I am the operation director of a foreign trade enterprise mainly engaged in transhipment trade from Southeast Asia to Europe. We have taken Hong Kong as the transhipment port for the past three years. In the past six months, we found that the quotation of Shanghai freight forwarders is about 12% lower than that of Hong Kong, and the customs clearance efficiency of Shanghai Port is nearly 30% faster than that of Hong Kong.
However, when a batch of our goods was transhipped in Shanghai last month, the customs required us to provide a full set of certificate of origin and third-country processing certificate, which we never encountered when transhipping in Hong Kong before. Now our team is very confused: is Shanghai tightening regulation because it has seized Hong Kong's transhipment trade share? We want to know the real differences of transhipment trade between the two regions, and whether we should transfer part of our business to Shanghai.

First of all,it should be clarified that Shanghai Port did divert part of Hong Kong's transhipment trade share in 2026,but this is not "seizing" share, but a natural market choice based on policy optimization and cost advantages. The core costs of traditional Hong Kong transhipment trade include terminal storage charges (about HKD 120 per container per day),container detention charges (about HKD 80 per container per day) and offshore service commissions, and the comprehensive cost is 18%-22% higher than that of the transhipment mode of Shanghai Free Trade Zone.
From the policy perspective,Shanghai Free Trade Zone upgraded transhipment trade facilitation measures in 2025,the free storage period of bonded warehouses was extended from 30 days to 60 days, and transhipment goods are allowed to carry out simple processing and assembly in the zone, while Hong Kong's transhipment trade policy has not seen obvious adjustment in recent years. The "advance declaration,two-step declaration" mechanism of Shanghai Customs has also greatly shortened the customs clearance time. In 2026,the average customs clearance time for transhipment goods at Shanghai Port is only 12 hours, while it takes more than 24 hours in Hong Kong.
It should be noted that the regulatory requirements for transhipment trade in Shanghai are indeed stricter, especially for the verification of goods origin and processing procedures, because Shanghai,as a domestic port, needs to implement the traceability management requirements for cross-border trade. But this regulation is not targeted at transhipment trade itself, but a unified compliance standard of national customs.
Enterprises can choose the layout through benefit hedging analysis: if the annual transhipment volume exceeds 80 TEUs,choosing Shanghai can save about RMB 750,000 to 900,000 of annual cost,if the cargo volume is small, the "Hong Kong + Shanghai" hybrid mode can be adopted, placing goods with high compliance requirements in Hong Kong and low-cost goods in Shanghai. At the same time,it should be noted that transhipment trade in Shanghai requires document filing in advance to avoid inspection delays caused by incomplete data.

In terms of customs verification differences for transhipment trade, the price verification standards for transhipment goods of Shanghai Customs are slightly different from those of Hong Kong in 2026. Shanghai Port requires that the declared price of transhipment goods match the export price of the third country, while Hong Kong, as a free port, has relatively loose verification on the declared price of transhipment goods.
If goods are transhipped in Shanghai, upstream and downstream contracts, invoices and certificates of origin need to be prepared in advance to ensure the consistency of four flows. Shanghai Customs launched the transhipment trade traceability system in 2026, and the transport trajectory and warehousing records of all transhipped goods need to be uploaded to the system, while Hong Kong has not yet mandated such data upload.
Some enterprises encountered inspection delays when transhipping in Shanghai due to failure to upload warehousing records in time, with an average delay of about 2-3 days per order. In addition, Shanghai Customs has stricter requirements for packaging labeling of transhipment goods, which need to be marked with country of origin and final destination, while Hong Kong only requires marking transhipment port information. In case of price verification disputes, you can submit a third-party test report or trade background statement for appeal to avoid goods being detained by customs.

The logistics route selection for transhipment trade needs to be optimized in combination with cargo volume and time limit requirements. In 2026, the number of direct shipping routes at Shanghai Port is 15% more than that of Hong Kong, especially for direct flights from Southeast Asia to Europe, which can reach 28 flights per week, while Hong Kong only has 22 flights. If you choose to tranship in Shanghai, you can carry out consolidation through bonded warehouses in the Free Trade Zone, reducing the logistics cost per container by about 10%-15%.
However, it should be noted that the space crunch risk of Shanghai Port is slightly higher than that of Hong Kong, especially in peak seasons (March to May, September to November each year), and shipping space needs to be booked 7-10 days in advance. In addition, the free storage period of Shanghai Port is 14 days, 2 days longer than that of Hong Kong, which can reduce the expenditure of container detention charges.
Some freight forwarders provide domestic section transport services for transhipment goods in Shanghai, which can directly transport goods from the port to the FTZ warehouse without additional customs clearance procedures, while Hong Kong requires barge transportation to the bonded warehouse, increasing logistics links and costs. If goods need to change ports, the port change handling fee of Shanghai Port is about 30% lower than that of Hong Kong, and the handling process is faster.

