I have been engaged in Southeast Asia-oriented auto parts transit trade for three years, with goods shipped from Ningbo to Singapore and then resold to Malaysia. I previously declared all transactions as offshore resale of goods. In the past two months, when the finance team reconciled accounts for the first half of 2026, the tax authority system popped up a verification reminder for indirect trade classification. Now I am completely confused whether transit trade belongs to indirect trade.

If the classification is wrong, will the dozen retained bills of lading and foreign exchange payment vouchers I kept before cause problems? Three more batches of goods will be shipped from Shanghai Yangshan Port next week. I am in urgent need of clarifying the differences between the two categories, and whether it will affect my subsequent export tax rebate filing and foreign exchange reconciliation. I am always afraid of violating the compliance red line and getting fined, so I cannot sleep well for whole nights.

First of all,it is clear that in most scenarios, transit trade is a subcategory of indirect trade. The core judgment criterion is that goods do not go through direct connection between the producing country and the consuming country, and the transfer of title of goods is completed through a third-party intermediary trader, with no actual physical entry or exit of goods through the domestic customs territory throughout the whole process. This is the clear definition rule specified in the latest 2026 classification guidelines of the General Administration of Customs of China.

A common misconception in the current industry is that many practitioners confuse transit trade with transit goods trade, and declare directly under the transit goods category, which will easily trigger a chain of negative consequences afterwards: in mild cases, the system will reject price verification and require deletion and re-declaration,in severe cases,it will trigger tax authority verification letters that last for 3 to 6 months, the corresponding offshore account receipt and payment channels will be temporarily controlled. Core ports such as Yangshan Port and Ningbo Port may also mark the enterprise as a high-risk entity, and subsequent customs clearance of all general goods will trigger manual inspection, with the port detention cost for each batch of goods increasing by at least 30%.

The core method of physical risk isolation is to build a logical closed loop for full-chain documents in advance. The subject information of the three sets of title documents (purchase contract, sales contract, endorsed bill of lading) must be fully consistent. All supporting documents proving that the goods have never entered the domestic customs territory throughout the whole journey shall be filed and stored separately, and not mixed with domestic general trade documents.

The exclusive risk control tip is that if you have already received a system verification reminder,do not modify the historical declaration data directly. First conduct self-inspection against the latest indirect trade classification list, and submit an explanation to the local customs and tax authority proactively if there are indeed classification deviations. Under the 2026 new regulations, compliant entities that take initiative in making corrections are eligible for exemption from up to 80% of declaration-related fines.

In the classification logic of the customs declaration system backend, a separate sub-option for transit trade has been set under the indirect trade category, so do not fill in transit business data under general trade or other supervision modes. Before submitting the declaration, check the port of loading and port of destination on the bill of lading first. As long as there is no record of goods entering or exiting the Chinese customs territory throughout the whole journey, directly select the indirect trade code corresponding to transit trade, to avoid logical abnormality alerts popping up in the subsequent price verification process.

If you have previously selected the wrong declaration category, you can submit supporting documents through the special amendment channel under the integrated customs clearance mechanism, instead of going through the conventional process of deleting and re-submitting declarations. Data correction can be completed within 3 working days, and no violation record will be kept.

When arranging the logistics routes for subsequent batches of goods, give priority to selecting Singapore Port as the transshipment port. In 2026, the local port has launched a maximum 21-day free storage period for transit goods, which is 7 days longer than that of Bangkok Port and Port Klang, greatly reducing the demurrage expense. All bills of lading shall be endorsed in blank, and do not directly show the information of the final consignee.

Do not conduct any document exchange operation at domestic ports during the whole circulation of title documents, to avoid accidental entry of goods that will trigger customs import declaration requirements. If route adjustment and port change are required halfway, confirm the port change rate for transit goods with the shipping company in advance, which is about 40% lower than the port change handling fee for general trade goods.

