I am a supply chain manager of a home appliance export enterprise. Recently I plan to sell goods to the United States via Mexico transshipment.

Last month, one of my shipments was detained at Manzanillo Port, the customs claimed there was a problem with the certificate of origin, and the demurrage fee kept rising every day. Finally part of the goods had to be destroyed, causing a loss of more than 100,000 RMB.

Now I dare not proceed with transshipment casually, and I want to know what common operation modes are available for Mexico transshipment trade? What other risks need special attention? How to control logistics costs? What documents need to be prepared for compliance?

Many enterprises have misunderstandings in Mexico transshipment trade: they believe transshipment only refers to container repacking and labeling, while ignoring the compliance of documents from the transit country. For example, falsified or mismatched information on the certificate of origin will directly trigger the inspection mechanism of Mexican customs. After the goods are detained, demurrage fee (Manzanillo Port 2026 standard: USD 150 per container per day) and storage fee will accumulate rapidly, and in severe cases, the goods will be confiscated or destroyed.

Two points need to be noted for physical risk isolation: first, select formal Mexican transit warehouses that can provide customs registration certificates, and avoid using unqualified small warehouses, second, adopt neutral packaging, completely remove the brand marks, origin labels of the original exporting country, and even traceability information on packaging materials.

Exclusive loss control tips: apply to Mexican customs for pre-audit of the certificate of origin in advance, and submit processing certificates of the transit country (such as records of simple processing and packaging replacement),purchase freight insurance covering detention risks to cover additional expenses during goods detention, sign clear liability agreement with the transit agent, specifying the handling process and compensation standards after goods are detained.

When declaring Mexico transshipment trade, clearly mark "transshipment" in the "trade mode" column of the customs declaration form, and submit the transit agreement, cargo list and transit country processing certificate. If the packaging is replaced during transit, specify the replacement details in the remarks column of the customs declaration form, to avoid customs price verification disputes caused by opaque information.

In addition, Mexican customs has stricter price verification standards for transshipment goods in 2026, it is recommended to prepare the authentic transaction contract and invoice of the goods in advance, to ensure the price is consistent with the market trend.

For logistics routes of Mexico transshipment, Manzanillo Port or Veracruz Port are preferred, as these two ports have high transit efficiency. The free storage period of Manzanillo Port is 7 days, and that of Veracruz Port is 5 days. Confirm the fee for extending the free storage period with the shipping company in advance (about USD 50 per container per day in 2026).

If the goods need to be transshipped to the United States, it is recommended to adopt a direct transit scheme, to avoid cargo ownership risks caused by multiple transshipments. In addition, track the real-time location of the goods, and use the shipping company's electronic bill of lading system to ensure controllable cargo ownership.

In Mexico transshipment trade, if the goods only undergo simple packaging or storage in Mexico, no Mexican Value-Added Tax (VAT) is required, but a transit certificate must be submitted to the Mexican tax authority.

If processing procedures are involved, 16% VAT shall be paid in accordance with Mexican tax laws, and VAT deferral can be applied for, to defer the payment until the goods leave the country. In addition, the profit distribution of transshipment trade shall comply with BEPS principles, to avoid being identified as transfer pricing of related party transactions.

The receipt and payment of foreign exchange for transshipment trade must go through compliant channels. It is recommended to use the CIPS system for cross-border RMB payment, to avoid SWIFT messages being intercepted by third parties.

Formal invoices shall be provided for the expense payment to the transit agent, to ensure the consistency of capital flow and goods flow. In addition, the Mexican Foreign Exchange Administration will impose stricter review on foreign exchange settlement of transshipment trade in 2026, so transit agreements, customs declaration forms and logistics documents must be retained for inspection.

The transshipment trade contract shall clearly specify the liabilities of the transit agent, including the custody of goods during transit, document processing and risk bearing. If the goods are detained due to the transit agent's fault, the compensation standard (such as 1.5 times the value of the goods) shall be specified.

In addition, a force majeure clause shall be added to cover situations such as port strikes and customs policy changes. It is recommended to specify the time point of cargo ownership transfer in the contract, to prevent the transit agent from disposing of the goods without permission.

When Mexican customs inspects transshipment goods, it focuses on checking the certificate of origin, goods marks and packaging. If the goods are found to carry the brand marks of the original exporting country, it will be identified as origin falsification.

When facing container unpacking inspection, prepare the goods list and transit certificate in advance, and cooperate with customs officers to verify the quantity and specification of the goods. If the customs requires sample testing, select a Mexican official recognized testing institution to ensure the validity of the report.

The packaging of Mexico transshipment goods shall adopt neutral packaging, removing all logos, origin labels and traceability information of the original exporting country.

If the goods are fragile, use international standard cushioning materials (such as EPS foam, air bubble film), and mark "Fragile" on the packaging. For dangerous goods, pack them in accordance with UN standards and provide MSDS report, to ensure compliance with Mexican customs' dangerous goods transportation requirements.

Export tax refund for transshipment trade must meet the "departure from territory" condition. If the goods exported from China to Mexico are not shipped out of the territory but sold directly in Mexico, they cannot enjoy export tax refund.

If the goods are finally shipped out of the territory to a third country, the departure certificate, bill of lading and customs declaration form of the transit country shall be provided, to ensure the consistency of four flows (contract, invoice, logistics and capital flow). In addition, note transshipment trade when filing export tax refund, to avoid being identified as domestic sales by the tax authority.
