I am the person in charge of a cross-border home appliance trading enterprise. We plan to expand the transit trade route from Southeast Asia to Europe and the United States this year. We have heard that Shanghai Port has abundant transit trade resources, but we are not sure how developed Shanghai's current transit trade is.

Our goods are packed in Vietnam and will be transshipped to the United States via Shanghai. We are worried whether shipping space in Shanghai is tight, whether the transshipment process is complicated, and whether there are compliance pitfalls.

Besides, what is the cost difference between transit shipping and direct shipping? Our team has no previous experience in transit trade, and we are afraid of making mistakes that delay shipment, so we want to learn more about the actual operation situation in Shanghai.

As of 2026,Shanghai's transit trade has formed a mature industrial cluster. According to statistics from Shanghai Port, the total value of transit goods through Shanghai Port increased by 18.7% year on year in the first half of 2026,covering major markets such as Southeast Asia,Europe and North America. There are more than 200 direct and transit routes covering major global hub ports every week, with sufficient shipping space and transparent pricing.

The core advantage of Shanghai's transit trade lies in its port linkage capability. Relying on the automated yard of Yangshan Port and the bonded logistics park of Waigaoqiao,it can realize rapid cargo consolidation and devanning, document filing and cargo ownership isolation. Meanwhile, the "advance declaration,two-step declaration" mode for transit goods launched by the customs has shortened the customs clearance time to less than 4 hours, greatly improving transshipment efficiency.

Key compliance points to note: It is necessary to ensure that the certificate of origin of transit goods is consistent with the track of cargo ownership transfer,to avoid the risk of cargo detention caused by inconsistent documents. At the same time, cargo can be stored temporarily in bonded warehouses to realize cargo distribution, reducing the overall logistics cost.

Compared with direct export, the transit mode can avoid some trade barriers, and the comprehensive cost is 8%-12% lower than direct shipping, which is suitable for cross-border trade scenarios currently subject to tariff restrictions. Shanghai has formed a complete transit trade service chain at present, and mature third-party service providers are available for docking in customs declaration, logistics and tax planning,so even inexperienced teams can get started quickly.

The core of customs declaration for transit goods lies in the closed loop of documents. In 2026, Shanghai Customs has realized full-process electronic declaration for transit goods, and enterprises need to submit core documents such as transshipment manifest, certificate of origin, and cargo ownership transfer agreement in advance. It should be noted that the actual packing port of transshipped goods must be consistent with the declared port.

If there is a port change, an application for port change shall be submitted to the customs in advance, otherwise control and inspection will be triggered. In addition, for transit goods involving sensitive categories, pre-classification of commodity codes shall be done in advance to avoid order rejection and re-declaration caused by code errors, and the average processing cycle can be controlled within 2 working days.

During on-site inspection, the customs mainly checks whether the seal number matches the manifest information and whether the shipping mark of the goods is consistent with the declaration. If the goods are found inconsistent with the documents, the goods will be temporarily detained and supplementary explanation will be required. It is recommended that enterprises prepare a full set of paper documents in advance for quick access during inspection to reduce port detention time.

Shanghai Port has very sufficient transit logistics resources. Yangshan Deep Water Port has more than 30 automated container berths, which can accommodate super large tonnage transit ships, and there are more than 50 transit routes connecting Southeast Asia, Europe, North America and other markets every week.

The logistics park in Waigaoqiao Free Trade Zone provides services such as cargo consolidation and devanning, temporary storage and distribution, with a maximum free storage period of 14 days, so enterprises can flexibly adjust the storage time according to the cargo volume. In terms of route selection, if goods are transported from Southeast Asia to Shanghai and then to Europe and the United States, direct transit routes can be selected, without devanning, only requiring bill of lading replacement, and the overall transportation time is 2-3 days shorter than direct shipping.

It should be noted that different shipping companies have different free container detention policies, so confirm the free detention period with the freight forwarder in advance to avoid extra container detention fees. In addition, the details of cargo ownership transfer shall be specified in the bill of lading endorsement to ensure clear ownership during transshipment and avoid ownership disputes.

Shanghai's transit trade has great room for tax planning. The VAT deferral policy for bonded logistics parks launched in 2026 allows transit goods to be exempted from value-added tax during storage, and declaration is made after the goods actually leave the country.

For transit business involving related party transactions, pricing filing shall be done in advance to avoid being identified as BEPS risk by tax authorities. In addition, the receipt and payment of foreign exchange for transit trade shall comply with relevant regulations on cross-border RMB settlement.

It is recommended to use the CIPS system for settlement, which can enjoy exchange rate discounts and avoid compliance risks of SWIFT messages. It should be noted that enterprises shall keep all foreign exchange receipt and payment vouchers, trade contracts, bills of lading and other documents for verification by tax authorities to ensure the consistency of four flows.

The core of transit trade compliance lies in the authenticity of foreign exchange receipt and payment. In 2026, the Shanghai Administration of Foreign Exchange has realized full-process monitoring of foreign exchange receipt and payment for transit trade, and enterprises shall ensure that each foreign exchange receipt and payment has corresponding trade background. The foreign exchange receipt for transit goods shall be completed within 30 days after the goods actually leave the country.

If there is a delay, an explanation shall be submitted to the Administration of Foreign Exchange in advance. In addition, the use of offshore accounts shall comply with relevant provisions of the Administrative Measures for Offshore Banking Business, and no money laundering or illegal transactions shall be conducted. It is recommended that enterprises use domestic Free Trade Accounts (FT Accounts) for settlement of transit trade, which can enjoy more convenient foreign exchange management policies and reduce compliance risks.

The contract terms of transit trade shall clearly define the division of responsibilities in the transshipment link, such as who shall bear the risks of cargo damage and delay during transshipment. It is recommended to add a force majeure clause to clarify that neither party shall bear liability for breach of contract for delays caused by force majeure such as customs inspection and port congestion.

In addition, the cargo ownership transfer agreement shall specify the time and method of ownership transfer of transit goods to avoid ownership disputes. For transit goods involving intellectual property rights, intellectual property customs protection filing shall be done in advance to avoid cargo detention. At the same time, a letter of guarantee can be requested from the freight forwarder to ensure the authenticity of the bill of lading and the security of cargo ownership.

Document management for transit trade shall strictly comply with the requirements of customs and tax authorities. In 2026, Shanghai tax authorities have stricter review of transit trade, and enterprises shall ensure that all documents are complete, including trade contracts, bills of lading, customs declaration forms, foreign exchange receipt and payment vouchers, etc. It should be noted that transit goods do not enter the domestic market, so they cannot enjoy the export tax rebate policy.

Enterprises shall distinguish the document management of transit trade from that of general trade to avoid confusion. In addition, enterprises shall do a good job in document filing, and keep all transit trade documents for at least 5 years for verification by tax authorities.

In case of tax inquiry, relevant supporting materials shall be provided in time to ensure the inquiry is passed. It is recommended that enterprises establish a document management system for transit trade to realize electronic storage and query of documents and improve review efficiency.