After transit trade is classified under the indirect trade category, the corresponding income is exempt from domestic value-added tax, and only the enterprise income tax shall be declared for the price difference part as non-trade income. Do not mix the purchase cost and sales revenue of transit trade into the input and output value-added tax accounting system for general trade, to avoid triggering abnormal VAT declaration alerts.

When conducting related party transaction pricing, keep the profit margin of transit business within the range of 8% to 15% of the goods value, which fully complies with the latest 2026 BEPS compliance judgment standards, and will not be included in the anti-tax avoidance inspection list. The income obtained by non-resident enterprises related to transit business can apply for withholding tax exemption according to bilateral tax agreements, and you only need to prepare relevant transaction background supporting documents in advance and submit them to the competent tax authority.

All receipt and payment of funds for transit trade shall form a closed-loop circulation within the offshore account. Do not use the domestic current account to receive foreign exchange payment for transit trade, to avoid triggering message verification alerts of the CIPS system.

Keep the time difference between each receipt and payment within 90 days, and the corresponding contract number shall be fully stated in the SWIFT message remark. When conducting settlement and reconciliation later, directly select the declaration option for indirect trade, and no customs declaration form for goods entry or exit is required.

If the existing offshore account has insufficient receipt and payment quota, you can apply to be included in the indirect trade whitelist of CIPS. The exclusive settlement channel is 2 working days faster in fund arrival than the ordinary channel, and can also avoid exchange loss caused by exchange rate fluctuations.

When signing the purchase and sales contracts for transit trade, set exclusive clauses for title transfer separately, clarifying that the title of goods is transferred at the transshipment port, and neither the buyer nor the seller has actual import declaration obligation for the goods. When opening a letter of credit, check for soft clauses, and do not add any provisions requiring the beneficiary to provide a customs declaration form issued in China, to avoid discrepancies in the subsequent document presentation stage that may lead to bank dishonor.

You can apply to the shipping company for a letter of guarantee for delivery of goods without original bill of lading, and agree on the title disposal right at the transshipment port in advance, to prevent disputes where both the upstream and downstream parties claim the title of goods at the same time, and reduce the probability of losing control of the goods title.

When transit goods are transshipped via domestic ports with direct sailing and no entry into the customs territory, no container unpacking inspection will be conducted during on-site machine inspection by customs. You only need to submit the full transshipment documents to the port inspection department for filing in advance, and you can go through the fast machine inspection channel.

If you receive an on-site inspection notice, immediately submit supporting documents proving that the goods have never entered the customs territory throughout the whole journey, specify that the transaction is transit business under the indirect trade category, and apply for exemption from unpacking inspection. In case that customs requires inspection and appraisal, actively contact the transshipment port to issue a proof of the goods' stay in the port, so as to simplify the inspection process and no extra port detention cost will be incurred.

In the MSDS report of all auto parts transit goods, clearly mark that the goods do not fall into the category of goods for domestic sales, and adopt neutral unmarked packaging for transportation. Do not print any marks of domestic manufacturers, to avoid that the customs of the transshipment port judges the goods as direct trade goods of Chinese origin.

For precision and fragile auto parts, use electrostatic buffer cotton for separate reinforcement, and only mark the destination port identifier on the outer side of the package, without marking any information of domestic consignor or consignee, to meet the packaging compliance requirements of the whole transshipment transportation, so that no situation of being detained by the transshipment port due to non-compliant packaging will occur.

Transit trade falls within the scope of indirect trade, and corresponding business is completely excluded from export tax rebate declaration. Do not mix the input invoices of transit goods into the tax rebate declaration documents for general trade, to avoid triggering tax authority verification letter alerts.

When conducting document filing, sort and file the contracts, bills of lading, and receipt and payment vouchers of transit business separately to ensure full consistency of the four flows, so that documents can be directly submitted to prove the authenticity of the business during subsequent tax inspections, and no abnormal judgment of fund reflux will be made. If you have mistakenly declared tax rebate for transit business before, proactively submit an explanation to withdraw the declaration, and no violation record related to fraudulent export tax rebate will be generated.
