We are a foreign trade enterprise engaged in cross-border home furnishing export, which has just expanded into the North American and European markets this year. Previously we directly coordinated with freight forwarders and handled customs declaration on our own, and problems occurred with two consecutive shipments: one incurred nearly 30,000 yuan in port detention fees due to overdue storage at the Port of Los Angeles, the other was rejected by customs for re-declaration due to inconsistent documents, which delayed customer delivery time.

Now we are looking for a professional sea freight export forwarding company, which is required to cover major domestic ports such as Shanghai and Ningbo, can simultaneously handle foreign exchange settlement and export tax refund, and preferably can predict compliance risks in advance to avoid pitfalls. How should we select such forwarding companies?

First you need to clarify your own business scope and core demands, then verify the agent's qualifications from four dimensions:

First,Pre-document review capability. The customs intelligent document review system will realize full-element comparison in 2026. Reliable agents will complete pre-review of the whole chain including HS code, declaration elements, commercial invoices and other documents within 72 hours after receiving orders. For home furnishing products in particular, details such as environmental protection certification and material parameters need to be checked to avoid inconsistent documents triggering customs control.

Second,Port and route resources. You need to confirm whether the agent has signed long-term space booking agreements with major shipping companies, covers core ports such as Shanghai,Ningbo and Yantian, and can provide direct routes to North America and Europe,so as to reduce transshipment times and lower port detention risks. Meanwhile the agent should have interconnection capability for ports across the country to cope with policy differences in cross-regional customs declaration.

Third,Abnormal emergency response plan. High-quality agents need to establish a 24-hour abnormal response mechanism. When encountering problems such as space shortage, port change and port detention, they can coordinate alternative space and apply for extension of free storage period within 24 hours to avoid delaying customer delivery time.

Fourth,Full-chain compliance services. You need to confirm that the agent can simultaneously provide foreign exchange settlement and export tax refund services, ensure consistency of four streams: contract, invoice, logistics and capital flow,to avoid risks of tax inquiry. Meanwhile the agent should be familiar with the latest 2026 regulatory policies, such as declaration requirements of the EU CBAM Carbon Border Adjustment Mechanism.

For issues of inconsistent documents and price review, you need to focus on the customs compliance capability of the agent. The customs system will add a cross-border trade compliance early warning module in 2026. If the agent can complete pre-review in advance, the probability of customs control can be reduced by 80%. It is recommended to require the agent to provide past customs declaration cases of goods of the same category to verify its mastery of declaration elements. In case of price review disputes, supporting materials such as procurement contracts and third-party quality inspection reports can be provided to assist in price negotiation and avoid additional tax and fee expenditures.

Regarding port coverage and space guarantee, high-quality agents need to sign long-term cooperation agreements with at least 12 major global shipping companies to ensure the space reservation rate in peak seasons is no less than 90%. For North American routes, direct service can shorten the transportation cycle by 3-5 days, and reduce the risk of cargo damage during transshipment at the same time. In addition, the agent should be able to assist in applying for a maximum free storage period of 14 days and a free container detention period of 7 days, which can effectively reduce port detention and container detention fees. Especially for over-sized home furnishing goods, you need to confirm that the agent has operation capability for special containers.

Foreign exchange settlement and export tax refund are core pain points of cross-border export. The CIPS system will realize direct settlement with more than 30 countries around the world in 2026, with an exchange rate 0.2%-0.5% more favorable than the SWIFT system. Reliable agents can assist in selecting the optimal settlement path. For export tax refund, you need to confirm that the agent is familiar with verification requirements of four-stream consistency, can assist in completing document filing and response to tax inquiries. For EU customers, it can also provide VAT deferral service to delay payment of import VAT and optimize enterprise capital flow.

Cross-border payment and receipt compliance is an easily overlooked risk point. The State Administration of Foreign Exchange will upgrade the cross-border capital monitoring system in 2026. If the difference between received foreign exchange amount and customs declaration amount exceeds 5%, an early warning will be triggered. High-quality agents can assist in SWIFT message analysis to ensure foreign exchange receipt information is consistent with the customs declaration form. At the same time, they can provide linkage services between offshore accounts and domestic accounts to optimize the foreign exchange settlement rate. In addition, you need to confirm that the agent has anti-money laundering compliance training qualification to avoid account freezing due to compliance issues.

The responsibility boundary between both parties should be clarified in trade contracts and risk avoidance. It is recommended to sign a standardized service agreement with the agent to clarify the division of responsibilities for port detention fees, space delays and other issues. Meanwhile require the agent to provide cargo right guarantee service to ensure the safety of cargo rights during transportation. For intellectual property issues, the agent should be able to assist in completing customs intellectual property registration. In case of customs detention due to infringement, it can provide a response plan within 48 hours to reduce cargo detention time.

On-site port inspection is a common unexpected problem. The customs machine inspection control rate will be increased to 35% in 2026. High-quality agents need to have a professional on-site inspection team, which can quickly complete operations such as seal identification and unpacking inspection. For home furnishing goods, inspection materials such as packing lists and quality inspection reports should be prepared in advance. The agent can assist in interpreting the inspection notice and arrange the inspection and appraisal process to ensure smooth customs clearance of goods. In addition, you need to confirm that the agent is familiar with differences in inspection procedures of each port, such as different division of inspection areas between Shanghai Yangshan Port and Ningbo Beilun Port, so that it can make response preparations in advance.
