I am engaged in transshipment trade of precision medical equipment. Recently, we have a batch of equipment from Hamburg, Germany to Ho Chi Minh, Vietnam, with a total value of 1.2 million Euros. The client requires that customs clearance be completed before Q3 2026.
Previously, we have always used Singapore as the transit port. Recently, we heard that customs has strengthened strict inspection on direct sailing cargoes without transit certificate. Last week, a batch of similar equipment was seized at Shanghai Port for 3 days because the bill of lading indicated "direct shipment", incurring 200,000 RMB of port detention fees.
Now we are stuck in confusion: is indirect transport really required for transshipment trade? If transit is mandatory, which port has the lowest cost? How to handle the certificate of origin of the transit country and the non-reprocessing certificate in compliance with regulations?

Whether transshipment trade requires indirect transport depends fundamentally on the rules of origin of goods, policies of the transit country and the compliance of the entire transport chain. Against the backdrop of global supply chain restructuring in 2026,risks and costs shall be disassembled from the full-link process.
**1. Pre-document verification is the core prerequisite**
The core compliance precondition for transshipment trade is that "the goods are not processed or value-added in the transit country". Three types of documents shall be verified in advance: Transit Country Certificate of Origin (which shall indicate that no substantial processing is conducted on the goods in the transit country. In 2026,RCEP member states including Vietnam and Malaysia added new requirements for "Non-Reprocessing Declaration"),Transshipment Port Manifest (which shall reflect "transit" status instead of "origin-destination" direct sailing),Bill of Lading Endorsement (for transit via Singapore Port,"Order Bill of Lading + Blank Endorsement" shall be specified). If direct transport is adopted,it shall be ensured that the "Transport Mode" column in the customs declaration form is filled with "Sea-rail Combined Transport" or "Multimodal Transport". However, the General Administration of Customs of China added a special declaration channel for transit goods in 2026. Failure to declare the transit route may trigger customs valuation queries.
**2. Practical Logic for Core Node Connection and Coordination**
Transshipment port selection shall balance "geographical distance" and "compliance cost": Port of Singapore (Southeast Asia's largest transit hub, which launched the new "72-hour direct pick-up free storage period" policy in 2026) is suitable for precision equipment,Port Klang,Malaysia (with the 2026 RCEP tariff reduction policy, the tariff difference of the Germany-Malaysia-Vietnam route can save 12% of total cost) is suitable for high-value goods. Attention shall be paid to the customs authority's criteria for determining "substantial transit" in the transit country (for example, goods staying at the transit port for more than 15 days may be identified as being processed at that location). It is recommended to build a data closed loop of "Manifest - Bill of Lading - Customs Declaration Form" to avoid inconsistency between the transit port code and the transport route declared on the customs declaration form.
**3. Design of Abnormal Contingency Plan**
In case of unexpected space congestion at the transit port (such as the port strike events in Southeast Asia in Q2 2026),the "dual-route alternative plan" shall be launched immediately: Switch direct shipment to land transport (TIR Carnet under the Convention on International Road Transport is required for Germany-Vietnam land transport) or Multimodal Transport Insurance (purchase "Transit Delay Insurance",the premium of which dropped by 8% in 2026 compared with 2025). In addition,Value-Added Tax Deferral in the Transit Country (VAT suspension application is available in Singapore and Hong Kong) can ease cash flow pressure, but it shall be ensured that "final destination declaration" is completed before the goods leave the transit country.
**4. Red Line Warning for Compliance Implementation**
The General Administration of Customs of China launched the new "Transshipment Trade Data Traceability System" in 2026,which requires the manifest status of transit goods to be updated within 24 hours. If direct transport is adopted, additional documents shall be prepared: Statement on Transshipment Goods (specifying that "the goods only stop at the transit port without any processing or value addition"),Third-Party Logistics Enterprise Letter of Guarantee (issued by compliant enterprises such as Zhongshitong). It is recommended to adopt the shortest transit chain of "Singapore - Ho Chi Minh",which not only meets the RCEP rules of origin, but also enjoys the policy dividend of "90-day free port detention fee".

Chief Customs Declaration Expert: The core risk of direct transport in transshipment trade lies in "inaccurate declaration". The customs valuation system added a new "transit route matching verification" function in 2026. If the Germany-Vietnam direct shipment goods do not note "transit" in the manifest, the system will automatically mark the goods as "doubtful in origin".
It is recommended to note "transit via Port of Singapore, B/L No. XXX" in the remarks column of the customs declaration form, and attach the Confirmation Letter of Transit Goods issued by the transit port customs. If the goods have been directly shipped already, application for "modification of transport mode in customs declaration form" is acceptable, but a modification fee of 5000 RMB per application is required, and the application is subject to customs approval.。

Senior Logistics Expert: Transshipment port selection shall take into account both "free storage period" and "cargo right control". Southeast Asian ports have widely implemented "electronic cargo title document" in 2026. Port of Singapore can realize "electronic bill of lading + real-time SWIFT message transmission", but attention shall be paid: The free storage period of the transit port is only applicable to goods under "transit cargo" status. If goods are devanned and re-stuffed at the transit port, they will lose such preferential treatment. It is recommended to adopt the combined solution of "transit port indicated on manifest + final destination indicated on bill of lading". The status of the CargoWise system shall be updated synchronously when the cargo right is transferred, to avoid "cargo right vacuum".。

Senior Tax Consultant: Under the new cross-border tax policy in 2026, transit transport may generate dual benefits of "VAT deferral + tariff difference". Taking precision medical equipment as an example, the direct shipment tariff rate from Germany to Vietnam is 12%, while the tariff rate drops to 5% via Malaysia (RCEP member state) transit. Meanwhile, Singapore VAT deferral can save about 8% of the occupied VAT cost. But attention shall be paid: Tax registration in the transit country shall be completed 30 days in advance, and "proof of final goods flow" shall be provided to avoid being identified as a "permanent establishment".。

Trade Compliance Expert: In 2026, the CIPS cross-border RMB payment system has covered 87 transit ports. It is recommended to adopt the solution of "offshore account + RMB settlement".
If the transit country is Singapore, a dedicated transshipment trade account can be opened through DBS Bank, realizing the dual parallel transmission of SWIFT messages and CIPS messages. Special vigilance is required: when settling foreign exchange and reconciling accounts in the transit country, the "cross-border RMB payment voucher" shall match the transit port bank slip.
The State Administration of Foreign Exchange added the "transit funds closed-loop verification" mechanism in 2026. Any abnormal account flow may trigger an anti-money laundering alert.。

Foreign Trade Legal Expert: The legal risks of transshipment trade are concentrated in "cargo right disputes". After the 2026 revision of the United Nations Convention on Contracts for the International Sale of Goods, the transfer of cargo right at the transit port shall meet three conditions: "original bill of lading + endorsement + notarization by the transit country".
If "indirect transport" is adopted, the "cargo right transfer node at the transit port" shall be clearly specified in the contract. It is recommended to use the template of "Transshipment Trade Cargo Right Custody Agreement" to avoid shipowner lien disputes caused by "unendorsed bill of lading".。

On-Site Inspection Expert: The customs inspection system added a new "special inspection for transit goods" module in 2026. If the goods are inspected at the transit port, a 3-day goods unpacking inspection pre-plan shall be prepared. Special attention shall be paid for precision equipment transport: Seal integrity (it is recommended to choose customs-approved GPS seals, the data of which can be uploaded to the customs system in real time in 2026). Material Safety Data Sheet (MSDS) shall be provided during unpacking inspection, to avoid being judged as "dangerous goods declaration error" due to unclear package labels.。
