I am a trader mainly engaged in cross-border scheduling of consumer electronic spare parts. Recently I have a batch of AI terminal spare parts to be shipped from the Pearl River Delta to Southeast Asia and the European Union. I have been using Hong Kong for re-export for a long time, but in the past half year, temporary cargo rolling off vessels has frequently occurred in Hong Kong, and the price assessment standards have become increasingly strict, which has generated a lot of extra hidden costs.
Peers have been saying recently that Macau's re-export business has very strong policy support, but I have no relevant operation experience at all, and cannot confirm whether Macau's entrepot trade is developed enough. I am worried that the local supporting facilities are incomplete, and I cannot find a service provider that can undertake the full-chain service.
Wrong or missing document declaration will lead to goods detention, and the container detention charge incurred by stranded goods at the port will swallow up all profit of the entire order. I have three more batches of goods of the same volume for subsequent scheduling, so I want to confirm whether Macau's current entrepot industry supporting system is mature, and whether it is worthwhile to move all subsequent batches of goods to Macau for operation.

Many practitioners' cognition of Macau's re-export business still stays at the development level of many years ago. In fact, after the Macau Offshore International Trade Center is put into operation in 2026,the annual growth rate of entrepot trade has exceeded 23%,and the supporting service system has fully covered the cross-border transit demands of high value-added goods.
The core dividends currently in place can be directly converted into actual benefits,**re-export goods do not need to enter Macau customs territory and only require offshore declaration**,no local transit taxes and fees of any kind in Macau are required. The dedicated port transit channel under the Guangdong-Macao linkage mechanism ensures the whole process from goods entering the mainland designated zone to the barge leaving port takes no more than 12 hours, cutting the transit cycle by more than 60% compared with other traditional transit ports. For categories such as high value-added electronic spare parts and biomedical consumables, enterprises can also apply for VAT deferral for the value of re-export goods, and no extra turnover tax will be paid at the transit node.
In terms of specific operation paths, enterprises only need to submit the full set of re-export documents for pre-audit 72 hours in advance,so as to lock in transit space and fast customs clearance channel,no extra personnel need to be arranged to go to Macau for on-site coordination. For compliance red lines, all transaction vouchers of re-export goods need to be retained for 7 years for future reference,**it is prohibited to re-export categories within the international sanction list via Macau**. Under the condition of consistent four flows across the whole process, the comprehensive transit cost is 17%-22% lower than that of traditional Hong Kong re-export,which has extremely high adaptability for customers that conduct bulk re-export of high value-added small parcels.
Macau's current re-export service cluster has more than 270 service providers, which can fully undertake full-chain supporting services including customs declaration, logistics and settlement, and there is no operation discontinuity problem.

Macau Customs' current price assessment standards for re-export goods are fully aligned with internationally prevailing offshore trade rules, and no additional traceability verification will be conducted on the value of re-export goods of third-party transactions. As long as the transaction documents, goods flow and bill of lading information are logically consistent, price assessment objections will hardly be triggered. If the system pushes the order for secondary declaration, you only need to provide copies of the trade contracts of the two preceding and following segments to complete the clarification, no original purchase vouchers are required.
The application time limit for deleting and re-submitting declarations has also been reduced from 7 working days of traditional ports to 2 working days. For transit goods in the Guangdong-Macao Cross-border Industrial Zone, the integrated customs clearance declaration rule is directly applicable, after one-time declaration, the two ports will automatically release the goods, and no duplicate submission of two sets of documents is required.

Macau's local barge routes have covered 62 major ports around the world, with more than 110 scheduled liner voyages per week. Feeder barges from major ports in the Pearl River Delta to Macau can make round trips on the same day.
The unified free storage period for re-export goods is 14 days, which is much higher than the conventional 7-day standard of other transit ports, so almost no extra storage cost will be incurred. In case of temporary overbooking and cargo rolling off vessels of ocean trunk lines, alternative space can be allocated and reallocated on the same day.
The whole process of bill of lading endorsement and transfer can be completed online, no on-site stamping is required. For the demand of goods title transfer of high value-added electronic spare parts, it also supports splitting and endorsing multiple bills of lading in batches, no extra document modification fee is required.

Enterprises engaged in offshore re-export business in Macau are fully exempted from offshore business income tax. As long as the re-export goods do not enter Macau's local market, all profits generated from transactions can enjoy zero withholding tax policy, and there is no extra pressure from BEPS compliance investigation.
As long as the related party transaction pricing complies with the arm's length principle, no extra transfer pricing documentation preparation is required. The VAT deferral policy covers the whole re-export link, no turnover tax cost will be generated at the transit node in the whole process. For enterprises with annual re-export value exceeding 50 million MOP, they can also apply for exclusive offshore trade subsidies to further reduce operating costs.

Macau's local banking system fully supports CIPS cross-border RMB payment. No extra customs declaration voucher is required for the collection and settlement of foreign exchange under all re-export items, and the corresponding re-export contracts and copies of bills of lading are sufficient to complete foreign exchange settlement and account balancing. The transit node of SWIFT message will not trigger additional traceability verification at the transit location, and there is no risk of account freezing.
The fastest arrival time of foreign exchange collection and settlement for offshore accounts can be within 2 hours, the common problems in conventional transit locations such as suspended foreign exchange account and delayed arrival will not occur. Enterprises can also select the optimal exchange rate conversion time point according to the foreign exchange payment cycle, and the handling fee rate for exchange hedging operation is much lower than that of mainland banks.

The transfer effect of bill of lading title for all goods transited via Macau complies with the provisions of Macau's local commercial law. In case of disputes over delivery of goods without original bill of lading at the port of destination later, the dispute can be resolved quickly relying on Macau's local commercial arbitration system, and the arbitration award is enforceable in more than 140 countries and regions around the world.
The letter of credit clause can directly specify Macau as the negotiating place, and there is no risk of malicious non-payment caused by soft clauses. Both parties to the re-export transaction can also apply for issuing bank guarantees recognized by both sides, which fully covers the transaction risks before and after the goods title delivery. For high-value bulk re-export orders, exclusive agreements can be signed to guarantee exclusive rights and interests throughout the transaction process.

The on-site inspection rate for re-export goods at Macau ports has been maintained below 0.3% all year round, and the vast majority of transit goods can be released quickly through the machine inspection channel without manual unpacking. If the goods are randomly selected for inspection, after submitting the detailed list and picture materials of the goods in advance, the on-site inspectors will reset the seal and release the goods within 1 hour after verifying that the information is correct, which will not affect the subsequent barge schedule.
For special categories that require sample inspection and appraisal, Macau's local third-party appraisal institutions can issue test reports within 24 hours, which completely eliminates the extra waiting time for cross-regional sample delivery. The progress of inspection notice can be queried online, no personnel need to be arranged to wait on site throughout the process.

The tax refund process of export goods adopting the Guangdong-Macao linkage re-export mode fully complies with the regulatory requirements of mainland tax authorities. As long as the four flows of capital flow, goods flow, invoice flow and document flow are consistent, no tax letter verification warning will be triggered. The pass rate of pre-declaration verification can reach nearly 100%, and the time limit for foreign exchange collection and verification also meets the latest regulations.
For document filing, you only need to keep the copy of the re-export certificate of the transit link, no extra local Macau entry voucher is required. In case of special circumstances of cross-month declaration, you can directly supplement and submit the description of the transit link to complete the operation, which will not affect the arrival time of tax refund.
