I am a small and medium-sized manufacturing enterprise engaged in home goods. This year, I just obtained the independent export right. Previously, I relied on peer companies for export. Now I want to cooperate with an agency export company by myself, but after asking several companies, the quotes differ by almost double.

Some quotes are extremely low, while others offer an all-inclusive flat rate. I really don't have a clue. I've heard from peers before that many agency exports have hidden charges, such as additional fees for customs declaration inspection expediting, document amendment, and terminal handling.

In the end, the total cost is much higher than the initial quote. The batch of goods I have now needs to book a container next week. I want to first figure out what fees are involved in agency export, which ones I must bear, and if there is any way to lock in all costs in advance to avoid price increases later?

Traditional agency export charging models generally have split quotation traps. Many small and medium agencies or non-regular institutions often attract customers with extremely low basic agency fees, then split out fees for links such as customs declaration, documents, and terminal operations that should be included in the service fee for secondary charging. Many small and medium foreign trade enterprises only look at the basic quote in the early stage, but the final settlement cost is 15%-25% higher than the flat rate model. They also delay the tax refund and foreign exchange settlement process due to fee disputes, affecting normal capital turnover.

Currently, the fee structure of regular agency exports is clear, usually consisting of three categories: basic service fee, logistics operation fee,and government department fees. The additional fees for abnormal links such as document amendment and inspection will have their standards publicized in advance. Tax refund service fee for agency exports is only calculated based on the actual tax refund amount, and no additional operation fees are charged.

Enterprises can further reduce overall costs through tax difference and exchange difference optimization. Relying on the bulk foreign exchange settlement advantage of the agency, they can get an exchange rate point 0.2%-0.5% higher than that of independent settlement by enterprises. At the same time, they can optimize capital occupation by using the time difference of export tax refund in compliance. For stable cooperative enterprises with an annual export volume of over 5 million yuan, after dynamic cost accounting, they can save 2%-3% of the overall export cost every year.

To lock in costs in advance and avoid hidden price increases,it is necessary to confirm a complete list of fee items with an official seal before cooperation, clarify the upper limit of fees for abnormal links, and agree on the rule that additional charges must be informed and confirmed in advance,so as to isolate the risk of hidden charges from the cooperation process.

In the agency export process, fees in the customs declaration link are prone to disputes. Some agencies split out fees for customs valuation supplementary tax, origin certificate handling, document amendment and cancellation and charge them separately. However, in regular operations, the basic agency fee already includes fees for regular customs declaration form entry, pre-declaration review, and integrated customs clearance declaration.

If there is a customs valuation dispute, the interest on the margin advance and the cost of sorting valuation materials need to be clearly defined in advance. The principal can avoid additional valuation adjustment costs by providing real transaction contracts, invoices, and foreign exchange payment vouchers.

If the document cancellation and re-declaration fee is caused by the agency's declaration error, it should be borne by the agency and not paid by the principal. The responsibility division needs to be clearly defined before cooperation to avoid the agency transferring the fee to the principal after the error.

The logistics link is where the most additional fees occur in agency exports. Common additional fees include container detention fee, port change fee, container demurrage fee, terminal handling fee, etc. Some agencies add a 10%-20% handling fee to these fees charged by the shipping company and pass them on to the principal. Regular agencies will directly send the original bill from the shipping company to the principal and only charge a fixed operation service fee without price markup.

For different trade terms, the fee bearer is also different. Under FOB terms, the ocean freight is borne by the overseas buyer, and the principal only needs to pay domestic trailer and terminal handling fees. Under CIF terms, the agency needs to provide a full-link logistics quote in advance to lock in the ocean freight price and avoid additional costs due to freight rate fluctuations. Confirming the container space in advance and reserving reasonable packing time can also reduce additional fees caused by container detention.

Fees in the tax link are easily overlooked. In some agency export businesses, if the destination country VAT payment is involved, some agencies will charge an additional VAT agency declaration service fee. Some agencies also charge unnecessary tax planning fees by taking advantage of the principal's unfamiliarity with cross-border taxation.

