I am engaged in cross-border automotive parts transshipment trade, regularly booking shipments from Germany to Southeast Asia for transshipment and then delivering to downstream customers in Thailand and Malaysia. Previously, I always used the old route via Hong Kong transit.
In 2026, I heard that many ports now have new transshipment policies, and it is not mandatory to transit through a third country or unload at a transshipment port? Last month, I tried a direct route bypassing the transshipment port, but the system triggered a risk control alert, and it is still pending.
Additionally, nearly 3 million yuan in transshipment payments cannot be settled normally. If transit is mandatory, our current logistics costs would increase by 12 percentage points, which I simply cannot bear. I want to confirm whether transshipment trade really must involve transit, and if there are compliant non-transit operations that can be implemented.

First,it is necessary to correct a common misconception in the industry: transshipment trade does not mandatorily require transit operations through a third-party customs territory. The traditional transit mode was merely the mainstream path during earlier periods when port operations were inefficient and cross-regional information networking was inadequate, and it is not a mandatory requirement of customs supervision.
If the transit link is blindly skipped and self-declaration is made,it is easy to trigger the system's "three flows inconsistency" alert. This can lead to a chain of issues such as mismatched manifest data resulting in rejection, cargo seizure upon arrival at the port pending verification, foreign exchange receipts being marked as abnormal, and tax authorities requiring submission of full supporting materials. Many enterprises in practice have experienced port detention exceeding 21 days due to this, and the resulting demurrage and container rental costs far exceed the saved logistics expenses.
The core operation for physical risk isolation is to submit pre-declaration documents for transshipment trade at the port of loading in advance, simultaneously complete the filing of purchase and sales contracts and cargo ownership transfer documents for both ends overseas, select port operations that comply with the 2026 customs "direct transfer upon departure" whitelist, without the need for unloading and entering the port, directly completing cross-border cargo ownership transfer through mutual recognition of manifests, without entering the domestic first-line supervision area throughout the process.
For those currently in a risk control pending status, supplement and submit full supporting materials for cargo ownership transfer within 7 working days, and apply for the special review channel to lift the alert. The compliance verification pass rate for non-transit mode exceeds 97%,and overall logistics costs can be reduced by 10% to 18% compared to the traditional transit mode, without generating additional compliance risks.

In the 2026 updated transshipment trade regulatory provisions by customs, transshipment is clearly categorized into three modes: transit transshipment, direct transfer upon departure, and bonded zone transshipment. Among these, only transit transshipment requires goods to enter the customs territory of the transshipment country to complete transit procedures; the other two modes do not require actual transit. During declaration, ensure that the port of loading and port of discharge on the manifest are both marked as overseas.
If the transshipment port field selects non-transit mode, annotate it with "cargo ownership direct transfer" to avoid the system defaulting to general import regulatory logic. In the customs valuation process, there is no need to submit domestic customs declaration forms; providing overseas invoices and cargo ownership transfer endorsements for both ends is sufficient to complete the review, without triggering price queries. If there is currently a risk control pending status, submitting a paper transfer statement can expedite the review channel, and the abnormal status can be lifted within 3 to 5 working days.

Traditional transit mode requires goods to be unloaded, containers changed, and re-booked at the transshipment port, adding at least 7 to 10 days of transshipment time to the entire process. The resulting terminal handling fees and container change fees account for about 8% of total logistics costs. In the non-transit direct transfer mode, goods maintain the original bill of lading's vessel name and voyage throughout, without the need for mid-voyage unloading.
The bill of lading is directly endorsed by three parties at the port of loading, and the consignee is directly changed to the final downstream customer. It is possible to apply to the shipping company for an extension of 14 days of free demurrage at the destination port, completely avoiding the risk of demurrage fees during transshipment. Direct transfer routes now cover all major routes from domestic coastal core ports to Southeast Asia, Europe, and North America, with manifest data synchronized in real-time with the customs system, eliminating data lag issues.

For transshipment trade using non-transit mode, goods do not enter the domestic customs territory throughout, so no import duties or value-added tax (VAT) are required. Income declaration only needs to be completed according to offshore trade rules at the place of registration, and eligible entities can also enjoy VAT deferral policies for non-trade income.
Note that the signing entity of the purchase and sales contracts must be the transshipment operating entity registered domestically. Payment and receipt of funds for both ends must form a closed loop, and funds must not flow back to domestic related parties.
Profits can be normally attributed to the transshipment entity without additional withholding tax for non-resident enterprises. Overall comprehensive tax burden can be reduced by 4 to 6 percentage points compared to traditional transit mode. Do not mix non-transit transshipment revenue into general export accounts to avoid triggering tax BEPS risk audits.

