I am a salesperson at a foreign trade company, and I have just received a bulk mobile home export order from a South American client. This is my first time handling export of such large equipment, so I have no idea about agency fees at all.

The ordinary cargo agency we cooperated with before charges a fixed service fee plus reimbursable actual expenses, but mobile homes are large in volume and require special containers, will there be extra charges? I am worried about hidden fees, for example, are inspection fees and container detention fees included in the agency fee?

Besides, we trade on FOB Shanghai terms, will the agency fee vary with different trade terms? Is there any correlation between export tax refund and agency fee? Right now I have no idea how to calculate the overall cost, I am afraid I will make a mistake in quotation and lose the order, or be charged extra fees later.

The composition and charging logic of mobile home export agency fees are significantly different from those of ordinary general cargo. The traditional model usually charges "basic service fee + reimbursable miscellaneous expenses",but it is prone to hidden price increases. First of all,it should be clarified that fees charged by formal agencies are generally divided into three categories: basic agency service fee, special operation fee,and reimbursable third-party fees.

The basic service fee is usually charged based on container type or cargo volume. The basic service fee for 20GP mobile homes (which require split packaging) is approximately RMB 1,200-1,800 per container, while that for 40HQ special containers will be 30%-50% higher,as it involves extra work such as large cargo reinforcement and over-limit declaration. The special operation fee includes customs inspection coordination fee, special container lifting fee,and cross-border land transport connection fee. If this part adopts an all-inclusive fixed rate model,it is more worry-free than reimbursable actual expenses, and a service fee of 8%-12% of the actual incurred amount is usually charged.

What many customers easily overlook is the impact of trade terms on agency fees. For CIF terms, the agency will take on extra work of coordinating sea freight and insurance,so the service fee will be 5%-8% higher than that under FOB terms. In addition, customs will implement stricter price verification for cross-border large cargo in 2026. If the agency can assist with pre-classification and price negotiation,it can avoid extra costs of price verification and tax supplementation. This service usually charges a special consulting fee of 0.1%-0.3% of the cargo value.

In terms of optimization paths, you can choose the "all-inclusive price" model to lock in all possible fees in advance and avoid later disputes. For example, agree with the agency that all fees will not exceed 1.2% of the total cargo value, except for customs fines and document modification fees caused by the customer's own reasons. Compared with the traditional reimbursable actual expense model, the all-inclusive price can reduce hidden costs by 15%-20%,which is suitable for first-time cooperating customers.

Finally, note that there is no direct correlation between agency fees and export tax refunds, but if the agency can assist with document filing and foreign exchange receipt compliance,it can reduce the risk of tax refund correspondence and indirectly speed up the arrival of tax refunds. This service can be negotiated with the agency as a value-added item, and generally no extra fee is required.

Mobile homes are cross-border large cargo, so commodity pre-classification is required before export declaration. The customs code in 2026 is 94060000 (mobile homes). During price verification, special attention will be paid to whether packaging fees and reinforcement fees are included in the dutiable value.

If the agency does not conduct pre-price verification in advance, it is very likely that the customs will question the low cargo value, resulting in cargo detention or tax supplementation. In addition, for countries such as Brazil that require CNCA certification, the agency will assist in preparing certification documents, which belongs to supporting customs declaration services and will not be charged separately.

However, if the customer needs expedited processing, an expedited fee of RMB 500-1,000 will be charged. Also note that if the packaging of mobile homes is made of wooden materials, IPPC fumigation must be carried out, otherwise the cargo will be detained at the port of destination. The agency will arrange fumigation and issue the certificate in a unified manner, and the fee is included in the reimbursable part.

Logistics costs account for more than 60% of mobile home export agency fees. First, you need to choose a suitable shipping company. In 2026, Maersk and COSCO Shipping both have special routes for large special containers. The direct shipping schedule to Santos Port in South America is about 28 days, while the transshipment schedule takes 45 days. In terms of free storage period, it is 7 days for ordinary containers at Shanghai port, and can be extended to 14 days for special containers. Excess part will incur container detention fees.

