I am a salesman of a foreign trade company and have just taken over the transit trade business; I have only handled direct exports before. Currently, we plan to resell electronics purchased domestically to German customers via Singapore, with payment made by a Singapore-based intermediary, and the bill of lading is a Through Bill of Lading with Singapore as the transit port.
I have heard that transit trade may involve export tax refund, but I am not sure whether I can apply for it specifically, and I am worried that the different foreign exchange collection subject from direct exports and incomplete transit documents will affect tax refund eligibility and even trigger compliance risks. This order is of large amount, and the cost pressure will be extremely high if the tax refund cannot be obtained, so I want to learn in detail the applicable conditions, required documents and common risk avoidance methods for transit trade tax refund.

Transit trade applications for export tax refund must meet three core prerequisites: goods actually leave the country and do not enter circulation in China, foreign exchange collection compliance, and complete document chain. In 2026,the customs and tax systems have achieved cross-departmental data linkage, and missing documents or inconsistent data in any link will trigger verification.
Details of Pre-submitted Document Review: Domestic purchase contract, special VAT invoice, export declaration (trade mode filled in as "transit goods",code 0139),transit port transfer certificate (such as on board endorsement and bill of exchange certificate at Singapore Port),and trade contract between the intermediary and the final buyer shall be prepared to prove the authenticity of the entire transaction chain.
Two points should be noted for the connection of core nodes: First, the trade mode of the declaration must be accurately filled in,if mistakenly filled as "general trade",it will be regarded as domestic sales and cannot be refunded. Second, foreign exchange collection must come from compliant foreign entities,if paid by an intermediary, the intermediary's foreign registration certificate and purchase and sale contract with the final buyer shall be provided to prove the independence of the transaction.
For Abnormal Contingency Plans: If the transit port stay exceeds 180 days,an extension application shall be submitted to the customs in advance,if the foreign exchange collection time exceeds 90 days after the declaration is issued,an extension application for foreign exchange collection shall be submitted to the State Administration of Foreign Exchange (SAFE). If controlled inspection is conducted by customs,a tally report of the transit port shall be provided immediately to prove that the goods have not undergone substantial processing in China.
Final Compliance Implementation: Qualified transit trade can apply for refund of input VAT amount from domestic procurement, which does not involve consumption tax refund. The tax refund declaration shall be completed within 90 days after the goods leave the country, and a reasonable explanation shall be submitted if overdue.

The export declaration for transit trade shall fill in "transit goods" (code 0139) in the "trade mode" column, and submit documents such as the transit port's transfer bill of lading and the transit country's customs entry record certificate. In 2026, the customs system has achieved document linkage with major global ports; if the transit port does not upload valid transfer information, the system will automatically trigger controlled inspection.
It should be noted that if the goods undergo simple sorting and packaging in China, the processing-added value shall be declared separately, otherwise it may be regarded as general export rather than transit trade. In addition, if the foreign exchange collection subject is inconsistent with the declared trade party, a full set of proof for the transaction chain shall be prepared in advance, including the purchase and sale contract between the intermediary and the final buyer, and the title transfer certificate, to avoid being regarded as false foreign exchange collection.

Transit trade logistics routes directly affect tax refund compliance, and Through Bill of Lading shall be preferred instead of house bill of lading. If a house bill of lading is used, it shall be ensured that the transfer record at the transit port is complete and the transfer certificate can be provided. In 2026, major global transit ports such as Singapore and Dubai have opened electronic filing channels for transit trade documents, and transfer records can be directly uploaded through the system without submitting paper documents offline.
It should be noted that the stay time of goods at the transit port shall not exceed 180 days; if it exceeds the time limit, an extension application shall be submitted to the Chinese customs, otherwise it will be regarded as the goods not actually leaving the country, affecting tax refund eligibility. In addition, substantial processing of goods at the transit port shall be avoided, otherwise the nature of transit trade will be changed.