For foreign exchange receipt and payment operations under non-transit mode, it is only necessary to submit full sets of transshipment document filing materials to the bank to complete receipt and settlement, without providing import and export goods customs declaration forms. All SWIFT message remarks should be labeled "offshore transshipment direct transfer payment" to avoid being marked as suspicious transactions by the bank.
If using the CIPS system for cross-border RMB payments, data can be directly interfaced with the State Administration of Foreign Exchange's cross-border trade system, without the need for additional paper supporting materials. The time to receipt can be reduced from the traditional 2 to 3 days to within 4 hours. Fund transfers from offshore accounts must match the timing of cargo ownership transfer; payment to upstream suppliers cannot be earlier than the signing time of the cargo ownership transfer certificate, ensuring logical consistency of funds throughout the chain.

When operating non-transit transshipment mode, clearly define the point of cargo ownership transfer in the tripartite trade contract, stipulating that after goods are loaded at the port of loading, cargo ownership is directly transferred from the upstream supplier to the downstream customer. The intermediate transshipment operating entity only bears the intermediary responsibility for cargo ownership transfer and does not assume actual transportation risks of the goods.
In letter of credit terms, add special provisions for direct transfer endorsement to avoid the issuing bank requiring transit certification from the transshipment port. If unexpected situations occur during goods transit, and cargo ownership has already been transferred, the final consignee can directly file claims with the shipping company and insurance company, without the transshipment entity bearing additional legal risks. Full sets of documents must be retained for at least 5 years for inspection, complying with international trade compliance archival requirements.

Under non-transit mode, goods do not enter the supervision area of domestic ports throughout, so they will not at all trigger on-site inspection processes by domestic customs, and there is no need to submit any goods for inspection or testing materials. If the system issues a data alert, it is only necessary to submit electronic versions of full sets of documents to the risk control department of the on-site customs, without arranging personnel for on-site coordination or container stripping and machine scanning verification.
The seal number on the manifest must completely match the seal number marked on the bill of lading, and there should be no record of seal changes en route, to avoid the system identifying it as mid-voyage unloading operations. If an inspection notice is received, directly annotate "This shipment is offshore direct transfer transshipment and has not entered the customs territory," and the inspection instruction can be directly cleared.

For packaging of goods transported under non-transit transshipment, it is sufficient to fully adhere to the compliance requirements for transportation at both ends overseas, without the need to additionally meet packaging inspection requirements at Chinese ports. If involving special categories such as general chemical products or electrical automotive parts, directly use packaging that meets the regulatory requirements of the destination port, without the need for additional domestic UN dangerous goods packaging certification.
MSDS files only need to be submitted to the shipping company to confirm compliance with transportation requirements for the route, and there is no need to submit them to domestic customs for filing. Throughout the process, packaging reinforcement and moisture-proof requirements are identical to those for ordinary international direct shipment goods, and no additional packaging compliance costs will be incurred.

Transshipment trade itself is not covered by general export tax rebates, so regardless of using transit or non-transit mode, there is no need to handle export tax rebate declarations, nor will it trigger tax rebate inquiries. Daily document filing must ensure that the four flows are fully matched: the purchase and sales contract flow, cargo ownership transfer flow, fund receipt and payment flow, and bill of lading endorsement flow must fully correspond in time, entity, and amount, without logical conflicts.
Book transshipment income should be separately accounted for, recorded separately from general export sales revenue. When declaring cross-month, directly fill it in under the offshore trade income category, without submitting foreign exchange receipt verification forms, and pre-declaration validation can be passed directly in one go.

For transshipment trade in non-transit direct transfer mode, there is completely no need to reserve storage space at the transshipment port, which can improve inventory linkage efficiency at both ends by over 30%, and significantly shorten the overall supply chain response time. Trade terms can be directly agreed as FOB at the port of loading and CIF at the port of discharge, and the intermediate transshipment entity does not need to bear additional responsibilities for the two segments of transportation.
Overall detailed calculation shows savings of 12% to 15% in comprehensive operational costs compared to traditional transit mode. Enterprises can combine transit and non-transit modes based on their own cargo categories and route distributions, optimize the overall trade structure, and further compress unnecessary transshipment link costs.
