I am a trader importing beauty products and maternal and infant FMCG from Europe. I just switched my import port to Shanghai this year. The quotations from my previous cooperating freight forwarders were very messy.
Last time when I shipped a batch of hyaluronic acid toners, I was suddenly charged unannounced container unpacking inspection fees and container detention fees when picking up the goods, and the final cost was 32% higher than the initial quotation. I have really had enough of these pitfalls.
Now I want to re-screen long-term cooperative import freight forwarders, and I want to figure out what fixed items are included in import freight forwarder charges in 2026? What are the main links where charge differences between ordinary general cargo and special categories requiring cosmetics filing are reflected? Is there a compliant way to lock the total cost in advance to avoid hidden charges later?

Traditional import freight forwarder quotations generally have the drawback of "attracting customers with low prices and making up profits with high additional charges". They only disclose explicit costs such as basic freight and customs declaration fees, and postpone implicit costs such as inspection fees, special document agency fees, container and port detention fees. Once compliance or logistics abnormalities occur, enterprises need to bear extra expenses far higher than the initial quotation, and extra charges in some extreme cases can even exceed 10% of the cargo value.
Import freight forwarder charges in 2026 can be optimized under the "fixed module + risk sharing" mode. Basic charges are uniformly split into three fixed modules: international segment freight, port miscellaneous fees, and customs declaration and inspection fees. This part of the cost is highly transparent. You can require the freight forwarder to lock the quotation validity for 3 months based on the current market price,to avoid temporary price increases due to shipping space fluctuations. For categories requiring special supervision documents such as beauty products, filing agency fees and port pre-inspection fees shall be listed separately, and shall not be included in vague "service fee" packaged quotations.
Cost risks can be divided in advance through agreements. It is agreed that more than 70% of inspection and container detention fees caused by non-enterprise own document problems shall be borne by the freight forwarder. Some high-quality freight forwarders can provide all-inclusive fixed-price services, which include conventional abnormal costs into quotation calculation and will not charge extra fees. If the enterprise has stable import volume,it can also apply for the VAT deferral policy. The agency fee for single-ticket VAT deferral shall not exceed 300 RMB,which can delay the tax payment cycle by 90 days and bring additional capital turnover income. On the whole, the import freight forwarder cost after compliant optimization can be 15%-22% lower than that of the traditional quotation mode.

The charge for the customs price review link in 2026 is a part easily omitted in import freight forwarder quotations. If the declared value of goods is lower than the early warning threshold of customs big data, the price review consultation process will be launched. Some freight forwarders charge price review agency fees separately at 0.3%-0.5% of the cargo value, and will not actively explain this when quoting in advance. Enterprises can require freight forwarders to include price review agency fees into fixed customs declaration fees, and avoid extra charges based on cargo value proportion.
If the customs requires supplementary price supporting materials, the freight forwarder shall cooperate to submit them for free. Only when it is necessary to apply for certificate of origin review or third-party price notarization, an agency fee of no more than 800 RMB per time can be charged. In case of compulsory tax payment, the freight forwarder shall assist to initiate administrative reconsideration for free, and no extra service fee shall be charged after the reconsideration is successful.

The international segment freight quotation shall clarify whether it is direct voyage or transshipment. In 2026, the direct voyage freight from Europe to Shanghai is 15%-20% higher than transshipment, but the container detention risk of transshipment is more than 3 times that of direct voyage. The duration of free container period and free storage period shall be specified in the quotation. For ordinary general cargo, the free container period shall be applied for at least 14 days, and the free storage period shall be 7 days.
The tiered charging standard for container detention fees exceeding the above period shall be clarified in advance, to avoid the freight forwarder collecting at the highest standard. In case of container rolling due to space shortage, the extra freight and container detention fees for subsequent re-allocation caused by non-enterprise reasons shall be borne by the freight forwarder, and shall not be included in the enterprise's payment scope. The free container period for dangerous goods and temperature-controlled goods shall be agreed separately, and shall not be consistent with the standard for general cargo.

