We are a small industry and trade enterprise engaged in household goods export, and we just obtained the self-operated export right this year. Previously, we hired agency companies to handle the full export process. Although we operate exports independently now, we still outsource links such as customs declaration and port operation to professional agency companies, with tens of thousands of yuan of export agency fee expenditure every quarter. Our accountant is a new recruit who has no previous experience in foreign trade financial accounting, who once said it should be recorded in selling expenses and later said it should be recorded in cost of principal operations.
The quarterly tax declaration is approaching, and we have not yet determined the correct entry method. Some time ago, a neighboring peer received a tax early warning due to wrong entry of accounting titles, which also delayed the arrival time of export tax rebates. We are very worried now, and just want to figure out what titles export agency fees should be recorded in under different scenarios to ensure compliance and avoid crossing regulatory red lines.

Many foreign trade enterprises make entry errors for export agency fees because they fail to distinguish the business nature of export agency fees and incorrectly classify all agency fees into one single title, which directly triggers subsequent tax inspection early warnings. In severe cases,it will be determined as four-flow inconsistency, affecting the normal handling of export tax rebates, and even requiring the transfer out of already refunded taxes, causing direct economic losses to enterprises. Many enterprises pursue convenience in the early stage and do not adjust wrong entries in time, they rush to make rectifications only after the tax authority issues an early warning, which not only delays the tax rebate progress, but also increases the labor cost of financial adjustment.
Direct agency services not involving tax rebate: Export agency fees shall be directly recorded in the selling expenses - agency fee title. This is the most common entry scenario, which conforms to the definition of selling expenses in the 2026 revised Enterprise Accounting Standards,it belongs to the intermediate service expenditure incurred by enterprises to promote sales, and the classification meets relevant requirements.
Direct agency fees corresponding to the export tax rebate link: If it is expenditure directly corresponding to core performance links such as customs declaration and booking of export goods,it can be recorded in the cost of principal operations title,to match costs with export income, which meets the accounting requirements of the accrual basis and will not affect tax rebate accounting.
Various miscellaneous expenses advanced by the agent shall be accounted for separately from basic agency fees. The advanced part shall be first recorded in other receivables, after obtaining the corresponding expense invoice,it shall be adjusted to the corresponding title according to the nature of the expense, and shall not be mixed with agency fees.
In daily bookkeeping, agency fee invoices, agency agreements and expense detail lists shall be retained. The recorded accounting titles shall be checked at the end of each quarter, and errors and omissions shall be sorted out uniformly during the annual final settlement and payment,to realize closed-loop risk prevention and control from the source and avoid unnecessary early warning and rectification.

According to the latest 2026 enterprise income tax deduction rules, export agency fees can be deducted before tax as long as compliant VAT invoices are obtained. The choice of accounting title does not affect deduction qualification, but will affect the structural analysis of enterprise costs and expenses.
If the proportion of export agency fees in the enterprise's operating income exceeds 5%, it is recommended to set up a separate secondary title for accounting, to facilitate quick data retrieval during subsequent financial analysis and tax inspection. For general taxpayers, the corresponding input tax of VAT special invoices obtained for export agency fees can be deducted normally, unless the corresponding export goods are subject to the tax exemption without rebate policy, in which case the input tax needs to be transferred out to the corresponding title.

During the export tax rebate verification process, the tax authority will focus on verifying the classification of costs and expenses. If export agency fees are incorrectly recorded in the cost of principal operations title, it will affect the calculation of input tax for export tax rebates. Especially in the calculation of exemption, credit and refund for production enterprises, wrong entry of accounting titles will lead to incorrect calculation of the tax amount that is not exempted and deductible, resulting in tax rebate differences.
For foreign trade enterprises, export agency fees do not constitute the export cost of goods, and do not need to be incorporated into the input tax of goods, they can be separately recorded in the corresponding expense or cost title, which will not affect the division of tax rebate input. In daily document filing, agency fee invoices and agency agreements shall be archived together, so that supporting materials can be provided directly in response to tax correspondence verification.

The accounting title of export agency fees will affect the compliance verification of foreign exchange receipt and payment. If the agency fee is borne by overseas customers and the enterprise advances it first and then recovers it, it shall be recorded in the other receivables title, and shall not be recorded in expense or cost titles, to avoid falsely inflated book costs and mismatch between foreign exchange receipt and payment data and financial data.
If the agency fee is directly deducted from the export payment, the export income shall be recognized according to the amount before deduction, and the agency fee shall be recorded separately. Income shall not be recognized directly according to the net amount, otherwise it will affect the compliance of income accounting and trigger the early warning of the foreign exchange monitoring system.

The accounting title of export agency fees shall be consistent with the stipulations of the agency agreement. If the agency agreement stipulates that the agency fee is a lump-sum fee covering expenditures of multiple links such as customs declaration, logistics and inspection, it can be uniformly recorded under the corresponding primary title of agency fee, and there is no need to split it into multiple titles for accounting.
If the agreement stipulates that the agency fee is a basic service fee, and expenses of other links are reimbursed on actual incurred basis, the reimbursed part shall be recorded separately according to the nature of the expense, and shall not be fully incorporated into the agency fee title. In case of agency contract disputes, clear entry records can also be used as evidence to help enterprises clarify rights and responsibilities and reduce dispute handling costs.

The agency fee generated in the export customs declaration link includes services such as pre-entry, customs declaration review and customs clearance coordination. This type of fee is a typical export agency service fee, which directly corresponds to the sales link of export business, and can be classified into selling expenses.
If it is incorrectly classified into the customs clearance miscellaneous fee title, it will not affect compliance, but it is not conducive to the refined accounting of internal costs of enterprises. The abnormal document modification fee and document deletion and re-declaration fee generated in the process of customs clearance do not belong to basic agency fees, and need to be separately recorded in selling expenses - customs clearance miscellaneous fees, not mixed with basic agency fees, to facilitate subsequent statistics of additional costs generated by abnormal operations.

For enterprises with multi-category and multi-batch export business, export agency fees can be collected by different orders, the agency fee corresponding to an order shall be directly recorded in the cost title of that order, to facilitate enterprises to calculate the actual profit of a single order and optimize subsequent product selection and pricing strategies.
If they are uniformly collected into selling expenses, it is impossible to accurately split the actual expenditure of a single order, which easily leads to misjudgment of the profitability of some orders and affects the enterprise's supply chain decisions. For large-scale foreign trade enterprises, it is recommended to account for agency fees by order dimension to improve the accuracy of cost accounting and support business decision optimization.

If the export agency fee includes agency services for the logistics link, such as booking agency and bill of lading confirmation, there is no need to split it separately into the logistics cost title, and it can be included in the corresponding title of export agency fee. Only when the enterprise arranges logistics by itself and pays pure logistics freight to a third party, it needs to be separately recorded in the cost of principal operations or selling expenses - freight title.
If the agency fee generated at the port of destination is borne by the domestic exporter, it shall also be classified into the corresponding title according to the nature of the expense. As long as a compliant invoice is obtained, it can be deducted before tax normally without special adjustment.
