I am engaged in the foreign trade business of coniferous pulp entrepot from Southeast Asia to the EU. I tried three entrepot shipments in the first half of this year. Previously, I only declared tariffs based on FOB price, but now the freight forwarder says I need to account for VAT deduction at the transshipment stage.

However, I have no idea about the differences between the taxation of entrepot trade and general import and export trade. Will the tax calculation be different due to operations at the transshipment port? Recently, one of my shipments was almost detained by the customs due to a misunderstanding of tax items during declaration, which made me extremely anxious!

Now I urgently need to clarify the specific tax collection rules for pulp entrepot trade, especially the latest policy requirements in 2026, as well as the documents and procedures that must be paid attention to during declaration to avoid further problems. I also want to know if there are reasonable relief methods to reduce costs.

Tax collection for pulp entrepot trade needs to be disassembled in full accordance with the cross-border entrepot rules issued by the Customs and Taxation Administration in 2026,with the core links as follows: First,pre-document review: you need to prepare **transshipment port ownership documents** and the final sales contract with the EU buyer to avoid confusing entrepot trade with general import. Second, core tax calculation: tariffs are calculated by multiplying the FOB price at the transshipment port (excluding transshipment fees) by the most-favored-nation tax rate. For VAT,you need to distinguish deductible items at the transshipment stage. If the ownership of the goods is not transferred to the transshipment port, you can apply for deferred tax payment. Third, declaration node connection: you need to submit the entrepot declaration to the customs 72 hours before departure, and simultaneously file cross-border fund flow records with the tax authority. Fourth, contingency plan: in case of price assessment disputes, you need to provide details of logistics fees at the transshipment port to avoid calculation based on domestic dutiable value.

The new regulations in 2026 clearly stipulate that if entrepot pulp meets the conditions of "no processing and no ownership landing at the transshipment port",part of the VAT at the transshipment stage can be exempted. Please note that **you are not allowed to change the ownership transfer path without authorization**,otherwise it will trigger the tax rules for general import. You need to mark the "entrepot trade" code during declaration to avoid being classified as domestic sales. If the EU Carbon Border Adjustment Mechanism (CBAM) is involved, you need to additionally calculate the carbon footprint of the pulp, but the CBAM exemption for entrepot trade requires a third-party certified carbon footprint report.

In practice, you need to ensure that the timelines of all documents are consistent. For example, the time difference between the departure time on the logistics bill of lading and the declaration time shall not exceed 15 days. If it exceeds, you need to submit an extension explanation. If port detention occurs due to missing documents, you need to complete them within 3 working days, otherwise detention fees will be incurred and tax calculation will be affected. It is recommended to contact the entrepot filing window at the port in advance to ensure that all procedures comply with the latest compliance requirements and avoid unnecessary cost losses.

For tax price assessment of pulp entrepot trade, attention should be paid to the ownership transfer documents at the transshipment port. In 2026, the customs' focus on price assessment for entrepot trade has shifted from "domestic dutiable value" to "net FOB price at the transshipment port". You need to exclude miscellaneous fees such as storage and handling at the transshipment port to avoid over-collection of tariffs due to fee confusion.

During declaration, you need to mark "entrepot goods" in the "trade mode" column of the customs declaration form. If EU compliance requirements are involved, you need to note "entrepot to EU" in the remarks column to avoid being classified as general import. In case of price assessment objections, you need to submit details of logistics fees at the transshipment port and proof of non-transfer of ownership, such as the endorsement path of the bill of lading, within 10 working days, otherwise secondary declaration will be triggered.。

The choice of pulp entrepot route will affect tax calculation. For direct transshipment where the ownership does not land at the transshipment port, you can enjoy entrepot tax rules, while transshipment through a third country with customs clearance will be regarded as general import, requiring full payment of tariffs and VAT. The use of free detention period also affects taxation.

If ownership transfer is completed within the free detention period, you can apply for deferred tax payment. Storage fees exceeding the free detention period need to be included in the dutiable value, increasing tax costs. It is recommended to choose routes with a free detention period of ≥15 days at the transshipment port, and confirm the ownership transfer process at the transshipment port in advance to avoid incorrect application of tax rules due to logistics operations.。

In 2026, the VAT deferral rules for cross-border entrepot trade have covered pulp trade. If the ownership of entrepot pulp is not transferred domestically, you can apply for VAT deferral, without paying VAT at the import stage, and declare to the tax authority after departure.

Please note that the deferral application requires submission of the final sales contract at the transshipment port and ownership documents, and the fund flow must match the payment path of the final buyer to avoid being identified as tax avoidance through related-party transactions. In addition, the EU's VAT rules require an entrepot certificate for VAT exemption on entrepot pulp; otherwise, VAT will be levied by the EU, increasing additional costs.。

The collection and payment of foreign exchange for entrepot pulp must comply with the 2026 cross-border compliance requirements. You need to use CIPS for RMB cross-border payments and avoid using non-standard formats of SWIFT messages, otherwise you will be inspected by the foreign exchange authority.

When settling foreign exchange, you need to submit the entrepot trade contract and bill of lading to ensure that the fund flow is consistent with the counterparty and there is no abnormal fund reflow. If offshore account management is involved, you need to regularly submit document filings for entrepot business to avoid being classified as high-risk transactions, which will affect subsequent foreign exchange collection and payment permissions.。

The trade contract for entrepot pulp must clearly specify the ownership transfer node to avoid ownership landing at the transshipment port, otherwise it will trigger the tax rules for general import. You need to stipulate in the contract that "ownership is only transferred to the final EU buyer" and add a force majeure clause to exempt liability for breach of contract if there is a delay due to customs detention.

In addition, you need to ensure the intellectual property status of the pulp to avoid infringement during the entrepot process, otherwise the goods will be detained by customs and fined, affecting tax declaration.。

Export tax refunds for entrepot pulp only apply to the situation of final departure. You need to submit the departure customs declaration form, final sales contract and fund flow to ensure "consistency of four flows" (logistics flow, fund flow, ownership flow, contract flow). The new regulations in 2026 clearly stipulate that the tax refund declaration for entrepot pulp must be completed within 30 days after departure, and late declarations will not be accepted.

If there is a tax refund suspension, you need to submit logistics proof from the transshipment port and cross-border filing proof from the tax authority to avoid refund failure due to missing documents. In addition, you need to regularly conduct self-inspections on the tax compliance of entrepot business to avoid tax audits via correspondence.。