For import tax-related charges, attention shall be paid to distinguishing between taxes and agency fees. Freight forwarders can only collect customs-levied tariffs, value-added tax and consumption tax on behalf of enterprises, and shall not charge extra service fees for taxes.
If an enterprise applies for VAT deferral, the agency fee shall be charged at a fixed amount per ticket, not based on tax proportion. In 2026, the market price of single-ticket VAT deferral agency fee at Shanghai Port is between 200 RMB and 300 RMB, and fees exceeding this standard can be negotiated to be removed.
If it involves consumption tax reduction and exemption application for special categories, the agency fee can be agreed at 5%-8% of the reduced and exempted tax amount, and no fee shall be charged if the reduction and exemption fails. Do not accept the "tax package" service proposed by freight forwarders. All taxes shall be subject to the official tax bill issued by the customs, and shall be reimbursed based on actual amount.

Charges for the payment collection and remittance link shall clarify whether they are included in the basic service fee. In 2026, the agency fee for CIPS cross-border RMB settlement has been included in the conventional freight forwarder service scope, and no extra charge shall be made. If it involves SWIFT message modification and abnormal foreign exchange declaration processing, the agency fee per time shall not exceed 200 RMB.
The exchange rate for foreign exchange purchase and settlement shall be settled based on the real-time mid-rate of the bank. Freight forwarders shall not raise the exchange rate privately to earn exchange differences. Enterprises can require freight forwarders to provide the bank's foreign exchange settlement and sale memo to check the actual settlement exchange rate. If it involves proof of offshore account fund transfer, the freight forwarder shall cooperate to provide logistics documents for free, and shall not charge extra issuance fees for supporting materials.

The charging agreement shall clarify the compensation ratio for breach of contract. If the freight forwarder fails to complete customs clearance and delivery according to the agreed time limit, for delays of more than 3 days beyond the agreed time limit, 1% of the total service fee shall be reduced or exempted per day, and the maximum reduction or exemption ratio shall not be less than 30% of the total service fee.
If goods are detained or returned due to the freight forwarder's document errors, the extra tariffs, freight and destruction fees incurred shall be borne by the freight forwarder, and 10% of the cargo value shall be paid as liquidated damages. Do not include clauses such as "force majeure includes space shortage and container rolling controllable by the freight forwarder" in the agreement, clarify that force majeure only includes unforeseeable situations such as natural disasters and sudden policy changes, and abnormalities caused by the freight forwarder's own operation problems do not belong to force majeure.

Charges for the port inspection link shall clearly distinguish the paying subjects of normal inspection and abnormal inspection. In 2026, conventional X-ray inspection at Shanghai Port does not charge any fees.
The unpacking fee and forklift fee for manual unpacking inspection shall be reimbursed based on actual cargo volume, and the unpacking fee for single-ticket general cargo shall not exceed 800 RMB. If the inspection involves sample delivery and testing, the sample delivery agency fee shall not exceed 500 RMB per time, and the testing fee shall be reimbursed based on the official invoice of the testing institution.
If the test result is qualified, 50% of the testing fee can be required to be borne by the freight forwarder. Do not accept non-compliant charges such as "inspection tipping fee" and "expedited customs clearance fee" proposed by freight forwarders. All fees in the inspection link shall have formal charge vouchers.

The packaging service fee for special goods shall clarify the charging standard in advance. In 2026, the packaging reinforcement fee for imported temperature-controlled, fragile and dangerous goods shall be calculated separately based on packaging material cost + labor cost, and shall not be included in vague logistics fees.
The reinforcement fee for ordinary fragile beauty products shall not exceed 120 RMB per cubic meter. The cost of insulated boxes for temperature-controlled goods shall be reimbursed based on the actual purchase price, and the labor service fee shall not exceed 300 RMB per time.
If it involves agency of UN dangerous goods packaging, it shall be clarified that the packaging certificate fee is included, and no extra certificate handling fee shall be charged. If goods are damaged or returned due to unqualified packaging, all losses incurred shall be borne by the freight forwarder, and shall not be paid by the enterprise.

Charges for long-term cooperative import freight forwarders can be negotiated for discounts according to cargo volume gradients. For enterprises with annual import volume exceeding 100 TEU, they can require a 5%-10% gradient discount on basic freight, and the customs declaration fee shall be reduced to less than 300 RMB at a fixed amount per ticket.
If the enterprise's import categories are stable, the conversion of trade terms between CIF and FOB can be negotiated, to take control of international segment transportation independently, which can reduce international segment freight by 8%-12% on average. You can require the freight forwarder to provide a quarterly cost accounting report to clarify the composition of each charge.
If there is any charge exceeding the agreed standard, it will be directly deducted from the service fee in the next quarter. Long-term accounting can stably control the fluctuation ratio of logistics costs within 5%.
