I am a foreign trade salesperson for a cross-border e-commerce company. I recently have a batch of electronic products to transit through Thailand to the EU. I have not dealt with transit trade before.

I heard that Thailand Customs is currently inspecting transshipped goods very strictly, and there are issues regarding the authenticity of Certificates of Origin. What if the goods are detained in Thailand or at an EU port?

Also, I am not clear about the hidden costs of transit, such as demurrage and fines. I am afraid of stepping into traps leading to cargo damage or failure to receive payment, and I want to thoroughly understand exactly what risks exist in Thailand transit trade.

Many practitioners mistakenly believe that Thailand transit trade is just "changing a bill of lading",but in reality,it hides three core misconceptions: customs valuation, origin compliance, and disconnection of cargo ownership. If the authenticity of the third-party Certificate of Origin is not verified in advance,or if cargo ownership isolation is not performed at the transit warehouse, the goods are highly likely to be judged as "false transit" by EU Customs, leading directly to detention and high fines, and even affecting future customs clearance qualifications at EU ports.

Once a detention risk occurs, the chain reaction will be very tricky: EU Customs will require a full set of production traceability documents. If it is impossible to prove the actual storage and processing (if any) flow of the goods in Thailand,it will be identified as circumventing trade barriers. In addition to demurrage charges which can reach 0.5% of the cargo value daily, there may also be a fine of 3 times the cargo value.

The core of physical risk isolation is establishing a closed loop of cargo ownership in the Thailand transit warehouse. This requires the transit warehouse to issue a proof of ownership stamped with an official filing seal, while requiring the local Thai freight forwarder to provide full-process GPS tracking data to ensure the goods have not been secretly swapped. Additionally,it is necessary to agree in advance with the EU importer that transit documents must be verified by a third-party agency designated by both parties to avoid refusal of payment risks caused by document discrepancies.

Exclusive loss mitigation tips include: completing simple sorting or labeling of goods locally in Thailand in advance (complying with local Thai compliance requirements),rather than simple transit, selecting a team with Thai local customs broker qualification to pre-audit transit documents, reserving a 15-day buffer period to handle possible inspection issues, avoiding passive breach of contract caused by rushing for the shipping schedule.

In addition,in 2026,Thailand Customs added a value-added rate verification requirement for transit goods. If the goods do not generate at least 30% value-added in Thailand (such as processing, assembly, etc.),they will be required to pay supplementary Thailand VAT. This is also a risk point easily ignored by many practitioners. It is recommended to sign a value-added service agreement with a local Thai processing factory or warehousing service provider in advance and keep relevant expense vouchers for customs verification.

Customs declaration fees vary slightly based on cargo category and supervision conditions. The customs declaration fee for ordinary general cargo is already included in the basic agency service fee and requires no additional payment. If goods involve special supervision requirements such as commodity inspection or license processing, costs are reimbursed based on actual official fees incurred, and the agency will not add a service fee.

If price queries arise during the customs valuation process, the agency will assist in submitting relevant supporting materials for price negotiation free of charge and will not charge an extra valuation handling fee. Only when you require non-routine operations such as deletion and re-submission or vessel name changes will an operation fee of 500-800 RMB per instance be charged. All fees will be communicated in advance and executed only after your confirmation.

Logistics-related fees are not included in the agency service fee and will be quoted separately based on the chosen mode of transport, destination port, and space availability. All fee details will be confirmed in writing before booking. The agency has long-term agreements with shipping companies and airlines, securing space prices 5%-15% lower than your own bookings, and can apply for 7-14 days of free storage and demurrage at the destination port, saving you significant extra costs.

In special situations such as rolled shipments or space shortages, the agency will prioritize coordinating space without requiring you to pay extra rush fees. Only when you request temporary changes of destination or voyage will costs be reimbursed based on actual expenses, without additional operation service fees.

Tax-related services are included in the basic agency service fee and require no extra payment. The agency will assist with compliant planning for export tax refunds to ensure you receive the maximum refund ratio and help with VAT deferred declarations to reduce tax costs at the destination.

If special tax needs arise involving cross-border related party pricing adjustments or withholding tax declarations for non-resident enterprises, fees will be charged per project separately. The fee standard will be confirmed with you in advance, and there will be no hidden charges. Cooperating with the agency will not increase your tax costs; instead, it helps mitigate tax risks and avoid extra expenses such as fines or tax refund losses caused by non-compliant operations.

Foreign exchange collection and payment services are included in the basic agency service fee and require no extra payment. The agency will handle settlement reconciliation, SWIFT message auditing, and CIPS RMB cross-border payment integration. They can also secure better settlement exchange rates for you, 0.1-0.3 percentage points higher than self-settlement rates, increasing your exchange rate gains.

For non-routine needs such as offshore account management or collection/payment under special trade terms, a small service fee may be charged based on operational difficulty. All fees will be communicated in advance and executed only after your confirmation; there will be no unauthorized deductions.

Export agency fees can be flexibly adjusted based on your supply chain model. If your goods require special arrangements such as inventory linkage or multi-port shipment, the rate can be appropriately lowered from the standard rate. The agency will assist with cost calculations for CIF/FOB Incoterms conversions to help you select the optimal trade model and reduce overall export costs.

Long-term clients can also enjoy free supply chain architecture optimization services to help identify redundant links in the export process and reduce overall operational costs. Fee standards will not be arbitrarily raised because you add service content; all adjustments will be confirmed in writing in advance.

Fees related to routine customs inspections are included in the basic agency service fee and require no extra payment. If goods require operations such as container unstuffing for inspection or submission for appraisal, official fees incurred are reimbursed based on actual costs, and the agency will not add a service fee.

The agency's on-site team has extensive experience in handling inspections, helping to speed up the process and avoid extra losses like demurrage and reshipping fees caused by inspection delays. Only when goods involve non-routine needs such as interpretation of appraisal reports or special packaging inspection will a service fee of 800-1,200 RMB per instance be charged. All fees will be communicated in advance and executed only after your confirmation.