Transit trade tax refund shall distinguish between input VAT deduction in the procurement link and export tax refund. If a special VAT invoice is obtained during domestic procurement and the goods actually leave the country, input VAT amount can be applied for refund. However, it should be noted that if the intermediary is an associated enterprise, pricing shall be carried out in accordance with the arm's length principle to avoid being regarded as tax avoidance through related party transactions by the tax authority.
In 2026, the State Taxation Administration has launched a special verification system for transit trade tax refund, which will automatically compare the consistency of foreign exchange collection amount, trade contract amount and declaration amount; if there is a deviation, a reasonable explanation shall be provided. In addition, transit trade does not enjoy consumption tax refund policy, only involving VAT part.

Foreign exchange collection for transit trade shall comply with foreign exchange management regulations, and the payment shall be remitted from the account of the foreign final buyer or compliant intermediary, and shall not be collected through domestic personal accounts or third-party institutions. In 2026, the Cross-Border Interbank Payment System (CIPS) has supported cross-border RMB settlement for transit trade, and foreign exchange collection and write-off can be completed directly without tedious review through SWIFT messages.
It should be noted that if the foreign exchange collection time exceeds 90 days after the declaration issuance date, an extension application for foreign exchange collection shall be submitted to SAFE, otherwise it will affect the foreign exchange collection write-off link of tax refund. In addition, all foreign exchange collection vouchers and trade contracts shall be retained for tax and customs verification.

Transit trade tax refund shall ensure the legality of title transfer, and the title transfer node of goods shall be clearly specified in the trade contract, usually after the goods are loaded at the transit port. If the title transfer is not clearly specified, it may be regarded that the goods still belong to Chinese domestic enterprises and cannot enjoy the tax refund policy.
In addition, the use of third-party guarantees for title guarantee shall be avoided; in 2026, customs and tax departments have strengthened the verification of guarantee authenticity, and valid guarantees issued by banks shall be used. If goods involving intellectual property rights are involved, intellectual property recordation shall be completed in the destination country in advance to avoid being detained and affecting tax refund.

During inspection of transit trade goods at the exit port, customs shall be assisted to provide the transit port's transfer certificate and title voucher. If the goods are abnormal in machine inspection, the packing list of goods and the tally report of the transit port shall be prepared in advance to prove that the goods have not been processed in China.
In 2026, customs has introduced an AI inspection system, which will automatically compare the goods' HS code with the transit port's declaration information; if the HS code is incorrectly declared, it shall be immediately voided and re-filed, otherwise it will be regarded as false declaration. In addition, the goods' seal shall be consistent with the seal number on the declaration to avoid being regarded as goods being swapped.

Packaging of transit trade goods shall comply with transportation requirements of the transit port and destination country; if it is general goods, plywood packaging meeting international shipping standards shall be used, and solid wood packaging shall be avoided (fumigation certificate shall be provided). In 2026, the International Maritime Organization has updated packaging standards, and UN numbers and dangerous goods labels (if applicable) shall be marked on the packaging.
If the goods are fragile, additional cushioning packaging materials shall be added to avoid damage during transit port handling. In addition, the transit port and destination country names of the goods shall be marked on the packaging to facilitate customs inspection and logistics tracking.

Tax refund audit for transit trade shall focus on verifying the consistency of four alignments, namely title, contract, invoice and capital flow. A full set of documents including domestic purchase contract, export declaration, transit port transfer certificate, foreign exchange collection voucher and trade contract shall be retained. In 2026, the tax refund system has been networked with customs and SAFE systems, and will automatically compare various data; if there is an abnormality, a verification letter will be triggered.
If a verification letter is received, complete supporting materials shall be provided within 15 working days, otherwise tax refund eligibility will be suspended. In addition, it shall be noted that tax refund declaration for transit trade shall be completed within 90 days after the goods leave the country, and an extension shall be applied if overdue.
