be submitted directly for verification. Completing the entire process will not incur additional compliance costs and fully meets the latest national export tax refund risk control verification requirements for 2026.

The customs supervision code on the customs declaration form directly corresponds to the determination of the applicable subsequent refund policy. If the goods corresponding to the customs declaration form fall under the latest 2026 list of export items that are tax-exempt but non-refundable, all corresponding input tax amounts must be fully transferred out. Failure to do so will result in discrepancies when customs data is compared with tax system data, directly generating an abnormal warning sent to the competent tax authority.

The tax refund declaration channel will be temporarily locked, requiring the enterprise to submit a complete explanatory statement and supporting documents to apply for unlocking. The entire verification period can take up to 3 months at most, significantly slowing down the overall refund receipt speed. Before routine declarations, cross-verify the export customs declarations for the month with the latest refund list. Segregate orders of different supervision categories for separate accounting in advance to avoid confusion in subsequent input tax transfer-out calculations.

The calculation logic for input tax transfer-out for different entities must align with their corresponding tax structure. For manufacturing enterprises under the exemption/credit/refund policy, the calculation base for the transfer-out amount based on the levy-refund rate difference must be fully aligned with the current period's export FOB value. It must not include non-FOB cost components such as freight, insurance, and miscellaneous fees. Otherwise, a calculation deviation exceeding 10% in the transfer-out amount will trigger the Golden Tax System's automatic risk control warning.

If an enterprise operates both domestic sales and export businesses, input tax for shared resources like utilities and consumables that cannot be directly allocated must be split according to the proportion of domestic and export revenue for the month. The portion corresponding to export revenue should have its transfer-out amount calculated based on the levy-refund rate difference. It must not be directly and fully credited against domestic sales output tax to avoid triggering tax audits related to transfer pricing.

The pre-declaration stage for export tax refunds allows for early verification of the matching degree of the input tax transfer-out amount. After submitting the pre-declaration, the system will automatically compare the numerical logic differences among input invoice information, customs declaration information, and foreign exchange receipt documentation.

If the system prompts an abnormal ratio of the input tax transfer-out amount, immediately trace back to the face information of the input invoices for the corresponding orders. Confirm that the invoice product name and quantity completely match the customs declaration form, then adjust the transfer-out amount value.

If a missed transfer is discovered after the formal declaration is completed, it can be corrected by filling in the transfer-out amount through a VAT amendment declaration for the corresponding period within the 3-month retrospective adjustment period. For cases exceeding the retrospective adjustment period, a special filing application must be submitted. Do not arbitrarily adjust past data in the current period to avoid creating book-to-actual discrepancies.

Data related to input tax transfer-out must fully correspond to foreign exchange receipt and payment data. The difference between the foreign exchange receipt slip amount and the customs declaration FOB value for each export order should be controlled within a reasonable range of 5%.

The calculation base for the corresponding transfer-out amount should align with the actual received foreign exchange amount. In scenarios involving cross-border RMB payments via CIPS, segregate and account for orders declared in RMB separately.

Do not mix them with orders declared in USD for exchange rate conversion, to avoid numerical deviations in the transfer-out amount calculation caused by exchange rate differences. Subsequently, during SWIFT message or CIPS transaction flow verification, the calculation logic for each input tax transfer-out can be directly matched, preventing reconciliation logic loopholes.

For orders involving special trade terms, confirm the calculation boundaries for input tax transfer-out in advance. For example, under EXW delivery terms, the input tax related to subsequent transportation costs after the transfer of title at the factory does not belong to the aggregated input tax for the export goods and does not need to participate in the transfer-out calculation based on the levy-refund rate difference.

If an order stipulates that the final payment is to be made 6 months after-sale, as long as corresponding payment guarantees and final payment receipt documents are retained, the input tax transfer-out amount can still be calculated normally. There is no need to fully transfer out the input tax in advance due to deferred foreign exchange receipt, thus protecting the enterprise's cash flow from being occupied prematurely.

When conducting annual export cost accounting, the input tax transfer-out amount can be treated as a separate cost accounting dimension. Based on the different policy application scenarios for annual export orders, estimate the reasonable annual transfer-out amount range in advance and match it with the timing of obtaining corresponding input invoices.

If an enterprise simultaneously manages linked inventory in domestic bonded warehouses and overseas forward warehouses, the input tax corresponding to goods in transit to overseas warehouses does not need to be transferred out in advance. Calculate the corresponding transfer-out amount only after the actual export customs declaration is completed and the customs declaration form is obtained. This can reasonably optimize the enterprise's monthly cash flow occupancy and improve the annual capital turnover efficiency by nearly 12% overall.