The agency will assist customers to apply for free storage period from the shipping company to avoid extra expenses. In addition, mobile homes need to be transported by flat rack containers, and the packing fee for each flat rack container is RMB 300-500 higher than that of ordinary containers. This fee will be listed separately, but can be negotiated with the agency to be included in the basic service fee. Also note that for unpacking fees and storage fees at the port of destination, if it is a customer-specified freight forwarder, the agency will assist in coordination, but the fee will be borne by the customer, which should be confirmed with the customer in advance.

Tax planning for mobile home export is indirectly related to agency fees. First, confirm whether the agency can provide formal special VAT invoices, so that input tax can be deducted. In addition, VAT deferral has been fully implemented in EU countries. If customers export to the EU, the agency can assist in handling VAT deferral to delay the payment of import VAT and ease capital pressure.

This service usually charges a service fee of 0.5% of the deferred amount. Also note that for the pricing of cross-border related party transactions, if the customer and the foreign customer are related enterprises, the agency will assist in preparing pricing documents to avoid anti-tax avoidance investigations by tax authorities.

This fee is generally charged per project, approximately RMB 3,000-5,000. In addition, the document filing for export tax refund needs to be consistent with the customs declaration documents of the agency, and the agency will assist in sorting out filing materials for free without extra fees.

Cross-border payment and receipt compliance is the key point for mobile home export. In 2026, CIPS RMB cross-border payment has covered most countries around the world. Using RMB settlement can avoid exchange loss.

The agency can assist customers to choose the optimal settlement method. For example, the handling fee of CIPS settlement is about 30% lower than that of SWIFT settlement. In addition, verification needs to be completed within 180 days after foreign exchange receipt, and the agency will remind customers to complete it on time to avoid affecting export tax refund.

If customers use offshore accounts for settlement, the agency will assist customers to complete account compliance review to avoid account freezing. Also note that the payment amount of mobile homes is relatively large, so it is recommended to receive foreign exchange in batches to avoid being listed as suspicious transactions by banks. The agency will assist customers to prepare transaction background materials to ensure compliance of payment and receipt.

The contract terms for mobile home export need to clarify the composition and payment method of agency fees to avoid later disputes. First, agree on "all-inclusive price" or "reimbursable actual expenses" in the contract.

If it is reimbursable actual expenses, all possible fee items should be listed, such as inspection fees, container detention fees, fumigation fees, etc., and clarify which fees are borne by the customer and which are borne by the agency. In addition, force majeure clauses should be added, such as how to allocate responsibilities and fees in case of customs inspection delays, shipping company overbooking, etc. Also note that for the endorsement and transfer of bills of lading, if the customer needs to transfer the cargo right to a third party, the agency will assist in handling the bill of lading endorsement.

This service is generally free of charge, but if expedited processing is required, a fee of RMB 200-500 will be charged. In addition, the dispute resolution method should be agreed in the contract, such as choosing the China International Economic and Trade Arbitration Commission, to avoid legal disputes at the port of destination.

On-site inspection for mobile home export needs to be prepared in advance. First, ensure that the packaging of the goods meets the customs requirements. For example, wooden packaging should have IPPC marks, and the shipping marks of the goods should be clear, including item number, gross weight, net weight, destination and other information.

If the customs requires unpacking inspection, the agency will assist the customer to arrange container unloading. The unloading fee is generally charged by hour, approximately RMB 200-300 per hour. In addition, pay attention to the authenticity of the seal. The customs will replace the seal after inspection, and the customer needs to check that the seal number is consistent with that on the bill of lading.

If any problems are found during inspection, such as damaged packaging or inconsistent cargo volume, the agency will assist the customer to rectify, and the rectification fee will be borne by the customer. Also note that during machine inspection, the volume of mobile homes is large, so it may be necessary to adjust the packing position to avoid failing the machine inspection. The agency will arrange experienced operators to assist in the arrangement.

The compliance of mobile home export tax refund requires attention to the consistency of four flows, namely contract flow, cargo flow, capital flow and invoice flow. The agency will assist customers to prepare transaction background materials, such as production contracts, logistics vouchers, etc., to speed up the correspondence check progress.
