I am engaged in electronic product trade, and I am looking for an agency to handle import and export container business recently. Peers said that customs policies have changed in 2026, so I do not know how to operate compliantly now.

I tried to handle it on my own once before, filled in wrong cargo description on the customs declaration form, which led to 3 days of port detention and 2000 USD detention fee. Another time, the MSDS was not updated according to new requirements and the goods were detained. Now I want to hire an agency, and I wonder which nodes in the process are prone to problems?

Are there any new changes to export tax rebates in 2026? Can the agency optimize costs related to exchange differences and tax differences? How to deal with shipping space shortage and port change without affecting delivery time?

The core of import and export container agency in 2026 lies in full-link compliant connection, starting from pre-document review -- it is required to confirm consistency of cargo description on bill of lading/waybill and packing list 3 working days in advance, and the model and specification of electronic products shall be accurately matched with HS code to avoid document return due to inconsistent cargo description.

In the core node connection, the "space pre-confirmation code" newly added in 2026 shall be locked when booking space to avoid container rolling, the "cross-border e-commerce retail export list" shall be submitted synchronously during customs declaration (if applicable),which has been included in regular document review by customs.

The exception response plan covers 3 types of high-frequency issues: 1) Detention fee: apply for "free storage period extension code" in advance, with a maximum extension of 5 days,2) Inspection and detention: prepare goods traceability certificates (production batch records) to cooperate with machine inspection,3) Exchange rate fluctuation: lock exchange rate in advance through the agency's "exchange difference locking service".

Final compliance shall meet the requirement of four-flow consistency (capital flow, cargo flow, document flow, information flow). Customs has realized automatic four-flow comparison in 2026,and deviation will trigger early warning. The agency shall complete pre-declaration verification of export tax rebate synchronously to avoid delayed declaration across months.
