I am the person in charge of a foreign trade enterprise engaged in home furnishing exports. This year, we expanded into core routes to Europe and the US. Last month, we submitted our first export tax rebate declaration, and the amount received was nearly 8 percentage points lower than my previous estimate.
I completely don't understand what the export tax rebate actually covers. Previously, some peers said export duty is refunded, others said it's the VAT paid on domestic purchases, and some even claimed surtaxes can also be refunded. Now my cost accounting is in total disarray.
I'm afraid incorrect pricing will directly eat into profits, and improper declarations will trigger tax audit inquiries. Recently, a peer was required to repay taxes due to wrong declaration objects for tax rebate. I want to thoroughly understand the objects of export tax rebate, and straighten out the entire process of subsequent cost accounting and declaration.

The core object of export tax rebate for foreign trade enterprises is the fully paid VAT input tax incurred during the domestic purchase of export goods. Under the current 2026 rules, there is no policy for refunding export duty, urban maintenance and construction tax,or education surcharges. The portion of the difference between the levy rate and rebate rate for some products with low rebate rates needs to be transferred out as input tax and included in the enterprise's main business cost.
Many newbies directly treat tax rebates as extra profits when calculating costs, ignoring the cost deduction from the levy-rebate rate difference. In traditional models, many enterprises mistakenly include tax rebates in revenue, resulting in paying more corporate income tax. The correct optimization path is to directly offset tax rebates against input tax,not include them in profit and loss accounts, and reasonably reduce the comprehensive tax burden of the enterprise.
Only general trade export goods with full foreign exchange received and complete documents are eligible for application of corresponding input tax refund. The access threshold requires the enterprise to be a general VAT taxpayer, and the goods must be on the list of refundable goods that have been declared and departed from the country. For example,if you purchase home furnishing goods worth 1 million yuan with 130,000 yuan of input tax,and the rebate rate for the corresponding category is 13%,you can get a full refund of 130,000 yuan, directly reducing the procurement cost by 13% compared to the scenario without tax rebate.
The compliance red line is that you cannot use fraudulently issued input invoices to apply for tax rebate. A mismatch among the four flows (contract flow, invoice flow, goods flow, fund flow) will directly trigger tax audit inquiries, and there is no room for manipulation. All input invoices must fully correspond to procurement contracts, goods lists, and payment vouchers to avoid additional losses caused by rebate recovery.

The product name and HS Code on the customs declaration form must fully match the corresponding information on the input invoice. The rebate rate is directly determined based on the HS Code on the customs declaration form. If the declared value deviates by more than 10% from the market price of the same category in the same period during the price assessment stage, it will directly affect the tax rebate calculation base.
If there is a situation of document rejection or deletion and re-declaration, adjust the information on the corresponding input invoice immediately, rather than waiting until the tax rebate declaration to find information mismatches. Under the 2026 Customs Clearance Integration System, customs declaration data from all ports across the country will be synchronized to the tax authority system, and modification records of secondary declarations will also serve as the basis for tax rebate verification. All customs declaration logic must form a complete closed loop to avoid long-term suspension of tax rebate caused by abnormal customs declaration data.

Ensure that the consignor and consignee information on the Bill of Lading fully matches the foreign trade contract. Avoid inconsistencies between the actual departure time of goods caused by container roll-off or port change and the departure time marked on the customs declaration form.
Keep vouchers related to detention fees and free storage periods separately, and do not include them in the procurement cost accounting of goods. The transportation documents for direct or transit schemes must fully correspond to the country of destination on the customs declaration form.
Keep records of B/L endorsement and transfer for future reference. If goods are fully returned after arrival at the port on some routes, declare the return in the customs system in a timely manner and stop submitting tax rebate applications to avoid subsequent verification of abnormal export data by tax authorities.

Optimize inventory linkage strategies, account for costs of categories with different rebate rates separately, build a cost calculation model, include the cost of levy-rebate rate difference in external pricing in advance, reasonably switch between CIF/FOB trade terms, and account for international transportation and insurance related expenses separately from goods procurement costs. Optimize the structure of international trade, declare orders with different rebate rates separately to avoid categories with low rebate rates reducing the overall efficiency of tax rebate calculation, reduce unnecessary cost losses, and further improve the overall pass rate of tax rebate declaration.
