I am from a small domestic manufacturer producing prepared food ingredients and dried edible fungi, which has been engaged in domestic sales for three years. At the beginning of this year, we received two batches of small orders from Southeast Asia and Canada, and the customers have confirmed the orders.

However, we have never been involved in export business, and do not know how to operate food material foreign trade export agency. We asked peers before, and they said food ingredients are under strict inspection, easy to be detained by customs, and tax refund also tends to have problems. We do not have customs declaration and inspection qualifications, nor a professional foreign trade team.

We asked several small agencies for quotations, and the price difference is almost double. We are not sure whether they are reliable, and we are afraid that problems will make us lose customers and even lose our principal. We want to ask how the whole process should be carried out, what should be prepared in advance, and what pitfalls should be avoided?

First, conduct pre-document review. Core documents for food material export include manufacturer qualification,phytosanitary/commodity inspection certificate, certificate of origin, and food production filing certificate. You need to check the access requirements of the destination country in advance. For example, the EU has added new pre-testing requirements for pesticide residues since 2026,and North America requires the issuance of allergen labeling certificates. These need to be verified in advance to avoid customs detention after shipment due to incomplete documents.

The core nodes are connected in three steps: The first step is to confirm the qualification scope of the agency, check whether the agency has food port filing qualification, and sign a formal agency agreement to clarify rights and responsibilities. The second step is space booking and customs declaration. Provide the full set of documents to the agency 7 days in advance, and the agency will make pre-declaration to the customs in advance to check whether the product name and HS code classification are accurate. The third step is the closing link, where the agency follows up document filing for foreign exchange collection and export tax refund.

For abnormal contingency plans,in view of customs inspection, reserve production batch records and test reports in advance. The agency will coordinate on-site inspection in advance, cooperate with customs sampling, and shorten the inspection cycle. For goods detention at the destination country, purchase export credit insurance in advance, and reserve alternative plans for port change or return of goods.

The final compliance implementation requires consistency of four streams throughout the whole process, namely the consistency of goods flow, capital flow, invoice flow and contract flow. All documents shall be retained for 5 years for future reference. The agency will help you complete document archiving for the whole process to avoid subsequent tax and customs inspection risks. You only need to communicate with customers and arrange production.

HS code classification of food material export is the core risk point of customs declaration. Different food materials have different supervision conditions. For example, the supervision certificate codes for fresh edible fungi and dried edible fungi are different, and wrong declaration will lead to document return or even customs detention. In 2026, the General Administration of Customs updated the classification decisions for some processed food materials, and adjusted the classification for prepared and conditioned food materials. Wrong classification will lead to wrong application of export tax refund rate, and will also trigger customs price verification.

For declared price, the key point of price verification for food material export is whether there is low-price declaration. You need to provide domestic purchase invoices or production cost details in advance to prove the authenticity of the declared price. In case of price verification disputes, you need to provide complete transaction emails, contracts, foreign exchange payment vouchers and other materials to help the customs complete price negotiation, so as to avoid fines or port demurrage charges. Under the integrated customs clearance declaration mode, customs declaration data of all ports across the country are interconnected, so it is more necessary to ensure that the declaration information is completely consistent with the actual goods, and there shall be no false declaration or omission.

Most food materials have requirements for transportation timeliness and storage conditions, so logistics solutions shall be matched according to the characteristics of food materials. For refrigerated fresh food materials, direct shipping vessels are preferred to avoid temperature fluctuation caused by transshipment and container change that affects the quality of food materials.

The risk of container rollover for direct shipping routes can be avoided by booking space two weeks in advance to lock the space. For dry prepared food materials, transshipment solutions can be selected to reduce logistics costs. Apply to the shipping company for extended free storage period and free container period in advance to avoid high container demurrage and port demurrage charges at the destination port.

If it involves transfer of goods ownership, you need to clarify the requirements for the title and endorsement of the bill of lading. The order bill of lading shall be endorsed in accordance with the requirements of the letter of credit to avoid failure to pick up goods. For the selection of full container load and less than container load, small batch orders can choose LCL to reduce logistics costs, but separate packaging shall be done in advance to avoid odor mixing of different goods.

For food material export, the VAT deferral policy of the destination country can be used to reduce capital occupation cost. For exports to the EU, the UK and other regions, VAT deferral does not require advance payment of VAT at the time of customs clearance, but only needs to be reflected in the current tax declaration, which can revitalize the cash flow of the exporter. If the manufacturer engages in export for a long time, it can build a compliant cross-border tax structure, reasonably use bilateral tax agreements to avoid double taxation.