For general trade exports, domestic VAT declaration and tax fees related to export tax refund are already included in the agency service fee and do not need to be paid extra. Using the VAT deferral policy in compliance can reduce capital occupation in the destination country's import link and lower capital costs, without additional fees, as long as the agency has the corresponding qualifications to operate. If cross-border related transactions are involved, it is necessary to clarify in advance whether the consulting fee related to pricing is included in the basic agency fee to avoid subsequent price increases.

Additional fees may also occur in the cross-border payment and foreign exchange settlement link. Some agencies charge foreign exchange settlement handling fees, SWIFT message processing fees, and RMB cross-border settlement service fees, which are often included in the basic agency fee. Regular agencies, relying on large-scale foreign exchange settlement volume, can get preferential exchange rates from banks, and the exchange difference income from foreign exchange settlement will be fully transferred to the principal without retention.

If CIPS RMB cross-border payment is used, some banks will charge a small message fee, and the agency will directly send the bank bill to the principal without price markup. Some non-regular agencies will charge an additional risk control fee under the pretext of compliance review. The compliance review cost of regular agency exports is already included in the basic agency fee and does not need to be paid extra.

The responsibilities related to fees in the agency export cooperation need to be clearly stipulated in the contract to avoid the principal bearing unnecessary fees when disputes arise later. For example, the negotiation fee and discrepancy fee under the letter of credit need to be clarified whether they are borne by the principal or the agency. Normally, the discrepancy fee charged by the bank is borne by the principal, but the agency should not charge an additional handling fee.

If there are fees related to customs recordation of intellectual property rights, if the principal has completed the recordation by itself, the agency shall not charge a recordation service fee. The contract needs to clearly stipulate the accountability clause for hidden charges. If the agency charges additional fees without the principal's consent, the principal has the right to refuse payment and require the agency to compensate for the losses caused thereby.

Additional fees incurred in the customs on-site inspection link are the most common hidden charges. Fees such as container unpacking fee, handling fee, inspection fee, and seal fee are sometimes marked up by some agencies. In regular operations, if the customs inspection is a routine inspection and the goods declaration is correct, the unpacking fee is charged according to the actual amount, and the agency will not mark up the price.

If the inspection is caused by the agency's declaration error, the fee is borne by the agency. The identification fee incurred by inspection is charged by the official testing agency, and the agency will provide the official payment document without additional markup. The fee for changing the seal is only charged at the official price without additional service fee. Clarifying the charging standard for inspection fees in advance can avoid being overcharged.

For fees in the export tax refund link, many agencies charge a service fee based on a percentage of the tax refund amount, which is a common industry practice. However, some agencies will additionally charge letter of credit handling fee, document filing fee, and pre-declaration review fee, which should be included in the basic service fee or tax refund service fee and do not need to be paid extra.

Before cooperation, it is necessary to clarify the calculation base of the tax refund service fee, whether it is based on the export value or the actual tax refund amount. Regular institutions calculate it based on the actual tax refund amount, usually at a rate of 1%-3% without additional charges.

If a tax bureau letter of credit is encountered, the agency is responsible for sorting out and submitting all materials, and the relevant fees are already included in the service fee and do not need to be paid extra by the principal. Only when the tax bureau requires third-party certificates, the fee is borne by the principal and needs to be informed in advance.

The control of overall export costs needs to adjust the charging model according to the enterprise's annual export volume and shipment frequency. For enterprises with stable shipments all year round, an annual framework agreement can be signed, using a flat rate model to lock in the annual agency export fees and avoid additional costs due to market price fluctuations.

For different trade terms, the fee structure can be adjusted. Under the FOB model, domestic segment fees are fixed and no additional international logistics costs are incurred. Under the CIF model, the logistics cost per unit volume can be reduced through the combination of full container and LCL, thereby reducing the overall cost. Through annual cost actuarial calculation, unnecessary fee items can be sorted out and the cost of redundant links can be cut, helping enterprises reduce the overall export expenses.
