I am a foreign trade salesperson who just received an order for local mechanical and electrical equipment worth 1.2 million RMB to export to Southeast Asia from Shaanxi. I have not done agency business through Shaanxi ports before.

I am very troubled by agency fees now, afraid of being cheated, such as whether there will be hidden charges. Are customs declaration fees, port miscellaneous fees, tax rebate service fees included in the package price? Also, for a 20GP full container, what is the approximate cost range under FOB Xi’an terms?

Will there be tiered pricing based on different cargo volumes? I heard from peers that some agencies separately calculate inspection fees and demurrage fees, and want to know how to calculate these costs clearly in advance to avoid overspending later.

First, break down the conventional cost components of Shaanxi import and export agency services: basic service fees (customs declaration, documentation),logistics segment fees (air/sea freight, port miscellaneous fees),value-added services (tax rebates, foreign exchange settlement). Traditional models usually charge basic fees at 0.3%-0.8% of cargo value, which may have hidden markups.

From a cost optimization perspective, you can reduce exchange losses by switching trade terms, such as converting FOB to CIF and reasonably allocating freight. Meanwhile, leverage the VAT deferral policy of Shaanxi Pilot Free Trade Zone in 2026 to postpone the payment of import VAT until the goods are sold, alleviating capital pressure.

It should be noted that cargo value, cargo category, and port operation complexity are core influencing factors. Mechanical and electrical goods have higher inspection rates,so basic service fees will increase by 10%-15%. Full-container bulk cargo can negotiate tiered pricing, for a single container with a value exceeding 1 million RMB,a basic service fee discount of 0.5% can be applied for.

In addition, confirm whether hidden items such as customs inspection service fees, detention fee advances are included. Formal agencies will provide a full-link cost list, clarifying the basis and upper limit of each charge to avoid later disputes.

Finally, you can compare quotations from different agencies through itemized accounting. For example, separating logistics, customs declaration, and tax rebates for accounting is easier to control costs than package quotations. The overall cost range is approximately 0.5%-1.2% of the cargo value, and specific adjustments need to be made according to actual business scenarios.

For Shaanxi port customs declaration fees, they need to be combined with the supervision conditions and price verification difficulty of the goods. In 2026, Shaanxi Pilot Free Trade Zone launched the integrated customs clearance reform, which improved the document review efficiency for cross-port customs declaration by 30%. However, mechanical and electrical goods involve 3C Certification, so additional negotiation costs may arise in the price verification process. Basic customs declaration service fees are usually 200-500 RMB per declaration.

If inspection is involved, an inspection assistance fee of approximately 300-800 RMB per container will be charged. It should be noted that some agencies will package "customs taxes" with service fees; need to clearly distinguish to avoid duplicate charges. In addition, there are differences in fee standards between Xi’an Airport and Xi’an Port Area in Shaanxi. Port miscellaneous fees at the airport are about 15% higher than those at the land port; confirm according to the actual export port.

The logistics costs of Shaanxi import and export are mainly divided into domestic and international segments. The domestic freight from the factory to Xi’an Port/Airport is approximately 1,500-2,500 RMB for a 20GP container, depending on the pickup address and cargo volume. For the international segment, the full-container freight for Southeast Asia routes is approximately 1,200-1,800 USD/20GP, and may increase by 20% in peak seasons. The free detention period is usually 7 days; after exceeding, a container detention fee of approximately 30-50 RMB per day will be charged.

If a transshipment route is selected, attention should be paid to the reloading fee at the transshipment port, which is approximately 200-400 RMB per container. In addition, Xi’an Port has obvious advantages in rail intermodal transport; the freight of China-Europe Railway Express to Europe is about 30% lower than sea freight, but the transportation cycle is 15-20 days, suitable for goods with low time requirements. Confirm whether the agency includes the package quotation of trucking, customs declaration, and port miscellaneous fees, or charges itemized, to avoid overlapping costs.

The tax costs of Shaanxi import and export agencies mainly involve export tax rebates and cross-border exchange taxes. In 2026, the average export tax rebate cycle in Shaanxi was reduced to 7 working days; if tax verification is involved, the cycle will extend to 15-30 days. Tax rebate service fees are usually 1%-2% of the tax rebate amount, but some agencies promise "tax rebate before charging"; need to confirm their capital advance capability.

