I am a merchant engaged in cross-border home furnishing export in the Yangtze River Delta, with a stable annual shipment volume of around 200 full containers, mainly shipped to Europe and US West Coast routes. The sea freight agency we had cooperated with for 3 years changed its docking team last year, after which 3 major problems occurred consecutively: once, 3 high cube containers shipped to Germany missed VAT deferral, resulting in nearly 120,000 yuan of extra taxes for no reason; once, 4 containers shipped to the US West Coast were rolled over and detained at the port, resulting in more than 80,000 yuan of container detention fees that no one finally bore; another time, customs declaration documents were missing during submission, which led to tax refund letter verification and almost cost us nearly 200,000 yuan of tax refund quota.

Now I plan to re-screen long-term cooperative import and export sea freight service providers, and want to know what core dimensions to assess in 2026, how to avoid the pitfalls we encountered before, and also take overall cost control into account.

First, carry out pre-check of qualifications and document processing capability. Confirm whether the service provider has Class Double A customs declaration qualification, and whether its customs clearance exception rate for corresponding routes in the past 2 years is lower than 0.3%. Before cooperation, require the other party to provide the document review list template for goods of the same category and same route in the past,to confirm whether it covers links such as VAT deferral qualification verification and pre-verification of tax refund and foreign exchange collection documents,so as to avoid tax and tax refund losses caused by missing documents from the source.

Second, assess the connection capability of core nodes. Require the service provider to provide the full-link node SLA commitment for the corresponding route, including space guarantee rate, rolled container compensation standard, and transit information update timeliness. For congested routes such as the US West Coast and Europe, confirm whether the service provider has fixed priority booking quota at the port, peak season space guarantee rate is no less than 98%,and the service commitment that transshipment can be arranged within 72 hours after the container is rolled over,so as to avoid losses caused by port detention and container detention.

Then confirm the completeness of exception response plans. Require the other party to provide handling cases of exception problems on the same route in the past 1 year, including handling timeliness and compensation standards for scenarios such as rolled containers, customs seizure, and tax anomalies. Confirm whether there is an exclusive docking person for exception handling, rather than general customer service,to ensure that a solution can be provided within 2 hours after an exception occurs.

Finally, carry out compliance implementation verification. Confirm whether the service provider can provide full-link document retention services, including unified archiving of all documents required for tax refund and foreign exchange settlement such as customs declaration forms, manifests, transportation tracks, tax payment vouchers, etc. Document retention period is no less than 5 years, which meets the inspection requirements of tax authorities and customs.

When screening sea freight agencies, focus on checking their customs valuation approval rate in the past 2 years. For home furnishing goods, confirm whether the other party is familiar with the latest 2026 customs valuation benchmark range for wooden products, so as to avoid customs seizure and supplementary tax caused by valuation objections.

At the same time, confirm whether the service provider supports pre-review of customs declaration forms 3 days in advance, and conduct logical verification in advance for special documents such as brand authorization and material inspection reports, to reduce the probability of deleting and resubmitting declarations. If there is a valuation dispute, the service provider shall submit supporting materials such as purchase vouchers and foreign exchange payment vouchers corresponding to the cargo value within 24 hours, and cooperate with the customs to complete the valuation process, so as to avoid extra fees caused by cargo detention at the port.

For core routes such as Europe and the US West Coast, confirm the space priority of the sea freight agency. The peak season overbooking rate of Long Beach and Los Angeles ports on the US West Coast will remain at around 15% in 2026. The service provider shall provide the direct signing agreement with shipping companies to ensure the peak season space reservation quota.

The compensation standard after container rolling shall be clearly written into the service contract, and the part of container detention fee and port detention fee exceeding the free period shall be fully borne by the service provider. At the same time, confirm that the other party can provide real-time query service of transit port track, and actively push early warning information if transit delay exceeds 48 hours, so as to facilitate the cargo owner to adjust the downstream distribution plan in advance.

When cargo owners operating European routes screen sea freight agencies, they shall confirm that the other party has VAT deferral declaration qualification. The latest 2026 EU VAT deferral rules require the declaration subject to have a compliant tax representative in the EU territory, and the service provider shall provide the corresponding tax representative cooperation certificate to avoid cargo detention and huge fines caused by false deferral.

At the same time, confirm that the service provider can provide clear tax vouchers, including import VAT payment receipts, tariff vouchers, etc., which can be directly used for domestic tax deduction to reduce the overall tax cost. For goods shipped to US routes, confirm that the other party is familiar with the latest USMCA rules of origin, and help cargo owners apply for preferential tariff rates.

When screening sea freight agencies, confirm that they have the synchronous verification capability of foreign exchange settlement documents. The proportion of CIPS cross-border RMB settlement will continue to increase in 2026, and the service provider shall support the document matching service for RMB settlement to ensure that the customs declaration form amount, foreign exchange collection amount and contract amount are consistent, so as to avoid account freezing caused by abnormal foreign exchange settlement.

At the same time, confirm that the other party can provide SWIFT message assistance analysis service, and provide corresponding supporting materials within 24 hours for message discrepancies during foreign exchange collection, to help cargo owners complete foreign exchange settlement quickly and reduce capital occupation cost.

When signing the sea freight agency service contract, focus on confirming the coverage of the force majeure clause. The occurrence probability of force majeure events such as global port strikes and geopolitical conflicts will still exist in 2026.

It shall be clearly agreed that after a force majeure event occurs, the service provider shall provide alternative plans of port change and transshipment within 72 hours, and the extra costs incurred shall be borne by both parties according to the agreed proportion. At the same time, clarify the cargo right protection clause: the service provider shall not detain the cargo right documents at will, and shall deliver the original bill of lading within 24 hours after the cargo owner pays the corresponding service fee, so as to avoid the loss of both money and goods caused by cargo right disputes.

For home furnishing wooden products, confirm that the sea freight agency has corresponding on-site inspection response capability. The inspection rate of wooden products for pests and diseases by customs will increase to about 8% in 2026.

The service provider shall be familiar with the operation process of on-site devanning inspection, and give priority to checking whether the wooden packaging of goods has IPPC logo during inspection, so as to avoid return caused by unqualified packaging. If the goods need to be sent for inspection and identification, the service provider shall arrange a special person to follow up the identification process, and strive to get the test report within 3 working days, so as to reduce the inspection detention time of goods and lower port detention fees.

Most home furnishing goods are fragile and moisture-sensitive wooden products. When screening sea freight agencies, confirm that the other party can provide compliant packaging inspection services. The latest 2026 sea freight packaging rules of the International Maritime Organization require that the packaging of wooden furniture shall have a moisture-proof and anti-collision buffer layer.

The service provider shall provide services such as MSDS preparation and packaging strength testing, so as to avoid cargo damage caused by unqualified packaging. For goods shipped to rainy areas, confirm that the other party can provide an alternative solution of vacuum moisture-proof packaging, reduce the cargo damage rate during transportation and lower the cost of cargo damage claims.

When screening sea freight agencies, confirm that they have the synchronous collection capability of tax refund documents. The verification requirements for consistency of four flows of export tax refund will be stricter in 2026.

The service provider shall provide unified archiving services for all documents required for tax refund such as customs declaration forms, transportation invoices, manifests, bills of lading, etc., to ensure that the document information is fully matched, so as to avoid tax refund letter verification caused by inconsistent documents. At the same time, confirm that the other party can deliver the full set of documents required for tax refund within 3 working days after the ship departs, so as to facilitate the cargo owner to complete the tax refund declaration in advance, shorten the arrival time of tax refund funds and reduce capital occupation.
