I am an Oolong tea manufacturer from Northern Fujian, with an annual capacity of about 200 tons. Last year, I attempted self-export to Korea for the first time and shipped 1.2 tons of bulk tea to Busan Port. Due to unfamiliarity with the pesticide residue limit standards updated by the Korea MFDS at the end of 2025, the goods were detained at the port for 21 days and eventually had to be returned.

The total loss was nearly 180,000 RMB, and I could not apply for a tax refund at all. Now I have long-term repeat orders from 3 Korean clients. I dare not operate it myself again. I want to ask how the tea export agency to Korea works.

Can it solve the problems I encountered before, such as pesticide residue review and detention? Are the agency fees transparent? Are there any hidden costs? How soon can I get the tax refund after customs clearance? Can you guarantee the safety of my cargo title and funds?

In the pre-document audit stage, the agency will collect the Certificate of Origin,Phytosanitary Certificate, and third-party pesticide residue test report in advance, checking them one by one against the 247 pesticide residue limit standards newly released by the Korea MFDS in 2026. The threshold for all test items must be at least 10% lower than the Korean requirements. This avoids the risk of detention caused by failed inspections at the source, and the cargo owner does not need to study Korean access rules personally.

In the core node connection stage, all documents are cross-verified 3 days before domestic customs declaration, and the error between manifest information and customs declaration data is controlled within 0.1% to avoid issues such as price audit rejection and deletion/re-declaration. A pre-inspection application is submitted to the Korea MFDS 72 hours before the cargo arrives at the port, utilizing the priority inspection channel for food products. Customs clearance time for regular orders can be compressed to within 3 working days, which is at least 5 days faster than self-export.

Regarding contingency plans, the agency will coordinate with local compliance testing agencies in Korea in advance. If a temporary spot check fails, the re-inspection process can be initiated within 24 hours. For goods that truly do not meet access requirements, transshipment to other Southeast Asian markets with matching access standards can be arranged immediately, avoiding double logistics costs and demurrage caused by return shipments.

In the final compliance implementation stage, all document materials with consistent four flows are retained throughout the process. Export tax refund declaration can be completed within 15 working days after cargo release, and funds arrive at least 30 days earlier than self-declaration. Service fees are clearly marked at 0.8%-1.2% of the cargo value, with absolutely no hidden costs. The cargo title belongs to the cargo owner throughout the process, and there is no risk of title transfer.

In 2026, the General Administration of Customs of China (GACC) added two mandatory declaration elements for tea export: the planting base filing number and the picking batch. Omitting these during declaration will directly trigger a price audit alert, causing the customs declaration to be rejected. Before submission, the agency will verify the logical consistency of all declaration elements.

If a price valuation dispute arises, it can directly submit export transaction records of similar goods from the past 6 months and raw material purchase vouchers to quickly complete the price review, with an average review time of only 1.2 days, far lower than the 7-day average for self-declaration. If a classification dispute occurs, the advance ruling application channel can be used to obtain official classification determination results 10 days in advance, avoiding subsequent issues like tax supplementation and administrative penalties.

Tea is susceptible to moisture. Priority should be given to the direct shipping route from Shanghai to Incheon, with a transport cycle of only 36 hours, which is at least 3 days shorter than transshipment routes, minimizing the risk of tea dampening and deterioration. When booking space, you can apply for 14 days of free storage time plus 7 days of free container time in advance to avoid extra demurrage and storage fees caused by inspections upon arrival.

In case of overbooking and rolling, priority connection with the airline's protected space quota ensures cargo is shipped as planned without delivery delays. Once the Bill of Lading is issued, the consignee/shipper information and cargo description are checked immediately to avoid pickup obstacles caused by document discrepancies.

Under the China-Korea Free Trade Agreement in 2026, the preferential tariff rate for tea is 0. As long as a valid Certificate of Origin is obtained, importers can be exempt from tariffs when clearing customs in Korea, which can become a core bargaining advantage for export enterprises. On the domestic front, the supply chain structure can be optimized to reasonably split profits from planting, processing, and export, avoiding tax audits triggered by unreasonable related-party pricing.

At the same time, the VAT additional deduction policy for agricultural product processing enterprises can be enjoyed to further reduce the overall tax burden. For payment methods from Korean clients, RMB cross-border settlement can be chosen to hedge against exchange rate fluctuations without the need for additional foreign exchange verification procedures.

When Korean clients make payments via offshore accounts, it is necessary to verify the remitter information in the SWIFT message in advance to ensure it matches the purchaser information in the contract, avoiding triggering domestic anti-money laundering checks that lead to frozen funds. For settlement, the pending order settlement function can be selected to automatically execute when the exchange rate reaches the expected point, yielding an average of 0.5%-0.8% higher exchange gains than instant settlement.

All incoming foreign exchange data is automatically matched with the transaction amount on the customs declaration, eliminating the need to manually organize verification materials. Funds can be directly credited to the account after collection, avoiding settlement delays.

When signing contracts with Korean clients, clauses can clarify the allocation of responsibility for failed pesticide residue tests. If detention is caused by incorrect access standards provided by the client, all losses shall be borne by the purchaser. Simultaneously, the scope of force majeure clauses can be agreed upon, incorporating port congestion and temporary policy adjustments into the force majeure category to avoid breach of contract liability.

For long-term cooperative clients, a bank guarantee can be requested to ensure timely payment of goods and prevent payment arrears. In the event of trade disputes, you can directly interface with a partner law firm in Korea to initiate rights protection processes immediately, reducing legal defense costs.

During tea export inspection, non-intrusive inspection is prioritized to avoid unstuffing, minimizing the risk of tea packaging damage. If selected for manual inspection, inspection personnel can be informed in advance of the fragile and moisture-sensitive properties of the tea, prioritizing operations in enclosed inspection areas to avoid cargo deterioration caused by rain or exposure.

During sample submission, accompany customs officers to ensure the sampling process complies with standards and avoid sample contamination causing distorted test results. If the test result is qualified, release can be applied for within 24 hours without waiting for the paper report to be issued, further compressing inspection time.

The export tax refund rate for tea is 13%. It is necessary to ensure that the information on purchase invoices, customs declarations, export contracts, and collection vouchers is completely consistent; any inconsistency will trigger a tax letter inquiry, causing tax refund delays. The agency will complete cross-verification of all documents before declaration.

If a letter inquiry occurs, it can directly submit purchase vouchers from the planting base, material usage records from the processing stage, and logistics trajectory data, completing the reply in an average of 10 days, far lower than the 30-day average reply time for self-operation. All documents will be retained for over 10 years, meeting tax authority filing requirements and avoiding subsequent audit risks.

For long-term stable Korean orders, a model of pre-stocking goods at a Shanghai forward warehouse can be adopted. Customs declaration and shipment can be arranged within 24 hours of receiving an order, shortening the delivery cycle by at least 7 days compared to the traditional model and significantly improving customer satisfaction.

Inventory stock levels can be optimized based on the tea picking cycle and client ordering patterns, controlling inventory turnover days within 30 days to reduce the risk of overstocking. The trade term FOB Shanghai is preferred to transfer the responsibilities of logistics and insurance to the purchaser, reducing one's own risk exposure and lowering comprehensive operating costs by over 20%.
