I work as a purchaser for a domestic high-end integrated kitchen cabinet brand. I just obtained the domestic offline distribution authorization of a top-tier high-end Japanese sink brand this year, and plan to ship the first batch of 320 sets of original finished sinks to Shanghai Port this month.

I have never handled import of kitchen and bathroom products before. Last month I consulted a small customs broker for pre-audit, and was told that the product classification may be questionable with risk of customs detention. With only two weeks left before the shipping date, I am too anxious to sleep well every day.

I have no idea what documents I need to prepare in advance, if there are special requirements for inspection and quarantine, how to control the comprehensive import cost to avoid exceeding the budget. I want to know how the whole agency import process works, and whether you can handle all links for us without delaying the new product launch schedule.

Prioritize the completion of pre-audit and classification of commodity codes and document review in the pre-stage. You need to prepare invoices, packing lists, trade contracts, original quality statements issued by Japanese manufacturers, and compliant Chinese label samples in advance. For import of kitchen and bathroom hardware products in 2026,no additional administrative approval is required, but the heavy metal precipitation index of the product water outlet side must meet domestic food safety standards. You need to prepare a test report issued by a domestically recognized third-party institution in advance to avoid stagnation due to missing documents.

Core nodes are connected according to fixed rhythm. After booking confirmation, complete document pre-audit 7 working days in advance, and complete system declaration 1 working day before the goods arrive at the port. We connect with the integrated customs clearance green channel of Shanghai Port. The shipping schedule from Japan to Shanghai is stable, and customs clearance and pickup can usually be completed within 3 working days after arrival, without occupying extra terminal storage period.

We formulate plans in advance for common abnormalities: in case of classification disputes,we can quickly provide classification basis to apply for price and classification consultation with the customs, avoiding extra costs caused by cargo detention at the port,if on-site inspection requires testing,we can assist in connecting the testing process and shorten the report issuance cycle.

After the full process is implemented,we can simultaneously complete the whole link operations including foreign exchange payment, warehouse delivery and document archiving. Customers do not need to connect with multiple departments, only need to confirm core information,to ensure that the scheduled new product launch schedule is not delayed.

The core of price verification for Japanese imported sinks is to retain the original factory transaction and foreign exchange payment vouchers, as well as the brand original factory pricing list. For brand authorized distributors, official pricing documents from the brand side need to be provided to avoid the customs raising price verification queries due to price differences of similar products. If you encounter price verification pending, you can provide complete transaction chain materials to apply for consultation, no need to pay deposit first according to the preliminary estimated price, which saves capital occupation cost.

For classification disputes, ordinary kitchen sinks are classified into kitchen and bathroom hardware, no need to be classified as integrated kitchen cabinet components, with a tax rate difference of about 3 percentage points. Pre-audit classification can directly lock the accurate tax rate, avoiding subsequent document modification and tax repayment. Under the integrated customs clearance mode, pre-audit can be completed in China in advance, saving at least 2 days of customs clearance time.

For sinks exported from Japan to Shanghai, there are two conventional schemes: near-ocean direct shipping and transshipment. Direct shipping from Tokyo and Yokohama to Shanghai only takes 3 days, while transshipment usually takes 7 days. For batch import of more than 300 sets, full container loading can be arranged.

Direct shipping freight is about 12% higher than transshipment, but it can effectively avoid product packaging scratches caused by transshipment container unpacking. High-end sinks have high packaging costs, and once scratched they can only be scrapped, with comprehensive loss far higher than the freight difference. Full container import can apply for 14-day free storage period.

Communicate and file with the shipping company in advance, which can avoid container rollover caused by peak season space explosion, and also reduce the possibility of container detention fees. After the goods arrive at the port, trailers can be directly arranged to deliver to the designated warehouse, no need for secondary sorting in the port transit warehouse.

Japanese imported sinks can apply for the VAT deferral policy at Shanghai Port. There is no need to pay value-added tax in advance at the import link, which is directly deferred to the later sales link for deduction, effectively reducing capital occupation cost. Calculated at the 13% VAT rate, goods worth 1 million can save 130,000 of working capital occupation, which is very cost-effective for distributors purchasing in batches.

The access threshold for VAT deferral only requires the enterprise to be a regular general taxpayer with import and export operation rights, no additional qualifications are required, and we can assist in completing the filing procedures. If you are a small-scale taxpayer, you can also adjust the compliant tax structure to enjoy corresponding import tax preferences and reduce comprehensive import cost. Dynamic calculation needs to be made according to the purchase volume in advance to confirm the optimal scheme.

For cross-border foreign exchange payment, you can choose CIPS RMB cross-border payment, which saves at least 1% of exchange difference handling fee compared with SWIFT US dollar payment, with faster arrival time, usually payment can be completed within 1 working day, which will not affect the original factory delivery due to payment delay. It is necessary to confirm the compliance of foreign exchange payment in advance to ensure the consistency of four streams: goods right, invoice, contract and payment flow, avoiding compliance inspection by the State Administration of Foreign Exchange.

If the overseas original factory requires US dollar payment, you can also lock the exchange rate in advance to lock the current exchange rate and avoid cost increase caused by exchange rate fluctuations. The cost of exchange rate locking is only about 0.3%, which can effectively hedge exchange rate risk for large orders. All operations must be filed in accordance with compliance requirements, with complete transaction materials retained.

On-site inspection of Japanese imported sinks usually checks product labels, quantity, brand, and samples for heavy metal indicators. Paste qualified Chinese labels on the minimum sales package of each sink in advance, indicating origin, material and distributor information, which can avoid rectification and container unpacking requirements due to unqualified labels.

For machine inspection, stack the packages neatly in advance to avoid unclear machine inspection images caused by messy packages, which will lead to requirements for secondary container unpacking and generate extra container unpacking fees. If sampling inspection is required, we can assist in sample sealing on site and directly connect with recognized testing institutions to shorten the time for issuing test reports. Usually, conventional testing can produce results within 5 working days, which is about 3 days faster than the default process, avoiding long-term detention of goods at the port.

Most high-end sinks imported from Japan are made of stainless steel, with scratch-proof film on the surface. It is easy to get damp during sea transportation, leading to film falling off and rust on the stainless steel surface. The packaging needs moisture-proof reinforcement treatment.

Usually each sink is individually covered with a moisture-proof vacuum bag and placed into a pearl cotton buffer pad. When loading full containers, moisture-proof film needs to be installed on the container wall and desiccant placed at the bottom, which can effectively avoid packaging damage caused by high humidity weather during near-ocean transportation.

For sinks with tempered glass panels, wooden pallets need to be installed for fixation to avoid collision and fragmentation during transportation. MSDS should clearly mark the material composition of the product, no need to declare as dangerous goods, only need to complete physical protection according to ordinary goods.

When signing a procurement contract with the Japanese original factory, it is necessary to clarify the origin clause and require the provision of official certificate of origin. For Japanese original products, you can enjoy the RCEP agreed tariff rate, which is about 1-2 percentage points lower than the MFN tariff rate. It is necessary to confirm that the signature and seal of the certificate of origin meet customs requirements, avoiding inability to enjoy tariff reduction due to inconsistent documents.

At the same time, it is necessary to clarify intellectual property clauses, require the original factory to provide brand authorization certificates, and check the intellectual property customs filing in advance during import customs clearance, avoiding cargo detention caused by intellectual property disputes. If there is cargo damage, it is necessary to clarify the responsibility division and compensation clauses for cargo damage, avoiding inability to hold accountability in case of disputes.
