We are a small and medium-sized enterprise engaged in domestic grain and oil wholesale. This year we plan to expand the imported grain and oil business, and intend to purchase a batch of first-grade soybean oil from Argentina for domestic sales.
We have only operated domestic grain and oil wholesale before, and have never handled import business. After checking the latest 2026 import regulatory policies for a long time, we still do not fully understand whether soybean oil can be imported legally, nor do we know if we have the import qualifications.
We are worried that operational errors on our part will cause customs detention, port stagnation, a lot of extra costs, and even fines due to non-compliance. Now we want to find a domestic import agent to handle the whole process, and we want to confirm clearly whether soybean oil can be imported legally, what materials we need to prepare for working with a domestic agent, the approximate total cost of the whole process, and whether the agent can guarantee full compliance without problems.

Soybean oil is allowed to be legally imported into China, and a professional domestic agent can help you complete the full-process compliant operation so that you do not need to fumble for solutions on your own and avoid unnecessary risks. For the pre-operation stage, two core access requirements need to be confirmed first: first, the domestic importer shall complete the Grain and Oil Import and Export Consignee Filing, second, the overseas exporter shall be included in the grain and oil access registration list of China Customs. We will help you audit the supplier qualification and procurement contract information in advance, verify the authenticity and format compliance of core documents such as the phytosanitary certificate, certificate of origin, and sanitary certificate issued by the overseas official authority,to avoid direct return of goods due to inconsistent documents which will generate high demurrage fees and empty return freight charges.
The core links are divided into three clearly connected parts. First is the overseas booking and shipment stage, where the pre-declaration of entry quarantine is completed simultaneously, and the pre-review of customs declaration documents is finished 72 hours before the goods arrive at the port,to troubleshoot problems in advance and reduce customs clearance waiting time. Second is the customs inspection stage, where standardized declaration elements are sorted out in advance, matched with the latest HS code classification,to avoid customs clearance delay caused by classification disputes. Third, after tax payment and release, the goods will be delivered to the designated warehouse, and we will track the whole process of goods ownership transfer and confirm the status of the goods.
For common abnormalities,we have prepared corresponding response plans in advance. If there is an error in document information,we can complete document modification and re-declaration within 24 hours to reduce demurrage costs. If sampling inspection is arranged, our dedicated staff will follow up the sample submission process, track the testing progress, and shorten the time for issuing the test report. In the final landing stage,we will help you check all tax and fee documents to confirm that the whole process meets the latest 2026 import and export regulatory requirements, with controllable risks throughout the process, saving you the cost of fumbling through operations on your own.

The main HS codes for imported soybean oil are 15071000 and 15079000. During the customs valuation process, the customs will refer to the import transaction price of the same type of soybean oil in the same period.
If the declared price is lower than the customs assessed price, the customs valuation procedure will be triggered. Preparing a full set of price supporting documents such as procurement contracts, foreign exchange payment vouchers, and original invoices in advance can speed up the valuation process and avoid customs clearance delays.
If a valuation dispute has already occurred, complete transaction chain vouchers can be provided to apply for price negotiation, and re-valuation can be completed through the integrated customs clearance process. For abnormal situations such as order pushback and account suspension, we can sort out the complete declaration logic, complete document deletion and re-declaration, quickly restore the customs clearance process, and avoid high extra costs caused by long-term port stagnation.

Imported soybean oil is usually transported in bulk by sea or in canned containers. For routes from South America to East China ports, direct shipping options are available, with a voyage of about 45 days.
In case of overbooking and cargo rolling at the original port of shipment, a 10-day buffer period can be reserved in advance, and the transit plan can be adjusted to call at Busan or Singapore for transshipment, which will not affect the scheduled arrival time in China. After the goods arrive at the port, you can apply for extended free storage period and demurrage reduction.
After the bulk ship arrives at the port, the terminal cargo distribution plan will be directly connected to reduce storage costs. The bill of lading shall mark the consignee information clearly. If the goods ownership needs to be transferred, the bill of lading endorsement shall be completed in advance to clarify the goods ownership transfer process and avoid goods ownership disputes.

The most-favored-nation tariff rate for imported soybean oil is 9%, and the general tariff rate is 190%. Some originating places under preferential trade agreements such as ASEAN can enjoy preferential tariff rates, and a formal certificate of origin is required to apply for the preferential treatment. VAT deferral can be handled to delay the payment of import value-added tax, ease the cash flow pressure of enterprises and optimize the capital use efficiency.
For cross-border related party transactions for procurement, the transaction pricing shall be formulated reasonably to avoid being identified as profit transfer which will trigger tax base erosion related verification. Pricing documents shall be kept in advance to meet the verification requirements of tax authorities and isolate tax risks.

The foreign exchange payment for imported soybean oil shall be declared in accordance with the provisions of the goods trade foreign exchange administration. Cross-border RMB payment can avoid exchange rate fluctuation risks, and settlement through the CIPS system can improve the arrival efficiency and reduce correspondent bank handling fees.
If foreign exchange is purchased for payment, the appropriate foreign exchange purchase time can be selected according to the exchange rate fluctuation trend to optimize the foreign exchange purchase cost. After the settlement is completed, the foreign exchange directory filing information shall be updated in time to cooperate with the receipt and payment verification, and avoid abnormal settlement and account balancing which leads to restricted foreign exchange receipt and payment authority and affects subsequent import business operations.

The seal number shall be checked to be consistent with the information marked on the bill of lading, and the authenticity of the seal shall be verified. If the seal is damaged, records shall be made in time to confirm whether the goods are abnormal.
During the sample submission process, the sampling process shall be followed up, and the sample information shall be verified. If unqualified indicators appear in the test report, a second re-inspection can be applied for. Relevant explanatory documents shall be prepared in advance to speed up the re-inspection process.

For soybean oil import business, an import plan linked to inventory can be formulated combined with the inventory demand of domestic sales. The import batches and procurement volume can be adjusted according to the price fluctuation of domestic soybean oil to optimize the inventory holding cost. According to the needs of both the buyer and the seller, trade terms can be switched between CIF and FOB.
If the buyer is responsible for logistics, FOB terms can be selected to independently control logistics costs and optimize the overall efficiency of the supply chain. Sort out the overall structure of import trade, adjust procurement and settlement paths, reduce the overall import cost, and increase the profit margin of the business.