For commission payment to non-resident customers, you need to complete the declaration of withholding tax for non-resident enterprises as required to avoid compliance risks. For cross-border related transactions, reasonable pricing shall be made in advance, conforming to the arm's length principle, so as to avoid tax inspection related to BEPS and ensure long-term stability of export business.

Foreign exchange collection and payment for food material export shall comply with current foreign exchange administration regulations. In 2026, the RMB Cross-border Interbank Payment System (CIPS) has covered most trade destination countries. Settlement in RMB can avoid exchange rate fluctuation risks and simplify the foreign exchange settlement process.

If customers settle in US dollars, you need to choose the timing of foreign exchange settlement in advance, and lock the forward exchange rate to reduce exchange loss. Agency foreign exchange settlement shall ensure that foreign exchange collection and payment correspond to export orders one by one, and there shall be no mixed or wrong foreign exchange, so as to avoid compliance inspection by the foreign exchange administration. For fund transfer of offshore accounts, complete transaction vouchers shall be retained, and each entry and exit corresponds to a specific export order, so as to ensure that the whole link of foreign exchange collection and payment is traceable, and avoid account freezing or foreign exchange settlement rejection.

For food material export trade contracts, you need to clearly check the soft clauses of the letter of credit. Some overseas customers will set soft clauses such as "customer inspection certificate as the premise of negotiation", which may easily lead to customers deliberately finding faults and failure to negotiate and collect foreign exchange.

The force majeure clause shall clearly define the division of rights and responsibilities for risks such as conventional port congestion and logistics delay, so as to avoid unclear responsibility in case of disputes. If the freight forwarder is designated by the customer, the node of goods ownership transfer shall be clearly specified in the contract to avoid loss of goods ownership.

For the quality standard of food materials, the qualification requirements of testing institutions shall be clearly defined, so as to avoid customers claiming compensation with unreasonable test results. At the same time, the insurance coverage shall be clearly defined, so that compensation can be obtained in time when customers refuse to pay.

When food material exports are subject to on-site customs inspection, you first need to check the authenticity of the container seal, and check whether the seal number is consistent with the information on the bill of lading. If the seal is damaged or the number does not match, you need to explain to the customs immediately to check whether there is a risk of package swapping. Before X-ray inspection, the stacking of goods shall be sorted out to avoid blurred X-ray images caused by messy stacking of goods, which requires secondary unpacking inspection and prolongs the inspection time.

If the customs requires testing, prepare the test report issued by the manufacturer in advance, cooperate with the customs to complete sampling, and follow up the progress of the test report. If you have any objection to the test result, you can apply for a second test within the specified time limit. Copies of documents in all inspection links shall be retained for subsequent verification.

For food material export tax refund, you need to ensure the consistency of four streams in advance, that is, the information of goods flow, capital flow, invoice flow and contract flow is completely matched, so as to avoid triggering tax correspondence adjustment. In case of tax correspondence adjustment, all documents shall be sorted out in advance, including purchase contract, delivery note, foreign exchange collection voucher and agency agreement, and submitted to the tax authority as required to shorten the correspondence adjustment time. Export tax refund shall be declared before the declaration period in April of the year following the customs declaration of export goods.

If it is overdue, you will not be able to enjoy the tax refund preference. The agency will set up a declaration reminder in advance to avoid missing the declaration period. Document filing shall retain all paper and electronic documents as required, and the retention period shall be no less than 5 years, so as to respond to subsequent inspection of the tax authority and avoid tax refund being recovered due to loss of documents.

The packaging of food material export shall meet the import requirements of the destination country and meet the protection requirements for long-distance transportation. Fresh and refrigerated food materials shall use food-grade insulation boxes, add phase change refrigerants that meet the requirements, and complete moisture-proof and sealing treatment, so as to avoid refrigerant leakage polluting the container and being detained by the customs. Dry food materials shall be treated for insect and mildew prevention, and use fumigated wooden packaging that meets the requirements of the destination country.

In 2026, the International Plant Protection Convention updated the fumigation standard for wooden packaging, and a formal fumigation certificate shall be issued to avoid goods being detained due to insects in wooden packaging. If the food material contains allergenic ingredients, the allergen information shall be clearly marked on the package according to the requirements of the destination country, and the printing shall be clear and compliant, so as to avoid return due to unqualified packaging and ensure the compliance of the whole transportation process.
