I am engaged in wholesale of offline imported casual snacks, and I just expanded the business of importing pre-packaged coconut cream from Southeast Asia this year. This is my first time importing large volumes in full container loads. Previously I only used LCL (less than container load) for small shipments which had simple operation.

This full container will arrive at Shanghai Port, and I heard that the customs inspection rate for imported food is higher than before. Last week, a peer of mine encountered cargo seizure after being selected for inspection due to incorrect document labeling, and the container demurrage cost thousands of RMB per day.

Now my shipment will arrive at the port next week, and I have not found a reliable agency yet, nor do I know how the entire import coconut cream customs declaration and inspection agency process works, what needs to be prepared in advance, and how to cooperate when inspection is arranged. Could you explain the specific operation specifications and precautions clearly for me?

Imported coconut cream is categorized as imported pre-packaged food, and the full-link operation is carried out in four steps: pre-document review, core node connection, abnormal contingency plan, and compliance implementation.

Pre-document review is the core of risk control. It is required to check the certificate of origin, official health certificate, import food consignee filing certificate, label filing documents, and third-party component test report 7 working days in advance, with focus on verifying whether the country of origin labeling, product components, and shelf life parameters of the coconut cream are consistent with the declared information,so as to avoid direct trigger of inspection and cargo detention due to inconsistent information.

In the core node connection stage, the agency will complete system pre-declaration 24 hours before the cargo arrives at the port, simultaneously coordinate with the shipping company to complete expense settlement and document exchange, confirm the inspection schedule with customs in advance, and coordinate with the yard to adjust the cargo storage position in advance if it is a machine inspection,so as to avoid extra costs caused by secondary container unstuffing. If it is a manual unpacking inspection,on-site personnel familiar with import food inspection rules will be arranged to be present for cooperation in advance.

In terms of abnormal contingency plans,if label and component sampling inspection is arranged, the agency will prepare spare label samples and original manufacturer test reports in advance, cooperate with customs to take samples immediately, and shorten the waiting period for laboratory test results. If any incorrect declared information is found, the modification procedure will be initiated immediately to avoid port detention fees.

For final compliance implementation, after the inspection is passed, the agency will follow up on tax payment and release immediately, arrange trailer transportation to the designated warehouse, simultaneously complete the verification and review of Chinese labels for imported food, and finish filing and archiving in the customs system. The entire process for full container import can normally be completed within 3-5 working days.

During the customs valuation for imported coconut cream, the original commercial invoice, foreign exchange payment voucher, and original purchase contract shall be provided in advance. If the customs raises questions on the declared price, transaction records that can prove the authenticity of the declared price and materials of transaction prices of the same batch of goods at the same period shall be provided in a timely manner to cooperate with customs valuation.

Under the integrated customs clearance mode, if the goods enter the territory via Shanghai Port while the enterprise is registered in another province, the cross-regional customs clearance filing information shall be confirmed in advance to avoid situations where system document submission fails and normal declaration cannot be completed. If declaration modification is required due to declaration errors, a situation statement shall be submitted immediately with clear description of the cause of the incorrect information, and the procedure of deleting the original declaration and re-declaring can be completed within 1 working day to avoid delaying the inspection efficiency.

After the full container of imported coconut cream arrives at the port, the free storage period at the terminal and the free usage period of the container shall be confirmed in advance. If the inspection process exceeds the free periods, an application for 1-3 additional days of free period shall be submitted to the shipping company in advance to reduce unnecessary demurrage and detention expenses. In case of vessel overbooking and cargo rolling at the port, coordinate with the transit yard to store the goods in advance and adjust the inspection schedule to avoid extra storage costs.

For full container import of coconut cream, direct sailing vessels are recommended to reduce the risk of seal replacement during transit links, and lower the probability of targeted unpacking inspection due to abnormal seals. If imported under FOB terms, confirm the booking information with the overseas shipper in advance to avoid inconsistent document exchange information after cargo arrival.

