I am a foreign trade seller specializing in cross-border home decor ornaments. I have been in business for almost a year, shipping three or four small batches of goods per month, each weighing about 100 to 200 kilograms. Previously, I sent goods directly to overseas clients via SF Express International Courier, and the process was simple without issues.

Recently, a new client requested that we handle formal general trade customs declaration for exports, and I need the customs declaration form to process export tax refunds to reduce costs. I only know that SF Express handles international courier transport; I am unclear if they can act as an agent for the full set of export matters.

Will they only be responsible for transport and not handle core links like customs declaration and tax refunds? I am currently stuck and dare not ship rashly, fearing non-compliance and inability to obtain tax refunds. I want to clarify whether SF Express can truly handle the full set of agency export matters.

Many small and medium-sized foreign trade sellers share the same misconception, assuming that institutions providing international courier services can undertake full-process agency export business. In reality,SF Express's core business is cross-border door-to-door courier transport. It only provides simple customs clearance services for courier-type goods and does not provide complete agency export services under general trade. Core links required for formal trade, such as export customs declaration, foreign exchange settlement, and export tax refunds, are not within the scope of SF Express's regular services.

If you rashly ship goods via SF Express as general trade goods,it will trigger a series of chain risks: First, you cannot obtain a formal export customs declaration form that meets requirements and cannot process export tax refunds, potentially losing up to 13% of the cargo value in tax, which directly devours all profits, second,if you use non-compliant channels to supplement customs declaration,it is easy to encounter inconsistencies in cargo and document information and mismatched "four flows," triggering tax verification letters or customs audits, which in serious cases will affect the enterprise's future export qualifications.

We can directly isolate risks for different scenarios: If they are samples or personal goods with no tax refund requirements,SF Express can fully meet the transportation needs without additional operations,if they are general trade goods requiring tax refunds,do not ship directly via SF Express. You need to first entrust a professional import and export agency to complete the full set of export processes, and then coordinate with SF Express to complete the final leg transportation.

If you have already shipped via SF Express but need to supplement tax refunds, you can prioritize the agency's emergency supplementary reporting channel. Organize proof of cargo value, logistics documents, and transaction contracts in advance, and have the agency verify the information to complete compliant supplementary reporting. This is currently the only feasible way to minimize losses.

For general trade exports, SF Express can only provide rapid clearance under the courier category and does not possess the qualifications and mature operational processes for general trade export customs declaration. If a formal export customs declaration form is required, SF Express cannot issue a pre-entry form that meets tax refund requirements, nor can it complete the official push of export customs clearance data. If it is general trade cargo with a value exceeding 5,000 RMB, it must be declared according to the formal customs declaration process.

SF Express's simple clearance data cannot match tax refund requirements, and issues with inconsistent declaration subjects will arise, directly leading to deletion and re-declaration, generating additional amendment fees and demurrage charges, and extending the overall export cycle. You need to confirm the trade attributes and customs declaration requirements in advance before selecting the corresponding service provider to avoid triggering customs warnings due to declaration subject issues and increasing unnecessary operational costs.

SF Express's international export business mainly targets small parcel couriers. Space and channels are reserved courier dedicated lines and do not undertake export agency for full containers or large batches of cargo.

If you ship batch cargo exceeding 500 kg via SF Express, not only is the unit freight cost more than 30% higher than conventional sea and air freight channels, but it is also easy to be rolled due to express channel congestion, missing the client's required delivery date and triggering trade breach of contract. Additionally, SF Express does not provide straight bill of lading services related to cargo title transfer.

If it is an order settled via Letter of Credit, it cannot issue cargo title documents that meet bank requirements, which will directly lead to inability to settle foreign exchange normally. Small batches of parcels with no tax refund requirements can go via SF Express, but batch trade goods need to be paired with corresponding professional logistics channels to ensure both timeliness and costs are controllable.

If you export via SF Express without a formal customs declaration form, you cannot meet the input deduction requirements for export tax refunds, nor can you perform compliant operations for destination country VAT deferral. Upon arrival at the port, the buyer needs to additionally pay import VAT, directly increasing the buyer's clearance cost, easily triggering trade disputes and affecting subsequent cooperation.

Additionally, if you receive payments from business to individual via SF Express without compliant export customs declaration data, domestic tax authorities will deem it domestic sales, requiring payment of back domestic VAT and Enterprise Income Tax, adding nearly 20% in additional tax costs. As long as it is general trade export cargo requiring compliant tax payment, there must be compliant export customs declaration data matching the capital flow to enjoy corresponding tax preferential policies and reduce overall tax costs.

SF Express does not provide corresponding payment and settlement services for exports and cannot complete compliant settlement of export income. If you need to collect foreign exchange through formal channels, you can only find a bank to declare it yourself. Without an export customs declaration form, the bank will judge the foreign exchange collection as non-compliant, either rejecting the entry or requiring seven or eight additional proof materials, significantly extending the settlement cycle, or even triggering account risk warnings and temporarily freezing the account.

If you settle via CIPS RMB cross-border settlement, you also need to match corresponding export customs declaration information to complete compliant declaration. SF Express cannot provide corresponding matching information, which will directly lead to settlement obstruction and affect the speed of capital return.

Export tax refunds require consistency of the "four flows," meaning the contract flow, goods flow, capital flow, and invoice flow information must match completely. Exporting via SF Express can only provide ordinary logistics waybills.

Without a formal export customs declaration form and agency export agreement, you cannot complete the document filing required for tax refunds. When encountering a tax verification letter, you cannot provide proof materials that meet requirements, directly leading to tax refund failure.

You will also be marked as a risky client by tax authorities, affecting the tax refund review progress of all subsequent orders. Even for small batches of cargo, as long as export tax refunds are explicitly required, there must be compliant agency export procedures so that corresponding documents can meet tax refund verification requirements without unexpected occurrences.

The cargo inspection process for courier channels and general trade cargo is completely different. If the SF Express express channel encounters customs inspection, it will only perform a simple check on the package contents and will not issue an official inspection record that meets general trade requirements.

If the inspection record needs to be retrieved later due to tax refunds, SF Express cannot provide the corresponding stamped document, directly causing the tax refund process to stall. Additionally, the seal management for express channels differs from general trade container cargo.

If it is statutory commodity inspection goods that require inspection, SF Express cannot assist in completing on-site unboxing, sampling, and official inspection submission processes, which will directly lead to cargo detention and inability to ship normally. Even if the cargo itself is compliant, it will delay the shipment time by more than a week. Therefore, you must confirm the regulatory attributes of the goods in advance before selecting the corresponding channel to be more prudent.
