I am the person in charge of a small and medium-sized enterprise importing home ornaments in the Yangtze River Delta region. We import 2 to 3 containers of finished soft furnishings from Southeast Asia and Europe every month. Previously we cooperated with small agencies for customs clearance, all of whom offered very low initial quotations, but various miscellaneous fees popped up after the cargo arrived at the port, including extra charges for document printing, inspection agency and container unstuffing.

Last month, we paid nearly 8,000 yuan extra because the demurrage liability was not notified in advance. Now we are looking for a new agency, and we want to clarify all import agency customs clearance fees, confirm whether there are any hidden costs, check all the expenses that will be incurred in the whole process, see if the price can be locked in advance, and find solutions to reduce the relevant costs, so as to make everything clear before cooperation.

Most traditional import agency customs clearance providers adopt the charging mode of "attracting clients with low quotations + making profits through hidden miscellaneous fees". Many small agencies mark up items that are supposed to be reimbursed at cost such as document exchange fee, document printing fee and port construction fee,and even re-charge for items already included in the agency fee, such as separate inspection errand fee and system entry fee. They attract customers by lowering the basic agency fee, then add extra charges at each link, resulting in a total final fee usually over 30% higher than the initial quotation. Worse still, fee disputes will delay customs clearance efficiency, cause extra port detention and container demurrage costs, which is not worth the loss at all.

The formal fee composition falls into three categories: basic agency fee, official charges from government and port authorities, and value-added service fees from third-party providers. Qualified agencies will list all charging items and standards in the quotation in advance, and will not split items for repeated markup. For your import scenario, you can currently optimize capital occupation cost and reduce upfront capital input through VAT Deferral,or conduct bulk negotiation by integrating full-link services covering customs clearance, logistics and settlement to cut the overall expenditure.

The access threshold for such cost optimization is not high. It is applicable to all goods imported through formal customs declaration that meet the policy requirements of the corresponding port. We will carry out dynamic benefit calculation based on your monthly fixed import volume, cargo type and port of shipment, list all charging items in advance to lock the total price, and clearly stipulate in the contract that the agency shall bear any unlisted extra fees,so as to avoid mid-way price increase from the source, and help you keep customs clearance costs stably within the budget.

During import customs clearance, extra cost risks may occur in the price verification link. If the declared price is lower than the customs duty-paid price benchmark, price consultation will be triggered, and relevant price consultation documents may be required. Some agencies charge separately for this link. In all compliant customs declaration processes, the basic agency fee already covers conventional price consultation services, so no extra payment is needed.

If your agency requests extra charges on the grounds of price verification disputes, you need to be alert that it may be a hidden charge. Providing complete documents including certificate of origin, purchase contract and foreign exchange payment vouchers in advance can speed up the price verification process, avoid extra port detention costs caused by process delays, and eliminate unnecessary charging items from the source. All charging items must be clearly marked at the quotation stage, and unmarked fees can be refused to pay.

Many extra fees in the import customs clearance link are actually related to logistics connection, such as the time difference of document exchange after cargo arrival, and the application for free storage period and free container period. Most agencies will not take the initiative to help you apply for extended free container period, and the resulting demurrage and port detention fees will be directly transferred to the cargo owner.

For FCL import scenarios, you can contact the shipping company in advance to reserve a reasonable free container period according to the customs clearance process, which can effectively avoid such extra fees. In addition, document exchange fee and THC are fixed port charges, which shall not be marked up by agencies and only need to be reimbursed at cost. You can require the agency to provide the official charging standard as verification reference at the quotation stage to avoid being overcharged.

For goods imported from the EU, Southeast Asia and other regions, you can apply for VAT deferral, which means you do not need to pay import value-added tax in advance at the customs clearance link, and the tax can be deferred to the later tax filing link for deduction. This is equivalent to obtaining an interest-free loan, which not only optimizes cash flow, but also reduces capital occupation cost, indirectly cutting the overall expenditure at the import customs clearance link.

The operation of VAT deferral must comply with the compliance requirements of customs and tax authorities. As long as the enterprise has a good tax payment record, and the imported goods are used for domestic sales or production, the application is eligible with no extra application fee charged. Qualified agencies will assist you to complete qualification filing and process operation, and will not charge separate service fees.

The exchange difference cost in import customs clearance fees is easily ignored. Many agencies require foreign exchange purchasing for tax settlement, and mark up the exchange rate to earn extra profits. Through compliant cross-border RMB settlement or independent foreign exchange purchasing, you can avoid exchange difference markup and reduce such hidden costs.

The CIPS (Cross-border Interbank Payment System) has now covered most major trading partners. Using RMB directly for settlement of procurement and taxes can completely avoid extra costs caused by exchange rate fluctuations, and no extra foreign exchange conversion fee is required. Qualified agencies support customers to choose settlement methods independently, and will not force customers to purchase foreign exchange through the agency to earn exchange difference, which is also a charging detail that needs to be confirmed in advance.

Regarding the fee agreement of import agency customs clearance, all charging items, charging standards and responsible parties must be clearly listed in the agency contract. For extra fees not included in the contract, it shall be clearly agreed that the agency shall bear them, so as to avoid subsequent disputes.

If abnormal situations such as customs inspection occur that will generate extra fees, the agency shall notify the cargo owner 24 hours in advance and obtain consent before operation, to avoid sudden sky-high miscellaneous fees afterwards. Clarifying fee agreements in the contract can lock the total cost from the legal perspective, prevent agencies from arbitrarily raising prices, and protect your legitimate rights and interests. Do not only trust verbal quotations, and all terms must be specified in the written contract.

The customs inspection link of import customs clearance is the high-incidence area of hidden charges. Many agencies charge high extra fees on the grounds of container unstuffing, shifting and inspection errand services. In fact, the basic agency fee of qualified agencies already includes on-site inspection accompanying services, and the fees for container unstuffing and shifting are publicly unified charges at ports, which only need to be reimbursed at cost, and no extra agency fee shall be paid to the agency.

Standardizing goods declaration in advance, declaring goods information truthfully and attaching complete compliant documents can reduce the inspection probability, thus lowering the possibility of incurring extra inspection fees. If you encounter an inspection, just cooperate with the customs to provide required documents, and you do not need to pay for so-called "relationship fee" or "arrangement fee", which are all illegal charges.

For long-term stable importers, you can sign an annual framework agreement to lock customs clearance fees, get more favorable agency quotations, and reduce the annual overall customs clearance cost. The framework agreement can specify the tiered pricing based on annual cargo volume: the larger the cargo volume, the lower the customs clearance agency fee per container.

You can also lock the charging standards of various miscellaneous fees to avoid cost increases caused by port charge adjustments. In addition, integrating full import link services, namely entrusting the same agency with customs declaration, logistics and settlement, can get overall package discounts, reduce repeated costs caused by scattered service providers, and effectively reduce customs clearance-related costs by 10%-15% in the long run.
