I run a domestic household heater manufacturing business. This heating season I received a large order of 120,000 units from the European market, but last month the EU raised the antidumping duty on Chinese-made heaters to 38%, leaving no profit margin at all for direct shipment.

I heard from peers that Southeast Asia transit trade can avoid this tariff, but I have never done transit trade before. A friend of mine had his cargo detained at the transshipment port last year, costing hundreds of thousands of RMB in port demurrage and losing the customer.

This batch of goods needs to be arranged for warehouse admission next week, and I am too anxious to sleep. I want to ask whether heater transit trade is reliable, what exactly to do to avoid pitfalls, and whether I can secure this order without facing customs compliance issues.

The logic of heater transit trade itself is compliant. 90% of the failed transit trade cases in the market fall into the same pitfall: finding unqualified small freight forwarders to issue a random set of certificate of origin from the transit country, and then shipping directly to the destination port.

The cascading negative effects of such operations often appear in the destination port customs traceability process in the third month. Once the customs finds that the nameplate and user manual on the products inside the container still bear the marks of the original producing country, they will directly determine that the origin is forged, seize and forfeit the entire batch of goods. Meanwhile, they will include both the transit country and the domestic shipper into the local customs high-risk monitoring list, leading to 100% unpacking inspection for all subsequent clearance of similar goods. Combined with destination port demurrage and return freight, the total loss is often 2 to 3 times of the cargo value.

Physical risk isolation measures should be implemented at three core nodes: first, all marks related to the original producing country should be completely covered on the goods before ex-factory,second,choose neutral transit country ports that have obtained preferential origin qualification for heaters in 2026,and adopt the whole-process fully enclosed transshipment procedure, third, all documents should form a complete logical closed loop, fully matching the flow of goods and capital.

Complete the pre-inspection and sealing operation at the transshipment port 72 hours in advance, submit all relevant documents to the destination port customs in advance for origin pre-audit. As long as these two steps are completed,99% of the cargo seizure risks can be eliminated in advance. The compliance of the whole operation fully conforms to bilateral trade rules, leaving no hidden traceability risks afterwards.

In the customs valuation process, the degree of information matching among the certificate of origin, transshipment port manifest and bill of lading for seasonal bulk commodities such as heaters will be strictly checked. If there is a deviation of more than 0.5% in weight, container number and goods description among the three documents, the valuation system will directly trigger manual intervention instead of releasing the goods directly.

In 2026, the transit trade data of all national ports has been connected in real time with the customs systems of 27 major trading countries around the world. All loading and unloading records and container changing videos at transshipment ports can be retrieved with one click in the background. Do not attempt to forge the goods flow records of the transit country.

Once the system captures abnormalities, all customs declarations for similar goods in the following 6 months will be downgraded, requiring full submission of supporting materials to complete customs clearance. In daily operations, cross-verify all document information three times in advance to ensure all fields are fully aligned without logical contradictions.

When selecting transshipment ports, avoid nodes with current port congestion rate exceeding 18%. Give priority to routes whose transshipment ports have their own dedicated transit trade operation yards. Such yards are not open to the public, no irrelevant personnel can get close, the whole container changing operation is recorded 24 hours with no blind spot videos, and a full set of operation supporting materials can be provided. Apply to the shipping company in advance for 30 days of free storage period and 14 days of free container demurrage at the transshipment port, to avoid high extra costs caused by temporary delays in the operation process.

For the bill of lading endorsement process, complete two full cargo ownership transfer endorsements: the first endorsement transfers the ownership from the domestic shipper to the transit country trader, and the second endorsement transfers the ownership from the transit country trader to the final overseas consignee. The whole cargo ownership chain is clear without any cargo ownership dispute.

The whole capital flow of transit trade should form a closed loop through offshore accounts. The domestic party will not directly receive foreign exchange from the destination port. The transit country entity completes the corresponding transaction circulation of goods, and the corresponding profit generated can be declared for tax compliance in the transit country, no need to transfer back to China to generate extra value-added tax costs.