The value-added tax for imported coconut cream shall be calculated according to the tax rate applicable to imported food. If the enterprise qualifies as a general VAT taxpayer, it can apply for input VAT deduction to reduce the overall tax burden. If the coconut cream is originally imported from RCEP member countries in Southeast Asia, the compliant certificate of origin can be used to enjoy the agreed tariff rate, which is about 3%-5% lower than the most-favored-nation tariff rate.

The format and signature of the certificate of origin shall be checked in advance to meet RCEP requirements, so as to avoid being unable to enjoy the tariff preference. For ports that support deferred import VAT payment, enterprises with a credit rating of A or above and no record of non-compliant customs clearance can apply for deferred payment to alleviate short-term capital occupation pressure.

During the foreign exchange payment process for imported coconut cream, CIPS cross-border RMB payment can be used to reduce losses caused by exchange rate fluctuations. When purchasing foreign exchange, reasonable exchange rate points can be selected for batch purchase to average the foreign exchange purchase cost. The transaction information shall be consistent between goods trade and foreign exchange payment, and the foreign exchange payment vouchers shall be kept for future verification, to avoid inconsistent information in case of foreign exchange administration bureau inspection.

If offshore accounts are used for payment of goods, compliant filing of the offshore account shall be completed in advance to ensure traceable capital flow, avoiding situations where the account is frozen or foreign exchange settlement is rejected. All SWIFT messages shall be archived for quick retrieval and provision during inspections.

The import coconut cream purchase contract shall clearly define the division of responsibilities in case of non-compliant origin labeling and unqualified product testing, and stipulate that the shipper shall bear corresponding extra expenses such as port detention fees and testing fees, so as to avoid the situation where all costs are borne by the importer after problems occur.

If payment is made via letter of credit, the L/C clauses shall be reviewed in advance to eliminate soft clauses and avoid non-negotiation caused by inconsistent clauses. If the agency is entrusted to hold the cargo ownership, the conditions and nodes for cargo ownership transfer shall be clearly specified in the entrustment agreement, and the rules for cargo ownership disposal under abnormal situations shall be agreed to protect the importer's legitimate rights and interests.

After receiving the inspection notice, check the container number, seal number and inspection method on the notice immediately, and arrange on-site personnel to be present after confirmation. During the inspection, first verify the authenticity of the container seal, confirm that the seal number is consistent with the bill of lading labeling. If the seal is damaged, take photos for evidence immediately and inform the customs officer.

During cargo unstuffing inspection, cooperate with customs to adjust the cargo stacking as required to facilitate sampling inspection. If sampling for laboratory test is required, confirm the sampling quantity and sampling position, sign to confirm the sampling record, follow up the progress of the laboratory test report issuance, and apply for re-inspection within the specified time limit if there is any objection.

Coconut cream is a pre-packaged canned product, which is prone to label falling off and can body rust due to moisture during transportation. Therefore, the import package shall be processed with moisture-proof reinforcement. Moisture-proof film shall be laid inside the container, and cushioning packaging materials shall be filled in the gaps to avoid collision and damage of can bodies during sailing.

If the packaging material of coconut cream meets the requirements for food contact materials, the test report of the packaging material shall be prepared in advance and provided to customs during inspection to avoid cargo detention due to non-compliant packaging materials. The MSDS document shall clearly indicate the physical and chemical properties of coconut cream, confirm that it does not fall under dangerous goods, to facilitate quick customs verification.

The import batch and container volume of imported coconut cream can be adjusted according to sales inventory status, and an import plan linked to inventory can be established to avoid cost increase caused by a large number of goods being detained at the port and occupying warehouse space. In terms of trade term selection, if the importer holds the initiative of logistics, FOB term is recommended, so that the importer can coordinate domestic logistics and customs declaration agency by themselves to optimize the overall customs clearance cost.

The annual import volume can be sorted out to negotiate a contracted rate with the shipping company and reduce maritime logistics cost. At the same time, a long-term contracted rate with the customs declaration agency can be locked in advance to stabilize customs clearance cost expenditure. The import port can be adjusted according to the inspection rate and customs clearance efficiency of different ports to optimize the overall supply chain efficiency.