Tax planning for transhipment trade is a key factor affecting enterprise income. In 2026, Shanghai Free Trade Zone implements VAT deferral policy for transhipment trade enterprises, that is, goods do not need to pay VAT when stored or processed in the zone, and declaration is carried out after the goods actually leave the country, while Hong Kong implements zero VAT policy, but requires 1% offshore service commission tax.
If the transhipment goods of an enterprise involve third-country processing, Shanghai Free Trade Zone allows tax reduction and exemption for the value-added part of processing, while Hong Kong has no such policy. In addition, the cross-border RMB settlement exchange rate in Shanghai is 0.2%-0.3% lower than that in Hong Kong, which can reduce exchange rate loss.
It should be noted that transhipment trade enterprises in Shanghai need to meet the cargo volume requirement for 12 consecutive months to enjoy the VAT deferral policy, while there is no such threshold in Hong Kong. Some enterprises carry out transhipment trade by setting up branches in Shanghai, and can enjoy the enterprise income tax reduction policy with a tax rate of only 15%, while the enterprise income tax rate in Hong Kong is 16.5%.

The compliance risks of transhipment trade are mainly concentrated in the foreign exchange receipt and payment link. In 2026, Shanghai Administration of Foreign Exchange requires that the foreign exchange receipt and payment of transhipment trade match the goods transport trajectory, that is, the foreign exchange receipt amount is consistent with the declared transhipment goods value, while Hong Kong's foreign exchange management policy is relatively loose, only requiring the foreign exchange receipt amount to be consistent with the contract. If an enterprise carries out transhipment trade in Shanghai, it needs to carry out foreign exchange receipt and payment through the CIPS system to ensure the consistency of capital flow and goods flow.
If there is a discrepancy between foreign exchange receipt and payment, the enterprise will be included in the foreign exchange supervision list, affecting subsequent business development. In addition, Shanghai Customs requires that the bill of lading endorsement of transhipment goods be consistent with the declaring entity, while Hong Kong allows the bill of lading endorsement to be transferred to a third party. Some enterprises failed to pick up goods when transhipping in Shanghai due to inconsistent bill of lading endorsement, and need to go through endorsement procedures again, increasing compliance costs.

The contract terms of transhipment trade need to be adjusted according to the regulatory differences between the two regions. In 2026, Shanghai's Foreign Trade Law has stricter requirements for intellectual property protection of transhipment goods. If the goods involve patents or trademarks, they need to be filed with Shanghai Customs in advance, while Hong Kong has no such mandatory requirement.
If an enterprise carries out transhipment trade in Shanghai, the contract should clearly specify the goods origin certificate, processing procedures and compliance responsibilities, so as to avoid goods being detained due to intellectual property issues. In addition, Shanghai arbitration institutions handle transhipment trade disputes about 20% faster than those in Hong Kong, which can reduce dispute resolution costs.
It should be noted that the L/C soft clause verification standard in Shanghai is stricter than that in Hong Kong. If there are ambiguous clauses in the L/C, the bank will refuse to negotiate. Some enterprises failed to receive foreign exchange when carrying out transhipment trade in Shanghai due to L/C soft clause issues, and need to renegotiate with the buyer to modify the L/C terms, delaying the capital recovery time.

The inspection rate of transhipment goods at Shanghai Port is about 8%, slightly higher than Hong Kong's 5%. The inspection focuses on the origin of goods, packaging labeling and transport trajectory. If goods are transhipped in Shanghai, a full set of documents, including certificate of origin, processing certificate, transport contract, etc., should be prepared in advance to cope with customs inspection.
In case of X-ray inspection abnormality, devanning inspection should be arranged in time to avoid goods detention at the port. Shanghai Customs launched the "reserved inspection" service in 2026, enterprises can reserve inspection time in advance to reduce the stay time of goods at the port. In addition, the inspection site of Shanghai Port is more crowded than that of Hong Kong, the waiting time for devanning inspection is about 2-3 hours, while it is only 1 hour in Hong Kong.
Some enterprises missed the shipping schedule due to long waiting time for inspection when transhipping in Shanghai, and need to pay container detention charges and port change fees. If the goods are hazardous goods, the inspection process of Shanghai Customs is more complicated than that of Hong Kong, and MSDS report and hazardous goods classification and identification certificate need to be submitted in advance.

Although transhipment trade is not included in the scope of export tax rebate, some enterprises will declare transhipment goods mixed with domestic export goods, leading to tax rebate risks. In 2026, Shanghai tax authorities have stricter requirements for document filing of transhipment trade, requiring a full set of transport documents, warehousing records and foreign exchange receipt and payment vouchers. If the documents are incomplete, the tax rebate qualification will be suspended.
If an enterprise carries out transhipment trade in Shanghai, it is necessary to establish a separate transhipment trade standing book to distinguish domestic export goods from transhipment goods, so as to avoid tax correspondence audit caused by inconsistent documents. In addition, Shanghai tax authorities require that the capital repatriation of transhipment trade be completed within 90 days after the goods leave the country, while Hong Kong has no such time limit.
Some enterprises encountered tax correspondence audit due to delayed capital repatriation when transhipping in Shanghai, and need to submit a large number of supporting materials for explanation, affecting the capital turnover of the enterprise. If the transhipment trade of an enterprise involves related party transactions, a related party transaction transfer pricing report should be prepared in advance to avoid the taxable income being adjusted by the tax authorities.