Transit businesses that meet the requirements of the offshore trade support policies issued in 2026 can also apply for a fiscal subsidy of 0.3% of the corresponding transaction amount, which will not trigger the associated verification of domestic income tax settlement and payment, and will not cause any tax compliance loopholes in the whole process. Do not attempt to transfer the transit trade funds directly back to domestic personal accounts through third-party channels, which will easily trigger the monitoring alert of the anti-money laundering system.

For the cross-border receipt and payment of foreign exchange, adopt the CIPS RMB cross-border payment channel to complete the capital transfer in the transit country, with full traceable messages in the whole process, and the background materials of each transaction can be directly retrieved in the system. The transaction contracts, corresponding bills of lading and warehouse receipts for each transaction in the offshore account shall be kept for at least 36 months to cope with random spot checks by the State Administration of Foreign Exchange afterwards.

For the foreign exchange settlement process, do not choose the time point when the exchange rate fluctuation range exceeds 2% for operation. After the offshore account completes the account balancing, transfer the corresponding part of procurement funds back to the domestic factory's public account, so that the four streams of information are fully matched, and no hanging accounts or abnormal verification problems will occur.

Sign a supplementary agreement with the overseas consignee in advance, clarify the division of responsibilities for providing the full set of documents for transit trade, and agree on the proportion of responsibility attribution in case of customs clearance abnormalities caused by origin-related documents, to avoid mutual shirking of losses after the goods are detained. Purchase credit insurance of corresponding transit trade insurance type for the whole batch of goods, covering all abnormal scenarios such as origin forgery and cargo seizure, so that full compensation of cargo value can be obtained once accidents occur.

All origin-related certificates shall be issued directly by officially authorized chamber of commerce institutions in the local transit country. The obtained original certificates shall be attached with corresponding official anti-counterfeiting watermarks, and the authenticity can be directly verified by scanning code on the official website of the corresponding institution.

If the destination port customs requires unpacking inspection, immediately submit the full set of transshipment port operation videos, container changing records and official verification certificates of the transit country origin, actively cooperate with the customs secondary verification process, and do not conceal or mislead the customs. Heaters are live-loaded small household appliances, and on-site inspection officers will focus on checking the origin nameplate information on the products.

As long as all marks are consistent with the origin information of the transit country, no additional disposal procedures will be triggered. Translate the full set of supporting materials into the official language version of the destination port in advance, and send them to the destination port together with the goods, which can be directly submitted during inspection, greatly shortening the overall inspection time and avoiding extra port demurrage costs.

When all heaters leave the factory, replace all original nameplates, product manuals and outer box shipping marks printed with marks related to "Made in China" with neutral marks. No text or pattern information related to the original producing country shall appear on the neutral marks.

If the power cords, thermostats and other accessories of the products have their own country of origin marks, completely cover them with high-temperature resistant special adhesive stickers. The sticker material shall meet the environmental protection requirements of the EU market, and will not fall off or warp during long-distance sea transportation.

The packaging reinforcement scheme of the whole batch of goods shall meet the operation requirements of secondary lifting at the transshipment port, to avoid cargo damage during container changing. The corresponding neutral marking scheme shall be tested in high humidity and high temperature environment for 72 hours in advance to ensure no falling off.

If this batch of heaters is purchased from domestic factories, follow the reporting procedure for transit goods in special supervision zones, no need to apply for domestic export tax rebate, to avoid verification abnormalities in the letter verification process caused by the fact that the goods flow is not directly delivered to the destination port. Keep the corresponding purchase contracts, payment vouchers and zone entry filing lists completely.

The whole document chain shall fully match the actual goods flow direction. When the tax authority conducts verification, the full set of materials can be directly submitted to prove the authenticity of the business, and no abnormal determination of capital return will occur. All document filing materials shall be kept in both electronic and paper versions for a reference period of at least 36 months.