For the pricing of related transactions, it must comply with the latest BEPS requirements to avoid tax risks. In addition, leveraging the VAT deferral policy of Shaanxi Pilot Free Trade Zone, import VAT can be postponed to pay when the goods are sold domestically, saving about 13% of capital occupation costs. Note that VAT deferral only applies to general trade imports and must be filed with customs; confirm the process and fees with the agency in advance before operation.

The compliance costs of cross-border foreign exchange receipt and payment mainly involve exchange settlement fees and exchange rate fluctuation risks. In 2026, the handling fee of CIPS RMB cross-border payment is about 20% lower than SWIFT, and the arrival time is faster, suitable for trade with Southeast Asia, Central Asia and other neighboring countries. Exchange settlement fees are usually 0.05%-0.1% of the exchange settlement amount; some agencies provide exchange rate locking services, with a fee of approximately 0.1% of the locked amount, which can avoid exchange rate fluctuation risks.

Note that Shaanxi’s local foreign exchange management policy requires that export foreign exchange receipt must be completed within 180 days after customs declaration of goods; if overdue, it must be filed with the foreign exchange bureau. In addition, the use of offshore accounts must comply with the latest compliance requirements to avoid being included in the risk list; it is recommended to use offshore accounts in domestic pilot free trade zones, which are more convenient to operate.

The cost clauses in the import and export agency contract must clarify the scope of "lump sum fees" and "actual reimbursement" to avoid hidden charges in the later stage. Usually, lump sum fees include basic fees such as customs declaration, port miscellaneous fees, and trucking; actual reimbursement fees include customs taxes, inspection fees, appraisal fees, etc. The charging standards and upper limits of various fees must be clearly specified in the contract.

If the agency advances fees beyond the agreed scope, written consent must be obtained in advance. In addition, for letter of credit transactions, pay attention to the risk of soft clauses, such as "submission of documents only after the buyer issues an inspection certificate", which may lead to failure to receive payment in time. If intellectual property protection is involved, file with customs in advance; the filing fee is approximately 1,000-3,000 RMB per item, with a validity period of 10 years.

The inspection rate of Shaanxi ports is about 8%-12%, and the inspection rate of mechanical and electrical goods is higher, about 15%. If the goods are inspected, complete document materials must be provided, including contract, invoice, packing list, 3C Certification, etc. The inspection assistance fee is usually 300-800 RMB per container; if unpacking inspection is required, the cost will increase by about 200-500 RMB.

Note that the inspection sites at Xi’an Port are usually located in the port area, and the round-trip time for trucking is about 1-2 hours. If problems are found during inspection, repackaging or supplementary materials may be required, resulting in additional costs. In addition, some inspections require laboratory testing, with a testing cycle of about 3-7 days and a cost of about 1,000-5,000 RMB per time, depending on the cargo category.

The packaging costs of mechanical and electrical goods need to be determined according to the cargo category. The wooden pallet packaging cost of ordinary mechanical and electrical equipment is about 50-100 RMB per pallet; if moisture-proof reinforcement is required, desiccants and moisture-proof films will be added, increasing the cost by about 20%-30%.

For dangerous goods, packaging must comply with UN standards, with a cost about 2-3 times that of ordinary packaging, and MSDS Report and classification appraisal certificate must be provided, with a cost of about 1,000-3,000 RMB per time. In addition, the price of packaging materials in Shaanxi is about 10%-15% higher than that in coastal areas.

If packaging materials are purchased in batches, unified procurement can be negotiated with the agency to reduce costs. Note that packaging must comply with the environmental protection requirements of the importing country, such as the EU WEEE Directive, to avoid goods being returned due to unqualified packaging.

The compliance costs of export tax rebates mainly involve document filing and tax verification. In 2026, Shaanxi tax authorities require export enterprises to retain filing documents including customs declaration forms, contracts, invoices, packing lists, bills of lading, etc., with a retention period of 10 years. If documents are incomplete, tax rebates may be suspended, or even the already rebated taxes may be recovered.

Tax rebate service fees are usually 1%-2% of the tax rebate amount, but some agencies charge a minimum service fee of about 500-1,000 RMB per order. Note the compliance of capital flow: export foreign exchange receipt must be consistent with the amount on the customs declaration form; if there is a difference, reasonable supporting materials must be provided, such as commission agreements, freight invoices, etc. In addition, when declaring tax rebates across months, pay attention to the declaration deadline; it must be completed in the VAT declaration period of the next April after customs declaration of goods, and tax rebates will not be available if overdue.
