We are a small and medium-sized enterprise engaged in cross-border export of outdoor furniture. Recently, our order volume has increased from around ten containers per month to over thirty. Previously, we handled customs declaration and logistics on our own.

In the past six months, we have encountered consecutive problems: last month, two shipments were detained by customs due to non-compliant documents, we paid a large amount of detention fees to the customer, and the export tax rebate was delayed for over two months, occupying a lot of goods preparation funds. Now we want to find a professional foreign trade export agency, but there are too many agencies on the market.

Some have very low quotations but charge miscellaneous fees later, some only take large orders and ignore small and medium-sized enterprises like us. I am not sure which one is reliable. I want to ask what to focus on when selecting an export agency and how to find one that fits our business?

The biggest cost drawback of the traditional self-operated export or scattered small agency model lies in high hidden costs: small agencies attract customers with low prices, and then arbitrarily charge various miscellaneous fees such as document fees, amendment fees, and terminal handling charges. The extra expenses throughout the year often exceed the budget,self-operation requires separate teams for customs declaration and finance, and the combined labor costs plus compensation costs from abnormal risks make the overall expenditure far higher than hiring a professional agency.

The current optimization path can be started from two dimensions: exchange rate differences and tax differences. Professional agencies, relying on large-scale business volume, can obtain better exchange rates when settling foreign exchange, and can also advance the payment of export tax rebates. Instead of waiting for the completion of the tax rebate process, enterprises can get the tax rebate funds directly, which will activate the working capital for goods preparation.

In terms of access threshold evaluation, there is no need to blindly pursue large agencies that only take large orders. Key inspection points include minimum order volume requirement to match the enterprise's own business scale, followed by end-to-end service coverage capability, whether it can cover the entire process of customs declaration, international logistics, foreign exchange settlement, and export tax rebates,so that the enterprise does not need to dock with multiple service providers.

In terms of dynamic benefit ratio measurement, the agency can be required to list all charge items in advance, and calculate the actual benefit combined with the enterprise's annual tax rebate scale and capital occupation cost, which is more accurate than simply comparing the basic quotation. Finally, confirm the agency's compliance and risk control capabilities to avoid risks such as customs detention, shipment delay, and tax rebate failure from the source.

When selecting an export agency, confirm its familiarity with the latest customs valuation rules and integrated customs clearance policies, and require it to provide the customs clearance error rate data of the past six months. If the agency frequently engages in order pushing, deleting and re-submitting declarations, it indicates that its internal document review process is not standardized, and it will easily lead to customs detention due to declaration errors later.

Also confirm whether the agency can handle valuation disputes, when the customs questions the declared price, whether it can quickly provide compliant supporting materials to complete dispute resolution and avoid goods detention resulting in additional costs. For small and medium-volume, multi-category export orders, the agency should ensure a closed-loop declaration logic for each shipment, to avoid affecting the customs clearance records of other orders due to errors in one order.

The logistics capability of the export agency directly affects the order delivery time. Confirm its cooperation level with shipping companies and airlines, whether it can obtain stable shipping space, and whether it can arrange priority space during peak season to avoid being bumped.

Also confirm its negotiation capability for container detention fees and free detention period. Many small and medium-sized agencies cannot obtain favorable free detention period policies.

Once there is a customs clearance delay, high container detention and detention fees will be generated, which will ultimately be borne by the cargo owner. Also see whether it can choose the most suitable direct or transshipment plan according to the cargo type and delivery time requirements, control costs while ensuring delivery timeliness, and whether it can quickly complete operations when re-routing is required, reducing unnecessary process costs.

For export business, focus on whether the agency can handle VAT Deferment, to compliantly reduce the capital occupation of destination country import VAT. Especially for exports to Europe and North America, VAT Deferment can save a lot of working capital for enterprises.

Also confirm whether the agency has a mature cross-border tax structure, which can reasonably isolate the tax risks of different businesses, to avoid the tax problems of one shipment affecting the enterprise's overall export qualifications. For cross-border related-party transactions, the agency can help the enterprise comply with pricing requirements related to BEPS, avoiding triggering tax audits in the destination country and generating additional supplementary taxes and fines.

Compliance in foreign exchange receipts and payments is the core red line of export business. When selecting an agency, confirm whether it has standardized cross-border foreign exchange receipt and payment channels, whether it supports CIPS RMB cross-border payment, adapts to the current trend of RMB cross-border settlement, and can optimize the exchange rate for foreign exchange purchase and settlement, helping enterprises lock in exchange rate risks and avoid exchange rate losses.

When there is a need to parse SWIFT messages or adjust foreign exchange receipt and payment paths, whether the agency can quickly complete compliant operations without occurring hanging accounts or failed foreign exchange settlement. Also confirm its familiarity with offshore account management rules, help the enterprise complete foreign exchange receipt and payment reconciliation, meet the compliance requirements of the foreign exchange administration, and not affect the enterprise's import and export qualifications.

Legal risks of export business should be isolated in advance. Excellent export agencies will review letter of credit terms for customers in advance, identify soft clauses in letters of credit to avoid situations where payment cannot be obtained after shipment. For force majeure and other clauses, they will help customers make fallback agreements to reduce customer losses when emergencies occur.

They can also assist in handling matters such as transfer of cargo rights, issuance of guarantees, and help customers complete customs recordation for intellectual property rights protection to avoid goods being detained by overseas customs due to intellectual property issues. For long-term cooperative agencies, confirm in advance that all service terms are included in a written agreement to avoid disputes from oral agreements.

When encountering on-site customs inspection, the agency's handling capability directly affects the inspection timeliness and results. Confirm whether the agency has on-site staff stationed at ports and customs, who can arrive at the inspection site at the first time to handle needs such as container stripping inspection.

They can accurately interpret the inspection notice, help the cargo owner prepare compliant inspection materials, complete pre-preparation for X-ray inspection, reduce the probability of being selected for manual container stripping inspection. When there is a need for inspection and identification, they will follow the entire process, timely interpret the test report, and quickly propose a reconsideration application when problems arise, avoiding long-term cargo detention, generating high costs, and affecting order delivery timeliness.

Export tax rebates are the core revenue source for export enterprises. Confirm the compliance of the agency's tax rebate operations, whether it can complete the verification of the consistency of four streams (capital, goods, services, invoices), prepare compliant document filing in advance, and quickly provide complete materials when responding to tax inquiries, avoiding tax rebate failure or delay.

They will also complete pre-declaration verification in advance, timely identify declaration errors, adjust declaration content, and avoid process delays caused by cross-month declaration. For enterprises that need to obtain tax rebate funds in advance, whether the agency can compliantly advance tax rebates, activate the enterprise's working capital, and will not affect subsequent goods preparation and production due to capital occupation, ensuring the normal operation of the business.

Different categories of export goods have different packaging requirements. Excellent export agencies have professional packaging teams, which can provide compliant packaging solutions based on the cargo attributes and transportation routes.

For dangerous goods export, they can complete UN Dangerous Goods Packaging Certification, dangerous goods classification identification, prepare compliant MSDS, helping goods pass customs declaration and transportation inspection smoothly. For goods with high requirements for moisture prevention and damage resistance, they can provide corresponding moisture-proof reinforcement solutions, select suitable buffer packaging materials, reduce the damage rate of goods during transportation, avoid customer claims caused by cargo damage, and protect the enterprise's revenue and reputation.
