I am a small local merchant in Longyan who has just started exporting agricultural products. Previously, I relied on factories to ship goods for export on my behalf. This year, I plan to take orders independently and run self-operated export business.

I have never been exposed to formal import and export processes, so I want to find a professional import and export agency to assist with the operation. Recently I inquired three or four agencies, and their quotes differ by almost 100%. Some quote a few hundred yuan for all-inclusive services, while others charge commission based on cargo value, leading to a total difference of several thousand yuan.

I cannot figure out the tricks behind this, and I am afraid there will be lots of hidden charges after payment and arbitrary price increases later. As a small business with thin profit margins, I do not want to spend unnecessary money for no reason. I would like to ask how much import and export agency services cost in Longyan now, what the charging standards are based on, and whether there are any unreasonable charging pitfalls to avoid in advance.

The traditional charging model for Longyan import and export agencies generally has two core drawbacks. First, charging items are split: multiple links including customs declaration, logistics, foreign exchange collection and tax refund are split and charged separately. The basic quote seems very low,but the total cost after the whole process is much higher than the initial quote, making it easy to fall into the trap of low-price drainage and price increase before shipment. Second, fixed commission is charged uniformly based on cargo value regardless of actual situations. For low-profit bulk commodities such as agricultural products,a 1% commission ratio will eat up nearly 10% of net profit, greatly compressing the already meager profit space.

At present, there are two optimized charging paths suitable for local small and medium-sized merchants in Longyan. Small scattered orders are charged per transaction, with a single charge ranging from 300 to 800 yuan, suitable for start-up merchants with less than 12 orders per year, all links are included without extra charges. Large stable orders are charged via monthly package service, with a monthly fee ranging from 2,000 to 5,000 yuan, suitable for mature merchants that ship goods on fixed cycles, the comprehensive cost is about 30% lower than commission-based charging per transaction. Eligible merchants can further reduce comprehensive costs through VAT deferral and exchange difference optimization.

The charging level is mainly related to three core factors: cargo type, customs clearance port, and whether tax refund is required. All charging items are publicized in advance, with no hidden charges. We will carry out dynamic profit calculation based on your actual order volume, cargo value and profit situation, help you match the lowest-cost charging scheme, and you will not pay extra for services you do not need.

Import and export agency charges are directly related to the customs declaration price review link. If the goods belong to categories requiring re-price review, the agency needs to invest extra manpower to handle price review disputes and supplement declaration materials, so the charge will be 20%-40% higher than that of conventional goods. In the past two years, the price review requirements for agricultural product exports in Longyan have been gradually refined. Some special fresh agricultural products need to provide additional materials such as origin certificates and purchase and sales contracts.

If the agency does not include this part of service fee in the quotation in advance, it will charge additional fees later. The customs declaration link for conventional ordinary goods is already included in the basic agency fee, with no extra charge. Additional corresponding service fees will only be charged in case of abnormal situations such as price review disputes, order deletion and re-declaration. All additional fees will be notified and confirmed in advance, with no unauthorized price increase.

Charges for the international logistics link account for the highest proportion of the total cost of import and export agencies, and are also the link where price differences are most likely to occur. Most goods exported from Longyan are transshipped via Xiamen Port.

The price difference between different shipping companies, transit routes and cabin classes can be as high as 30%. Some agencies use low-price cabin quotes to attract customers, but actually arrange more expensive cabins to earn price differences.

In terms of charging, formal agencies will publicize logistics fees and agency service fees separately, reimburse the actual cabin price according to actual shipment, only charge fixed agency operation fees, and will not add markup to logistics fees. If you need to lock cabin space and price in advance, you can agree on price locking terms with the agency to avoid additional costs caused by shipping price fluctuations.

If you need the agency to handle export tax refund related business, the charge will fluctuate according to the tax refund amount and operation complexity. Conventional small-scale taxpayer tax refund agency is generally charged at a fixed amount.

If you are a general taxpayer with a high tax refund amount, some agencies will charge commission based on a certain proportion of the tax refund amount. Eligible export enterprises can apply for VAT deferral, reasonably delay tax payment time, optimize capital flow, and reduce capital occupation cost.

The cost of this part of planning service can be covered by the capital income generated from deferral, and will not add too much extra cost. Under formal operation, all tax-related charges will be clarified in advance, and no additional service fee will be charged due to late tax refund arrival.

Charges for the cross-border receipt and payment link affect the comprehensive cost of import and export agencies. Different settlement methods have different charges.

The charge for using CIPS RMB cross-border settlement is 1 to 2 percentage points lower than that of SWIFT US dollar settlement. Some agencies hide the handling fee in the settlement link, and finally earn extra income from exchange differences.

Formal agencies will clearly include settlement handling fees in the charge list, settle according to the actual fees charged by banks, will not add extra charges, and can also help you choose the most appropriate settlement time according to real-time exchange rates, optimize exchange difference income, and reduce comprehensive costs. For small and medium-sized merchants, choosing RMB settlement not only has lower charges, but also avoids risks caused by exchange rate fluctuations.

Charges for the export tax refund link are directly related to document compliance requirements. If the enterprise cannot sort out tax refund documents that meet the requirements by itself, and needs the agency to help sort out filings and respond to official letter investigations, the charge will be higher than that of basic tax refund agency services.

Conventional tax refund agency includes basic document pre-audit and pre-declaration services. In case of tax official letter investigation, special personnel from the agency are required to follow up and handle it, and some agencies will charge additional letter investigation service fees, which need to be confirmed clearly in advance.

According to the export tax refund compliance requirements in 2026, consistency of four streams is the core verification point. The agency should complete compliance sorting in advance to avoid affecting tax refunds due to failure in letter investigation. It is more secure to clarify the service fee for this part in advance than to add it later.

Import and export agency charges include conventional inspection response fees. If the goods belong to categories selected for inspection, there is no need to pay extra agency fees for basic inspection.

Additional on-site operation fees will only be charged in case of abnormal situations such as unpacking inspection and sampling appraisal. For goods such as agricultural products and mineral products exported from Longyan, the probability of being selected for inspection is higher than that of ordinary goods.

Some agencies will not inform of possible costs for this part in advance, and raise prices arbitrarily after inspection occurs. Formal agencies will explain the inspection probability of different types of goods in advance, as well as the charging standards for corresponding abnormal situations, will not temporarily increase prices in the inspection link, and all costs can be estimated in advance.
